First, strictly implement the main responsibility of policy implementation.
(1) Strictly implement the main responsibility. The budget unit is mainly responsible for implementing the government procurement policy to promote the development of small and medium-sized enterprises. All budget units shall, in accordance with the requirements of documents such as Caiku [2020] No.46, Caiku 19, and Notice of the Department of Industry and Information Technology of Guangxi Zhuang Autonomous Region on Forwarding the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises (Caiku [2021] No.70), implement the reserved purchase share and price review preferential treatment.
(2) Formulating the plan for reserving shares. The competent budget unit shall strengthen the overall implementation, guidance and supervision of the policy implementation of the department and its subordinate units, make overall plans to reserve the share of small and medium-sized enterprises, and send a copy to the financial department at the same level.
(3) Strengthen procurement demand management. The budget unit shall reasonably determine the procurement demand, and specify the specific measures to give preferential price evaluation to small and medium-sized enterprises or small and micro enterprises in the procurement documents.
Second, increase the reserved share of SMEs.
(1) Fully reserve purchasing shares for small and medium-sized enterprises. Goods and services procurement projects with a procurement limit of more than 2 million yuan and engineering procurement projects with a procurement limit of less than 4 million yuan, which are suitable for small and medium-sized enterprises, should be purchased for small and medium-sized enterprises; Goods and services procurement projects exceeding 2 million yuan and engineering procurement projects exceeding 4 million yuan are suitable for small and medium-sized enterprises. More than 30% of the total budget of these procurement projects is reserved for SMEs, and the proportion reserved for small and micro enterprises is not less than 60%.
(2) Increase the reserved share of government procurement projects by stages. For engineering procurement projects with a price of over 4 million yuan suitable for small and medium-sized enterprises, the reserved share of small and medium-sized enterprises will be gradually increased from over 30% to over 40% in the second half of 2022 on the premise of adhering to the principles of openness, fairness and fair competition and unified quality standards.
(3) Strengthen supervision over the implementation of government procurement policies. The Development and Reform Commission of the Autonomous Region and the Administration of Organs Affairs shall, jointly with the relevant administrative supervision departments of project bidding, improve the field of project bidding and implement relevant measures to support the development of small and medium-sized enterprises through government procurement. Autonomous Region Organs Administration Bureau, Autonomous Region Industry and Information Technology Department, Housing and Urban-Rural Development Department, Transportation Department, Water Resources Department, Department of Commerce and other engineering bidding supervision departments should clean up the bidding standard text and bid evaluation system of regulatory agencies or projects in this field before June 30, 2022. For small and medium-sized enterprises, it is clear that government procurement projects are reserved for small and medium-sized enterprises in the bidding standard text or bid evaluation system of government procurement projects.
Third, improve the preferential margin of price evaluation for small and micro enterprises.
(1) Preferential policies for price evaluation of small and micro enterprises. For the procurement projects that the budget authorities have not reserved for the overall procurement of small and medium-sized enterprises, and the procurement packages that have not been reserved in the reserved share projects, the purchasers and procurement agencies of goods and services procurement projects will give small and micro enterprises preferential price deduction, and participate in the review with the deducted price.
(two) the implementation of preferential policies for price review by stages. From the second half of 2022 to February 3, 2023 1 day 65438+February 31day, the preferential price evaluation range of goods and services procurement items will be 6%-/KLOC-0 as stipulated in the documents of Caiku [2020] No.46 and Gui Caicai [20021] No.70.
(3) Increase the price concessions for small and micro enterprises. Except for 65438+3 1 from the second half of 2022 to February 2023, the scope of preferential price evaluation for goods and services procurement projects was increased from 6%- 10% to 10%-20%. If large and medium-sized enterprises and small and micro enterprises form a consortium or large and medium-sized enterprises subcontract to small and micro enterprises, the preferential margin of evaluation will be increased from 2%-3% to 4%-6%.
(4) Preferential policies for price evaluation of government procurement projects. The preferential price evaluation of government procurement projects shall be carried out in accordance with the provisions of document No.46 [2020] of Caiku.
Four, standardize the preparation of government procurement budget and public procurement intention.
(a) standardize the government procurement budget. When organizing the preparation or review of the government procurement budget, the competent budget unit shall strictly implement the requirements of reserved procurement shares and list the reserved shares specially for small and medium-sized enterprises. In the implementation of the annual budget, the adjustment of government procurement budget should consider the share reserved for small and medium-sized enterprises as a whole, and ensure that the proportion of procurement share reserved for small and medium-sized enterprises after adjustment meets the requirements of this notice. From 2022, the Finance Department of the Autonomous Region will add the reserved share of government procurement for SMEs in the departmental budget system, and require all competent budget units to make overall arrangements for their own reserved share of SME procurement, and strictly implement the reserved share in specific procurement projects.
(2) Strengthen the publicity of government procurement intention. When disclosing the purchasing intention, the purchaser shall reflect the plans and arrangements for implementing the policy functions such as promoting the development of small and medium-sized enterprises. In principle, the annual government procurement intention of each budget unit should be made public simultaneously with the departmental budget.
Five, standardize the preparation of government procurement text
Where government procurement projects are suitable for small and medium-sized enterprises, purchasers and procurement agencies shall prepare government procurement documents in accordance with the requirements of this notice, clearly reflecting the policy content of government procurement to promote the development of small and medium-sized enterprises. The purchaser or procurement agency shall indicate in the procurement documents whether the project is specifically for small and medium-sized enterprises or micro-enterprises. For those who meet one of the following circumstances, special procurement for small and medium-sized enterprises may not be carried out, but the reasons must be explained in detail in the upload form:
(a) laws, regulations and relevant state policies clearly stipulate that priority should be given to or procurement should be oriented to non-enterprise units such as institutions and social organizations;
(two) because it is really necessary to use irreplaceable patents, proprietary technology, infrastructure restrictions, or provide specific public services, etc., it can only be purchased from suppliers other than small and medium-sized enterprises;
(three) according to the provisions of these measures, the reserved share of procurement can not guarantee full supply and full competition, or there are circumstances that may affect the realization of government procurement objectives;
(four) the framework agreement procurement project;
(5) Other circumstances stipulated by the Ministry of Finance and the Department of Finance of the Autonomous Region.
Sixth, strengthen the publicity and analysis of policy implementation results.
(1) Strengthen the publicity of policy implementation. The unit in charge of budget should submit the specific situation of the reserved share and the procurement of small and medium-sized enterprises in the previous year to the financial department at the same level before June 65438+1October 3 1 every year, and disclose the implementation of the budget project in Guangxi Branch of the Chinese government network. If the proportion of the reserved share is not reached, it should explain the main reasons and improvement measures in writing to the financial department at the same level. The competent budget unit shall fill in the format of Announcement on the Implementation of Reserved Projects for Small and Medium-sized Enterprises (Caiku [2020] No.46) and make it public in the column "Supporting Small and Medium-sized Enterprises" of China Government Procurement Network (Guangxi Government Procurement Network). (2) Strengthen supervision over the implementation of government procurement projects. The supervision departments of project bidding, such as the Office of Organs Affairs of the Autonomous Region, the Department of Industry and Information Technology of the Autonomous Region, the Department of Housing and Urban-Rural Development, the Department of Transportation, the Department of Water Resources, the Department of Commerce, etc., should strengthen the policy implementation of the supervised institutions or the government procurement projects of this system, and submit the reserved shares and procurement details of the government procurement projects of small and medium-sized enterprises in this system in the previous year before 65438+10.31every year. If the proportion of reserved shares is not reached, a written explanation shall be made and corrective measures shall be put forward.
Seven, strengthen the supervision and inspection of policy implementation.
(a) to strengthen the supervision and inspection of the implementation of the policy. Financial departments at all levels should strengthen supervision and inspection of purchasers and procurement agencies to implement policies to promote the development of small and medium-sized enterprises. If the purchaser fails to reserve the acquisition share as required and publicly reserve it for implementation, it shall be ordered to make rectification within a time limit; If the purchaser or procurement agency fails to implement the policies to promote the development of small and medium-sized enterprises as required, it shall be handled in accordance with the Regulations for the Implementation of the Government Procurement Law of People's Republic of China (PRC) and other relevant provisions.
(2) Strengthen the supervision and inspection of the implementation of government procurement projects. Autonomous Region Organs Administration Bureau, Autonomous Region Industry and Information Technology Department, Housing and Urban-Rural Construction Department, Transportation Department, Water Resources Department, Commerce Department and other engineering bidding supervision departments. , should strengthen the supervision and inspection of the regulatory agencies or the system of government procurement projects to implement policies to promote the development of small and medium-sized enterprises, and the supervision and inspection report shall be copied to the Finance Department of the autonomous region.
(3) Strengthen the supervision and inspection of the implementation in 2022. In 2022, the finance department of the autonomous region will supervise and inspect the implementation of policies in various districts and cities and some districts, cities and departments. Please submit specific information such as reserved shares and price evaluation concessions of small and medium-sized enterprises to the Finance Department of the autonomous region within 20 days after the end of each quarter; Autonomous Region Organs Administration Bureau and the Autonomous Region Department of Industry and Information Technology, the Department of Housing and Urban-Rural Development, the Department of Transportation, the Department of Water Resources and the Department of Commerce shall, within 20 days after the end of each quarter, submit the implementation of the policies on government procurement projects of this regulatory body or this system; The budget units directly under the autonomous region shall, within 20 days after the end of each quarter, submit specific information such as the reserved share of small and medium-sized enterprises and preferential price evaluation to the Finance Department of the autonomous region.
