Before the examination, the examiner is still the original examiner, because new amendments and/or arguments may be put forward during the examination. If the pre-trial accepts new amendments and/or arguments, the re-examination committee does not need to form another collegiate panel, and the application will directly return to the normal review procedure. If the examiner still refuses to accept, the re-examination committee will form a collegial panel (generally 3 examiners of the re-examination committee and 5 examiners of complex cases) for independent examination. In case of disagreement between the review committee and the examiner, the review decision shall be subject to the opinion of the collegial panel of the review committee. Generally speaking, the professional level of the examiners of the re-examination committee is higher than that of the examiners of the general review procedure.
