On September 18, the 2008 Annual Meeting of the Construction Machinery Maintenance Branch of the China Construction Machinery Industry Association and the Second China Construction Machinery Maintenance Market Development Forum were held at the Nanjing Hotel in Nanjing. Cao Zhong, general manager of our company, gave a special report on "The Important Role of Construction Machinery Maintenance in Earthquake Relief from the Wenchuan Earthquake" at the conference, which aroused great response from the leaders, experts and representatives present at the conference. The full text is as follows:
Looking at the important role of construction machinery maintenance in earthquake relief from the Wenchuan Earthquake
Cao Zhong, General Manager of Luoyang Juke Special Engineering Machinery Co., Ltd.
On May 12, 2008, an earthquake measuring 8.0 on the Richter scale occurred in Wenchuan County, Sichuan Province. The disaster area reached 100,000 square kilometers, killing 69,197 people and leaving 19,209 missing. The disaster is serious and urgent! Rescue teams with the People's Liberation Army, armed police soldiers, and fire fighters as the backbone rushed to the front line of earthquake relief, followed closely by volunteer teams spontaneously organized by the construction machinery industry across the country, bringing with them the large construction machinery urgently needed in the disaster area , rushing thousands of miles to help.
As a construction machinery maintenance enterprise, Luoyang Juke Special Construction Machinery Co., Ltd. quickly organized a construction machinery maintenance volunteer team to rush to the disaster area. During the voluntary maintenance process in the disaster-stricken areas, the team members carried forward the spirit of not being afraid of hardship and fighting continuously. They traveled all over Dujiangyan, Shifang, Pengzhou, Mianzhu, Anxian, Beichuan, Chongzhou and other severely affected counties and cities and post-disaster reconstruction sites, covering more than 4,000 kilometers; ** *Repaired 46 construction machinery such as excavators, cranes, loaders, etc., with imported construction machinery accounting for 60% and domestic construction machinery accounting for 40%, which effectively guaranteed the normal work of the rescue team and was welcomed by disaster relief officers and soldiers and local people. warm welcome and heartfelt praise. This volunteer maintenance operation has both the joy of success and the regret of failure. It also left us with some inspiration and thoughts.
1. Earthquake relief experience
Facing the disaster, our only thought at the time was, "We cannot be absent at this moment!" and "We should use our expertise to Contribute to the earthquake relief. ”
On May 16, with the encouragement and support of the Construction Machinery Maintenance Branch of the China Construction Machinery Industry Association, an application was submitted to the Henan Provincial Disaster Relief Leading Group to go to the disaster area. On June 6, the application was approved. We immediately organized 7 technicians and two construction machinery maintenance vehicles, and rushed to Sichuan overnight with prepared fuel, inspection and repair tools, accessories, and enough water and food for three days. Earthquake-stricken areas.
On the morning of June 7, the maintenance volunteer team arrived at Dujiangyan, and the Earthquake Relief Headquarters immediately issued a notification to all rescue teams involved in earthquake relief. On the same day, we successfully repaired a Hyundai 60 excavator belonging to the Xingtai Rescue Team in Hebei Province in Qingcheng Mountain.
In the evening, we received a notice from the Earthquake Relief Headquarters in Yingxiu Town, the hardest-hit area. On the winding mountain road leading to Longmen Mountain in Pengzhou City, a Volvo excavator that was dealing with landslides and repairing access roads was struck by the earthquake. The rocks rolled down from the mountain were smashed and lay in the road that was about to be repaired. For several hours, they blocked the evacuation of dozens of vehicles transporting relief supplies and the evacuation of more than 10,000 victims; due to the aftershocks Landslides are constantly accompanied by light rain. Excavators and dozens of vehicles are in danger of being buried or pushed down a ravine more than 100 meters deep at any time. The situation is very critical!
After learning about this situation, we took the mountain road and took 3 hours to reach our destination regardless of the danger. Due to time constraints, the excavator was repaired and the damaged hydraulic pump was restored, but the excavator was still unable to operate normally. Members of the volunteer team checked up and down, left and right, and found no abnormalities. An hour later, all the team members' clothes were soaked, and the two flashlights also glowed yellow. At this time, the earth trembled again, and rocks kept falling from the mountain, hitting the excavator with a "ding" sound. We quickly hid under the excavator's counterweight and continued to nervously check the circuit and hydraulic diagrams. In the night, the trapped people were very anxious. They came over to watch one after another and kept asking, "Has it been repaired?" The oil pipe was inspected and it was found that the oil supply was insufficient and weak. It was normal after replacing the pilot oil pipe. As the engine roared, everyone cheered! At this time, the exhausted and hungry team members were relieved and collapsed on the car.
We took a short rest and then continued to rush to another disaster-stricken area in the dark.
On June 9, we rushed to Mianzhu Dongfang Turbine Factory. This enterprise directly under the central government, known as one of China's "top three equipment industries", suffered a devastating earthquake, with 99% of its buildings collapsed and destroyed, leaving it devastated and in ruins. The factory is built on a mountain. After the earthquake, the mountain moved several meters toward the factory area. Large-scale landslides may occur at any time. The competent authorities have decided to move the entire factory to Deyang City. Entering the factory area, we saw a 110-ton large Yangtze River crane lying in the middle of the main road. Several people were standing in front of the crane, busy anxiously. It turned out that the crane had been shut down for a whole day due to malfunction, and the entire process of hoisting large precision machine tools was Work has stopped. Landslides may happen again at any time, making everyone anxious! After listening to the description of the fault phenomenon, engineer Jiang Yuegui, a member of the volunteer team, volunteered to drill under the chassis of the vehicle from the 30 cm wide gap between the wheels to repair it. It was noon, the surface temperature was very high, and the operating space was very small. Foreman Jiang's head was full of lubricating oil, and his clothes were soaked with sweat. However, with his skillful skills, he repaired and reassembled the damaged parts. An hour later, the crane was finally back in use! The emergency transportation of large precision machine tools has begun again.
On June 11, the Henan Provincial Earthquake Relief Headquarters informed us that a ZL30 loader at the transitional housing construction site in Sangzao Town, An County, aided by Luoyang City, has been shut down for two days due to engine failure. It is urgently needed. repair! When we arrived at the construction site, the rescue team members were very excited when they saw us and said: The reinforcements have arrived! According to them, due to the hot weather and rain, more than 3,000 victims gathered in the surrounding area urgently needed to move into prefabricated houses. At this juncture, the newly purchased loader broke again. The manufacturer was notified, but the manufacturer said it would take another three days to arrive. . After inspection and analysis, two members of the volunteer team determined that there should be a problem with the ignition time. So I readjusted the ignition time, tightened the nuts, and after installation and debugging, the engine roared happily. It was already ten o'clock in the evening, and the team members smiled happily while eating the hot noodles brought by the rescue team's master. During this maintenance, Luoyang TV station filmed the entire repair process and made news reports. The commanders of the Henan Province and Luoyang City Earthquake Relief Headquarters met with the volunteer team members respectively and gave us high recognition and appreciation.
From the moment we entered the disaster area, we have been repairing and rushing every day, and the rescue phone has been ringing constantly. This has become the normal work of our maintenance volunteer team. Members of the volunteer team run non-stop on the rugged mountain roads every day, often working until 12 o'clock in the evening, and sometimes until 3 or 4 o'clock in the morning. They can only take a rest in the maintenance service vehicle in the dead of night, and then start cleaning up again at dawn the next day. Pack your bags and continue to the next hardest-hit area.
In the process of repairing construction machinery in the disaster area, we went to the site many times to provide maintenance services for the construction machinery of an armored regiment of the Jinan Military Region and the Second Artillery Engineering and Technology Corps. After hearing the news, Political Commissar Wang of the Corps personally visited the Second Mianzhu Bridge We expressed condolences to the members of the volunteer team and took photos. The military reporters conducted special interviews with us. We also forged a deep friendship with the army.
2. Inspiration from the emergency repair of earthquake relief machinery
2.1 Most of the tasks of earthquake relief must be completed by mechanized operations. Without the investment and use of engineering machinery, earthquake relief is difficult to carry out.
Construction machinery is the pioneer of life in earthquake relief. Because the epicenter of the earthquake was in a mountain valley, and the terrain and roads were mostly winding mountains, aftershocks occurred frequently, causing landslides and mudslides, and roads and bridges were constantly buried and destroyed. In order to open up these roads called "life passages", the rescue team and army officers and soldiers stationed troops on the river beaches and launched a cruel tug-of-war with the aftershocks: after being opened, they were buried, and after being buried, they were opened again, and so on. It can be said that without a large number of construction machinery, this "life channel" would not exist.
Construction machinery is the savior of lives during earthquake relief. According to information provided by the Sichuan Provincial Earthquake Relief Headquarters, about 6,000 construction machinery were provided by rescue companies entering the disaster area, and nearly 10,000 construction machinery were brought by the army, armed police, and fire fighters, totaling more than 16,000 units. It can be said that the disaster area is dotted with various types of construction machinery such as excavators, cranes, loaders, bulldozers, and dump trucks. It is the presence of these construction machinery that has greatly improved the rescue speed and ignited the fire of hope for more trapped people. Groups of survivors were also rescued.
It can be said that in this earthquake relief, construction machinery truly became the savior of lives.
Construction machinery is the guardian of people's lives and property during earthquake relief. During the Tangjiashan barrier lake de-risking, 84 construction machines were working day and night to open the flood discharge channel in a timely manner and protect the lives and property of hundreds of thousands of people downstream. Without these construction machinery, it would be difficult to imagine ensuring the safety of the Tangjiashan Barrier Lake with only the hands of armed police soldiers and rescue teams.
2.2 Professional maintenance is a strong guarantee for the efficient operation of construction machinery and saving lives
It was once reported by CCTV and praised by the Internet as "the most awesome rescue of migrant workers in history" "Team" - Li Shunqing, a farmer from Yanshi, Luoyang City, brought several excavators and loaders and 24 people. He traveled more than 1,000 kilometers from Guizhou to the disaster area to support earthquake relief. He rescued countless survivors from Dujiangyan to Shifang, laying the foundation for the rescue work in the disaster area. Great work. However, due to the lack of professional maintenance support, the company was forced to leave the earthquake relief site after a few days of shutdown due to mechanical failure and lack of spare parts.
During the Tangjiashan barrier lake rescue operation, MiG-26 helicopters lifted 84 pieces of construction machinery for flood relief. Among them, 5 bulldozers and 6 dump trucks were not repaired in time due to malfunctions. , unable to be moved to a safe area and washed away by floods.
In addition, we also deeply feel from our own experience that if it were not for our timely repairs, the safe transfer of a large number of precision and valuable machine tools from Dongfang Turbine Factory would have been the "life passageway" from Pengzhou City to Longmen Mountain. "The unimpeded flow of traffic was impossible at that time.
2.3 On-site emergency repair is the main form of construction machinery maintenance
If the construction machinery that breaks down at the earthquake relief site is repaired one hour earlier, the "life channel" will be unblocked one hour earlier, and it will also Just save a lot of lives and property, which is a victory for earthquake relief. Under such circumstances, it is unthinkable to send the malfunctioning construction machinery to a certain base or factory for repair. The only way is on-site emergency repair. Therefore, it is not difficult to imagine that even general construction projects have problems with construction period and continuity of processes. Once downtime due to failure will cause huge losses; at the same time, most large-scale engineering construction sites are far away from central cities and traffic. It is inconvenient; it is obviously uneconomical and unrealistic to send faulty machinery to the factory for repair, and it will also cause greater losses; on-site emergency repair is the main method, if not the only mode. Therefore, strengthening and improving rapid response capabilities and on-site emergency repair capabilities will surely become the core competitiveness of construction machinery repair shops.
2.4 The standardization and improvement of the construction machinery maintenance market depends on our joint efforts
During this earthquake relief, we encountered and saw the construction machinery maintenance market Many irregularities:
There are too few qualified maintenance personnel. After the machinery breaks down, "backpackers" from the society are invited, but often several batches come and the breakdown persists. This wastes a lot of time.
There are too few qualified operators. Lack of inspection and maintenance of construction machinery leads to abnormal wear and tear of the machinery; unfamiliarity with the machinery and illegal operation cause unnecessary failures. After the piston rod of the oil cylinder is damaged or bent, if the machine is not stopped, processed, or repaired, it will continue to be used, causing greater damage.
There are too few qualified assembly workers. The parts were not assembled in place, and the new machine broke down after taking dozens of hours.
After-sales service personnel are too slow. After a mechanical failure, service personnel cannot arrive in time.
Maintenance information is poor. There is a lack of information on spare parts suppliers, repair shops and agents, and it is impossible to get in touch in time.
All the above deficiencies need to be standardized and improved. It is understood that the China Construction Machinery Industry Association is organizing the qualification certification of construction machinery maintenance enterprises and the assessment and training of construction machinery maintenance workers. This is very necessary and timely.
3. We are working hard
In order to adapt to the characteristics of the construction machinery construction environment and the needs of construction machinery maintenance enterprises, and at the same time consider the special needs during disaster periods, our company has based on the earthquake resistance Based on our personal experience in disaster relief practice and the four insights we gained from practice, we have formulated a plan to improve the company's own response capabilities and have begun to implement it.
3.1 Establish a construction machinery on-site emergency repair team
Organize technical backbones to form an emergency repair team to specifically respond to on-site emergency repairs in emergencies. They can also undertake emergency maintenance tasks at construction sites.
3.2 Upgrade and improve the original construction machinery maintenance service vehicle
After returning from the earthquake relief site, we once again evaluated the importance and necessity of the maintenance service vehicle. The vehicle has been modified and added with technology and equipment for on-site emergency repairs, so that after accepting on-site emergency repair or emergency repair tasks, it can arrive at the scene in a shorter time and be more convenient, faster and better at the scene. Complete maintenance tasks.
3.3 Efforts to improve on-site rapid diagnosis capabilities
In order to improve on-site rapid diagnostic capabilities, the company is cooperating with the Shijiazhuang Railway Institute to develop a virtual diagnostic instrument for engineering machinery.
3.4 Efforts to improve on-site rapid repair capabilities
In order to improve the technical capabilities of maintenance personnel, we actively contact the troops stationed in Los Angeles to carry out technical exchanges and various forms of training. Send dedicated personnel to the Armored Forces Engineering Academy to learn on-site emergency repair skills and purchase corresponding professional equipment.
In short, there is no doubt that construction machinery plays a huge role in earthquake relief, and the role of construction machinery maintenance in ensuring high-efficiency operation and use of machinery is irreplaceable. I hope these thoughts and experiences of mine can play a role in attracting new ideas and give greater play to the role of the construction machinery maintenance industry in the process of economic construction and national revitalization!
