The patentee is dissatisfied with the Patent Office’s decision on compulsory licensing

If you are not satisfied, you can file a lawsuit in the People's Court within three months from the date of receiving the relevant notice from the Patent Office. Similarly, if the two parties cannot reach an agreement on the royalties for implementing a compulsory license and the patent office adjudicates it, the patentee may also file a lawsuit in the People's Court within the above period if he is dissatisfied.
