Can Sinopec Branch transfer intellectual property rights privately?

I can't. The right to apply for a patent for a service invention-creation belongs to China Petrochemical Company. After the application is passed, China Petrochemical is the patentee, and Sinopec Branch shall not transfer the intellectual property rights without permission. Intellectual property mainly studies the basic knowledge and skills of law and intellectual property, and provides intellectual property services in patent offices, trademark offices, copyright bureaus, trademark offices, patent offices and other enterprises and institutions, including agency, transfer, registration, identification, evaluation, certification, consultation and retrieval of intellectual property.
