Living and working for three years is one of the more conspicuous household registration reform measures in the whole plan. Before the introduction of the plan, there were many ways to settle in our city, such as buying a house, integrating points into households, and introducing talents. Buying a house into a household was once the way for many migrant workers in our city to settle in Huizhou. This time, the "program" was introduced, which broke the barriers to buying houses in one fell swoop. According to the Scheme, persons with legally stable residence (including lease) and having applied for residence permit and their immediate family members can enter Huizhou.
The "Proposal" proposes that people who have lived in a municipal district for three years (continuous registration for three years or more), have been legally and stably employed for three years (continuous payment of social insurance for three years or continuous operation for three years, which can be supplemented) and have legally and stably lived (including lease), themselves and their spouses, parents and unmarried children who live together can apply to move into permanent residence in this city. Residents of municipal districts can apply for registration of permanent residence in the actual place of residence of any township (street) in the city; Residents of counties under the jurisdiction of the city can apply for registration of permanent residence in the town (street) where they actually live outside the municipal area.

In terms of introducing talents into households, this time it mainly lowered the threshold for entering households. In the past, the qualifications of technical talents set up in our city were all stuck in undergraduate courses, and this time the threshold has dropped to junior college. It is mentioned in the "Proposal" that graduates with college education or above, intermediate-level skilled talents recognized by the relevant departments at the prefecture level, special skilled talents and special professional and technical personnel with special needs for economic development, and other talents who have gone through relevant procedures by the organization, human resources and social security departments and talent exchange centers can apply for registration of permanent residence in their actual places of residence. If the employer or individual cannot solve the household registration address, it may move into the household registration institution designated by the local government.
In addition, there are academicians of China Academy of Sciences and Academy of Engineering as well as academic and discipline leaders at home and abroad; Talents with independent intellectual property rights and reaching the advanced level at home and abroad; Experts who enjoy the special allowance of the State Council, young and middle-aged experts who have made outstanding contributions at the provincial (ministerial) level, and other senior talents explicitly introduced by the national, provincial and municipal government documents may apply to settle in Huizhou.

Immediate relatives can take refuge in each other.

The "Proposal" proposes that if a husband and wife take refuge, they can apply to move into the permanent residence of the city residents on the condition that one spouse has a permanent residence of the city residents and has a legally stable residence; Unmarried children who take refuge in their parents may apply to move into their permanent residence in this city if their parents have permanent residence in this city, legally stable residence and live with their parents. Married children who take refuge in their parents may apply to move into the permanent residence of the city if their parents have no children and live and take care of their parents. Parents who take refuge in their children can apply for moving into the permanent residence of the city residents under the condition that their children have permanent residence in this city, have legally stable residence and live with their children.
