Chapter 1 General Provisions Article 1 In order to ensure the integrity, reliability and authenticity of pesticide registration test data and strengthen the management of pesticide registration tests, these measures are formulated in accordance with the "Pesticide Management Regulations". Article 2 Those who apply for pesticide registration shall conduct registration tests in accordance with these Measures.

To carry out pesticide registration testing, the applicant shall report to the agricultural and rural administrative department of the provincial people's government where the test is located (hereinafter referred to as the provincial agricultural and rural department) for record. Article 3 The Ministry of Agriculture and Rural Affairs is responsible for the identification of pesticide registration testing units and the supervision and management of registered testing. The specific work is undertaken by the agency responsible for pesticide verification under the Ministry of Agriculture and Rural Affairs.

The provincial agricultural and rural departments are responsible for pesticide registration, test filing and related supervision and management in their own administrative regions. Article 4 Provincial agricultural and rural departments shall strengthen the informatization construction of pesticide registration testing supervision and management, and promptly upload registration testing filing and registration testing supervision and management information to the pesticide management information platform prescribed by the Ministry of Agriculture and Rural Affairs. Chapter 2 Test Unit Identification Article 5 The institution applying to undertake pesticide registration testing shall meet the following conditions:

(1) Have independent legal person qualifications, or be authorized by the legal person to agree to the application and promise to assume corresponding legal responsibilities ;

(2) Having test sites, environmental facility conditions, test facilities and instruments, sample and file storage facilities, etc. that match the scope of the application for registration testing;

(3) ) Have professional technical and managerial personnel with whom they have established a legal labor or employment relationship and are suitable for the scope of the registration test they are applying for;

(4) Establish a sound organizational management system with agency leaders, The person in charge of the quality assurance department, the person in charge of the test project, the file manager, the sample manager and the corresponding test and staff, etc.;

(5) Comply with the pesticide registration test quality management standards and formulate the corresponding Standard operating procedures;

(6) Have test experience related to completing the applied test scope, and operate in accordance with the pesticide registration test quality management standards for more than six months;

(7) Agriculture and rural areas Other conditions specified by the Ministry. Article 6 The institution applying to undertake pesticide registration testing shall submit the following materials to the Ministry of Agriculture and Rural Affairs:

(1) Application form for assessment and accreditation of pesticide registration testing unit;

(2) Legal person qualifications A copy of the certificate, or a letter of authorization from the legal person;

(3) Organizational structure and responsibilities;

(4) List of quality management system documents (standard operating procedures) of the testing institution;

(5) Test sites, test facilities, laboratories and other certification materials and lists of instruments and equipment;

(6) List of professional technical and management personnel and related certification materials;

(7) Description of the operation in accordance with the requirements of the quality management specifications for pesticide registration testing, copies of typical test reports and relevant original records. Article 7 The Ministry of Agriculture and Rural Affairs will review the materials submitted by the applicant. If the materials are incomplete or do not comply with the statutory form, the Ministry of Agriculture and Rural Affairs shall inform the applicant on the spot or within five working days of all the content that needs to be supplemented and corrected; if the application materials are complete and in compliance with the statutory If you submit all supplementary and corrected information as required, it will be accepted. Article 8 The time required for the Ministry of Agriculture and Rural Affairs to conduct a technical review of the application materials shall not be included in the approval period and shall not exceed six months. Article 9 Technical review includes document review and on-site inspection.

Document review mainly examines the applicant’s organizational structure, test conditions and capabilities, the integrity, authenticity and suitability of the quality management system and related materials.

On-site inspections mainly conduct compliance inspections on the operation of the applicant’s quality management system, test facilities and equipment conditions, test capabilities, etc.

The specific evaluation rules will be formulated separately by the Ministry of Agriculture and Rural Affairs. Article 10 The Ministry of Agriculture and Rural Affairs will make an approval decision within 20 working days based on the review results. If the conditions are met, a pesticide registration test unit certificate will be issued; if the conditions are not met, the applicant will be notified in writing and the reasons will be explained.

Article 11 The pesticide registration testing unit certificate is valid for five years and shall specify the name of the testing unit, legal representative (responsible person), residence, laboratory address, testing scope, certificate number, validity period and other matters. Article 12 During the validity period of the pesticide registration and testing unit certificate, if the name of the pesticide registration and testing unit, the name of the legal representative (responsible person) or the residence changes, a change application shall be submitted to the Ministry of Agriculture and Rural Affairs, and a change application form and relevant certificates shall be submitted. Material. The Ministry of Agriculture and Rural Affairs shall make a decision on the change within 20 working days from the date of accepting the change application. Article 13 During the validity period of the pesticide registration testing unit certificate, if one of the following circumstances occurs, a new application shall be made to the Ministry of Agriculture and Rural Affairs: (1) The testing unit institution is divided or merged;

(2) The laboratory address changes or the facility conditions undergo major changes;

(3) The scope of the test is increased;

(4) Other matters. Article 14 If the validity period of the pesticide registration testing unit certificate expires and it is necessary to continue to engage in pesticide registration testing, it should reapply to the Ministry of Agriculture and Rural Affairs six months before the expiration of the validity period.
