The reporter learned from the "Intellectual Property Empowerment Bio-manufacturing Industry Publicity Conference" held recently in Tianjin that as the national team and main force of industrial biotechnology innovation in China, Tianjin Institute of Industrial Biology is actively promoting the construction of the National Synthetic Biotechnology Innovation Center and the China Synthetic Biotechnology Intellectual Property Operation Center. By the end of 2022, the total number of patents applied by the institute had reached 1292, of which invention patents accounted for 98.2%.
Tianjin Institute of Industrial Biology has designed a scientific and technological innovation chain with intellectual property as its core, which runs through the basic research of life science and the industrial application of biotechnology. From project initiation, research and development to achievement transformation, a series of working mechanisms of intellectual property rights, such as patent navigation, patent quality control, evaluation and grading, have been established, and the whole chain protection of intellectual property rights has been strengthened around basic management, scientific research project management, intellectual property application and intellectual property protection. Among them, in the operation of intellectual property rights, Tianjin Institute of Industrial Biology adopts the whole process leading mechanism of technical brokers to provide professional services for enterprise R&D projects from project industry demand analysis to enterprise cooperation R&D scheme formulation, from achievement value evaluation to achievement promotion docking, from business negotiation to contract formulation. At the same time, according to the characteristics of scientific and technological achievements, the institute also adopts "one project, one policy" for precise operation, docking target enterprises, and introducing competitive bidding and negotiation to ensure the maximum value of scientific and technological achievements.
