However, the problem of "small individuals and large scale" once became a bottleneck restricting the development of the rubber industry. Using the northern industrial base as a carrier, this zone has transformed individual combat into a "finger-to-fist" battle, and transformed a "thousand-sail race" into a "joint fleet." Leading enterprises in the three characteristic industries of engineering rubber, fine chemicals and metal products processing, represented by China Railway Construction Corporation, have all settled in the park. After integration, the three major characteristic industries accounted for 76% of the industries above designated size, becoming an important support for the economic development of the region. The China (Hengshui) Engineering Rubber Manufacturing Base Project has been listed by the provincial government as an "industrial cluster with an annual main revenue of more than 5 billion yuan in central cities under the provincial jurisdiction by 2013." The 10 sub-projects in the park have all been completed and put into production. It is expected to be new in 2013. The increase in output value by more than 10 billion yuan will completely change the situation of the engineering rubber industry with scattered layout, inefficient repetitive production and high resource consumption. The domestic market share of the engineering rubber industry has reached 58%, making it the largest and most influential engineering rubber industry cluster in the country, further consolidating its leading position in the country.
The industrial park agglomeration area must not only become the leader of industrial development, but also the leader of technological innovation. In accordance with this concept, the zone requires enterprises above designated size stationed in the northern industrial base to establish their own R&D centers or development institutions. The new high-efficiency and environmentally friendly composite stabilizer project jointly developed by Jingxin Chemical Group Company and Hebei University not only solves the problems of initial coloration and low thermal stability of calcium-zinc composite stabilizers, but also combines the effects of multiple additives into one, making it non-toxic , environmentally friendly, composite, efficient and low-cost, it has filled the domestic gap and attracted businessmen from the United States, Russia, Saudi Arabia and other places to visit and negotiate. The establishment of these R&D centers not only drives the development of the company, but also promotes the technological upgrading of the entire industry. The "Hebei Engineering Rubber Engineering Technology Research Center" established by Baoli Company and Hengshui Engineering Rubber R&D Center has passed the evaluation and acceptance of the Provincial Department of Science and Technology, the Development and Reform Commission, and the Department of Finance, and has been included in the management sequence of provincial engineering technology R&D centers. Rubber companies in the region have 176 products with independent intellectual property rights, accounting for 67 of the total number of engineering rubber product patents in the country. These two indicators are increasing at a rate of about 20 and 10 respectively every year. 6 rubber companies are among the top ten in the same industry nationwide. Realize the transformation from dominating the domestic market to entering the international market. The district also plans to launch a postdoctoral mobile station and a college student employment guidance base. The city's only national-level quality inspection center is under construction, and China Railway Construction's application for a national-level enterprise technology center project has also been applied for step by step.
