According to the relevant regulations, it is decided to carry out the talent introduction work in Manzhouli public institutions in 222, and the relevant matters are hereby announced as follows:
I. Introduction plan
This plan will introduce 48 talents. Please refer to Appendix 1 "Demand Table for Talent Referral in Public Institutions of Manzhouli City in 222" (hereinafter referred to as "Demand Table") for details of the positions and conditions for talent re-introduction.
II. Scope of citation
Institutions working outside Manzhouli City (excluding those referring to the management of civil servants and comprehensive administrative law enforcement institutions) have on-the-job personnel (except workers) and meet one of the following requirements:
1. Those with household registration or native place in Manzhouli City;
2. The spouse or parents (including the spouse's parents) are registered in Manzhouli City and work in Manzhouli City;
3. Spouses, children or children's spouses of the on-the-job personnel in Manzhouli government agencies and institutions (including overseas units).
III. Qualifications
(1) The person to be cited back must meet the following conditions:
1. Have the nationality of the Chinese people, abide by the constitution and laws of the Chinese people, support the leadership of the China * * * production party and the socialist system, firmly establish the identity consciousness of the Chinese nation, consciously safeguard national unity and progress, and have good conduct.
2. Have a full-time undergraduate degree or above. Priority will be given to full-time graduate students and above in ordinary universities or full-time undergraduates in "double-first-class" universities and former "985" and "211" universities, and personnel with associate senior titles or above.
3. Full-time undergraduates should not exceed 4 years old, and those with master's degree or above and associate senior titles should not exceed 45 years old.
4. when applying for citation back, the original work unit and the local organization, staffing and human resources department agree to transfer out.
5. Voluntary acceptance of work arrangement and post adjustment.
6. For the outstanding talents who are in urgent need of shortage in our city, we can further relax the qualifications, age and other conditions according to the relevant provisions of the "one thing, one discussion" for talents in our city.
(2) Those who have one of the following circumstances may not be cited back:
1. Those who have not obtained the consent of the current work unit and local organizations, staffing and human resources departments;
2. Having received criminal punishment for committing a crime; Was expelled from China * * * Party membership and public office; During the period of filing a case for review or during the influence period of party discipline and government action;
3. Those who are still on probation, have not completed their service period in the directional unit according to relevant regulations or have other restrictive provisions on transfer;
4. Being listed as the object of joint punishment for dishonesty according to law;
5. The compilation channel does not meet the policy requirements or the original employment (employment) procedures are incomplete;
6. cadres' personnel files are suspected of fraud or important information is in doubt;
7. Those who have basically passed the examination in the last three years or below or have indefinite grades (except for those whose annual examination is indefinite);
8. After being cited back, it constitutes avoidance relationship;
9. Other circumstances in which the employment is prohibited by law or the relevant provisions are not cited.
IV. Procedures for citation back
(1) Announcement
The announcement on the citation back of talents in institutions in Manzhouli City was made to the public through the media such as Manzhouli Municipal People's Government Network (/) and Manzhouli Employment and Entrepreneurship Network (/).

If the registration information is incomplete, irregular or not filled in as required, it will not be approved. Applicants should carefully read the application conditions and requirements, and the information provided should be true, accurate, complete and standardized. Anyone who practices fraud will be disqualified from the examination and citation.
5. The following materials shall be provided when applying, and all materials shall be scanned into PDF format files and packaged (name+telephone number+position) for uploading:
(1) Apply for importing the ID card, household registration book or household registration certificate issued by the household registration management authority; Academic degree certificate and certification report; Professional and technical qualification certificate; Patents, scientific research achievements and award-winning certificates and other basic materials that meet the conditions for citation;
(2) The certificate issued by the establishment department of the organization in the county or above where the applicant is located, and the certificate issued by the unit, organization and human resources department that he is on the job and agrees to transfer out;
(3) If the spouse or parents (including the spouse's parents) of the applicant are registered in Manzhouli City, they must provide the spouse's or parents' ID card, household registration book or household registration certificate issued by the household registration authority, marriage certificate and other relevant materials;
(4) If the applicant is the spouse, children or children's spouses of the on-the-job personnel of Manzhouli government agencies and institutions (including overseas units), relevant materials such as on-the-job certification, ID card, household registration book or household registration certificate issued by the household registration administration organ, and marriage certificate shall be provided;
(5) Those who apply for citation back need to fill in the Application Form for Talent Citation in Manzhouli Institutions in 222 (Annex 2), the Letter of No Circumstances for Citation Back (Annex 3) and the Letter of Avoidance (Annex 4).
6. Those who apply for citation back must register within the specified time. If they fail to register as required, it will be deemed invalid. Anyone who fails to submit the materials as required, the submitted materials are incomplete, the information content is wrong and other personal reasons lead to the failure of the review at his own risk.
(III) Qualification examination
The competent department of the citation unit shall conduct preliminary qualification examination on qualified applicants for citation, and submit the personnel files of qualified applicants for citation to the Office of the Leading Group for Talent Introduction for qualification examination and personnel file review. The personnel file audit standard shall be implemented in accordance with the Regulations on the Work of Cadres' Personnel Files. If the audit is unqualified, the qualification of citation will be cancelled; Those who pass the examination will enter the inspection link.
(IV) Investigation
The competent department of the citation unit is responsible for formulating the investigation plan, organizing a comprehensive and in-depth investigation of qualified applicants for citation, and selecting the best candidates according to the number of applicants for citation and job requirements, through professional testing, structured interviews, evaluation of the suitability of people and posts, etc. (for details, please consult each citation unit in Appendix 1 "Job Requirements Table"). The applicants who pass the inspection will be referred back to the physical examination.
(V) Physical examination
Physical examination is organized and implemented by the competent department of the cited unit, and the physical examination standard is implemented with reference to the physical examination standard for civil servants, and the expenses are self-care. The comprehensive investigation and physical examination of the competent department of the reinjection unit shall be determined by the Party Committee (Party Group) meeting, reported to the office of the leading group for talent introduction in the city, and publicized after the meeting of the leading group for talent introduction in the city.
(VI) Publicity
Publicize the qualified persons who intend to be cited back in Manzhouli Municipal People's Government website (/) for a period of not less than 5 working days. Cancel the qualification of citation for those who reflect serious problems and find evidence. To reflect serious problems, but it is difficult to verify at the moment, to be verified by the competent department of the cited unit and make a conclusion before submitting it to the municipal leading group for talent introduction to study and decide whether to quote back.
(VII) Transfer of posts
After the expiration of the publicity period, there is no objection. After being studied at the meeting of the municipal leading group for talent introduction and reported to the editorial board of the municipal party committee for deliberation and approval, the relevant departments shall handle the transfer procedures for the cited personnel according to the cadre management authority.
(8) Service period system
The minimum service period of the reintroduced personnel in Manzhouli City is five years. Those who give up or fail to perform the minimum service life without justifiable reasons will be recorded in my credit file.
v. discipline supervision
(1) the withdrawal system is implemented in the talent introduction work. Those who have a husband-and-wife relationship, lineal consanguinity, collateral consanguinity within three generations or close in-laws with the team members of the employing unit shall not apply for positions with direct superior-subordinate leadership relationship, and the employing unit is engaged in personnel organization, discipline inspection and supervision, auditing and financial work, and sign the "Avoidance Letter". If the staff of the employing unit is involved in the interests of those who have the above-mentioned relatives with the cited personnel, and other personnel who may affect the fair performance of their duties, they should be avoided.
(2) The system of accountability shall be implemented in the talent introduction. For those who violate the discipline of talent re-introduction, once verified, the employment contract will be terminated, and they will be retired and recorded in my integrity file; Leading cadres and relevant responsible persons who violate the discipline of talent re-introduction shall be dealt with and punished according to the seriousness of the case; Those suspected of violating the law and committing crimes shall be transferred to judicial organs for handling according to law.
(3) The whole process of talent introduction is subject to social supervision. The qualification examination runs through the whole process of citation, and those who are found to be unqualified at any link or stage will be disqualified.
