(1) Rely on ten key projects to revitalize the equipment manufacturing industry.

1. Efficient and clean power generation. Relying on the construction projects of Hongyanhe in Liaoning, Ningde in Fujian, Fuqing, Yangjiang in Guangdong, Fangjiashan in Zhejiang, Sanmen, Haiyang in Shandong and subsequent nuclear power plants, we will promote the autonomy of the second generation of improved, AP 1000 nuclear power equipment, focusing on the domestic manufacturing of major equipment such as pressure vessels, steam generators, control rod drive mechanisms, nuclear pumps and valves, and emergency diesel engines. Relying on large-scale wind farm projects in Northeast China, Northwest China, North China and coastal areas, we will promote the autonomy of wind power equipment, focusing on the domestic manufacturing of frequency conversion control systems, wind power bearings, carbon fiber blades and other products. Further improve the performance and quality of technical equipment such as hydropower equipment with more than 700,000 kilowatts, large pumped storage units, supercritical/ultra-supercritical thermal power equipment with one million kilowatts, large gas-fired units and waste incineration power generation equipment. Develop solar power generation equipment. Develop auxiliary machines for large thermal power plants and nuclear power plants.

2.UHV power transmission and transformation. Relying on the demonstration project of UHV AC /DC power transmission, focusing on AC transformers, DC converter transformers, reactors, current transformers, voltage transformers and fully enclosed combined appliances, we will promote the autonomy of 750 kV, 1000 kV AC and 800 kV DC power transmission and transformation equipment.

3. Coal and metal mining. Relying on Pingshuo East, Shengli East Second, Bai Yinhua, Chaoyang and other large-scale open-pit coal mines with a tonnage of 10 million tons, Suancigou and other deep-well coal mines and large-scale metal mines, we will vigorously develop new mining, lifting and washing equipment, focusing on the localization of electric traction shearer, hydraulic support, large-scale mine electric wheel dump truck and excavator in large-scale open-pit mines.

4. Natural gas pipeline transportation and liquefied storage and transportation. Relying on natural gas pipeline transportation projects such as the Second West-to-East Gas Pipeline and the Third Shaanxi-Beijing Pipeline, we will develop natural gas compressor sets, large pipeline ball valves and control systems for long-distance pipelines. Relying on the lng receiving station projects in Zhejiang, Jiangsu, Zhuhai and Qingdao, large LNG carriers and receiving stations will be developed.

5. High-speed railway. Relying on the construction projects of Beijing-Shanghai, Beijing-Guangzhou, Beijing-Shenyang, Shanghai-Kunming and other high-speed railways 1 10,000 km passenger dedicated lines and western trunk railways and coal transportation corridors, we will organize the implementation of railway transportation equipment autonomy and realize the domestic manufacturing of high-speed EMUs, high-power AC drive electric/diesel locomotives, heavy trucks, large-scale road maintenance machinery and other equipment.

6. Urban rail transit. Relying on nearly 70 line projects in Beijing, Shanghai, Guangzhou, Shenzhen and other cities 17, we will focus on promoting the autonomy of electromechanical equipment such as urban rail transit vehicles, signal systems, train network control systems, braking systems and main and auxiliary inverters.

7. Agriculture and rural areas. Relying on the national new 1000 billion Jin grain project, we will vigorously develop high-power tractors and supporting agricultural machinery, energy-saving and environment-friendly medium-sized tractors and other farming machinery, general grain combine harvesters, new semi-feeding rice combine harvesters, high-efficiency corn combine harvesters, self-propelled cotton pickers and other harvesting machinery, no-tillage seeders and water-saving sprinkler irrigation equipment. To meet the needs of new rural construction and agricultural modernization, we will focus on developing complete sets of equipment for deep processing of agricultural products, irrigation and drainage equipment, biogas fermentation equipment and rural safe drinking water purification equipment.

8. Infrastructure. To meet the development needs of transportation, energy, water conservancy, real estate and other industries, develop large and new construction machinery, focusing on the development of large tunnel full-face boring machines, large crawler cranes and all terrain crane, bridge erecting machines, asphalt concrete mixing and recycling complete sets of equipment; Focus on the development of air traffic control equipment and air traffic control automation system, high-speed baggage and cargo sorting system, security inspection equipment and intelligent monitoring system, aviation display integrated system and equipment, airport information integrated system and equipment, and develop special airport equipment; The focus is on large bucket wheel stacker-reclaimer, dumper, loader, etc. Develop port machinery.

9. Ecological environment and people's livelihood. To meet the needs of environmental protection and people's livelihood, we will vigorously develop sewage sludge treatment equipment, denitration and desulfurization equipment, waste heat and waste gas recovery equipment, environmental online monitoring instruments, food, medicine, coal mine gas and other safety detection equipment, major accident emergency rescue equipment, digital medical equipment and so on.

10. Major scientific and technological projects. Accelerate the implementation of high-end CNC machine tools and basic manufacturing equipment science and technology major projects, focusing on research and development of high-speed precision compound CNC metal cutting machine tools, heavy CNC metal cutting machine tools, CNC special processing machine tools, large-scale CNC forming and stamping equipment, heavy forging equipment, clean and efficient casting equipment, new welding equipment and automatic production equipment, large-scale clean heat treatment and surface treatment equipment, and basically master the core technologies of high-end CNC devices, motors and driving devices, functional parts and key parts of CNC machine tools.

(2) Grasp nine key industrial projects and implement equipment autonomy.

1. Iron and steel industry. Relying on the projects determined by the iron and steel industry adjustment and revitalization plan, we will promote the autonomy of large-scale metallurgical complete sets of equipment, focusing on complete sets of equipment for cold and hot continuous rolling of wide-strip steel, large-scale slab caster, production equipment for colored coated steel plates, large-scale oxygen generator, large-scale blast furnace fan and waste heat recovery device.

2. Automobile industry. In combination with the implementation of the adjustment and revitalization plan of the automobile industry, we will focus on improving the four technological equipment levels of automobile stamping, assembly and welding, painting and final assembly, and realize the autonomy of equipment needed for the manufacture of key components such as engines, transmissions and power modules of new energy vehicles.

3. Petrochemical industry. Relying on the projects determined in the Petrochemical Industry Adjustment and Revitalization Plan,10 million tons of oil refining,10 million tons of large-scale ethylene, terephthalic acid (PTA), large-scale chemical fertilizer, large-scale coal chemical and natural gas transportation, liquefied storage and transportation, large-scale centrifugal compressor units, large-scale positive displacement compressor units, key pump valves, reaction heat exchangers, extrusion granulators and large-scale air separation.

4. Shipbuilding industry. In combination with the implementation of the ship industry adjustment and revitalization plan, we will strive to improve the level of welding and painting technology and equipment, and realize the autonomy of equipment needed for the manufacture of key components such as marine diesel engines, crankshafts, propellers, cabin equipment and deck machinery.

5. Light industry. Combined with the implementation of the adjustment and revitalization plan of light industry, we will promote the autonomy of light industry machinery with emphasis on food machinery, pulp and paper machinery, plastic molding machinery, leather-making and shoe-making machinery, opto-mechanical integrated sewing machinery, packaging equipment and food safety testing equipment.

6. Textile industry. In combination with the implementation of the textile industry adjustment and revitalization plan, we will promote the autonomy of textile machinery focusing on thick and thin splicing, fine winding, high-speed weaving equipment, non-woven complete sets of equipment, special weaving complete sets of equipment, efficient, continuous and short-process dyeing and finishing equipment.

7. Nonferrous metal industry. Combined with the implementation of the non-ferrous metal industry adjustment and revitalization plan, focusing on high-precision rolling mills, large-section and complex-section extruders, we will promote the autonomy of non-ferrous metallurgical equipment.

8. Electronic information industry. In combination with the implementation of the adjustment and revitalization plan of the electronic information industry, we will focus on key integrated circuit equipment, flat panel display device production equipment, new component production equipment, surface mount and lead-free process machine assembly equipment, electronic special equipment, instruments and molds to promote the autonomy of electronic information equipment.

9. National defense and military industry. Combined with the development needs of national defense and military industry, we will focus on key technical equipment needed in aviation, aerospace, ships, weapons, nuclear industry, test and testing equipment, and promote the autonomy of national defense and military equipment. Give full play to the advantages of military technology and promote integration of defense and civilian technologies.

(3) Improve the manufacturing level of the four supporting products and lay a solid foundation for industrial development.

1. Large castings and forgings. Focus on the development of large-scale nuclear power equipment castings and forgings, castings and forgings of million kilowatts supercritical/ultra-supercritical thermal power units, castings and forgings of large-scale Francis turbine units above 700,000 kilowatts, castings and forgings of heavy containers in petrochemical and coal chemical industries, castings and forgings of continuous cold and hot rolling mills, forgings of large marine crankshafts and propeller shafts, and forgings of large bearing rings.

2. Basic components. Focus on the development of high-power power electronic components and functional modules, large and precision bearings, high-precision gear transmission, high-strength fasteners, high-pressure piston pumps/motors, hydraulic valves, hydraulic electronic controllers, hydraulic gear boxes, pneumatic components, bearing sealing systems, rubber and plastic seals, etc. Accelerate the development of industrial automation control systems and instruments, medium and high-grade sensors, etc.

3. Processing AIDS. Focus on the development of large-scale precision cavity molds, precision stamping molds, high-grade mold standard parts, high-efficiency, high-performance, precision and complex tools, high-precision, intelligent, digital measuring instruments, high-grade precision abrasives, etc.

4. Special raw materials. Focus on the development of high-temperature and high-pressure corrosion-resistant steel (steel pipe) for power stations, high-magnetic induction oriented silicon steel for large transformers, insulating materials for high-voltage and ultra-high-voltage power transmission and transformation equipment, special steel for high-speed train bogies and wheelsets, high-grade aluminum profiles, bearings, gears, molds, measuring tools, tools and high-strength fasteners for aircraft, special steel for ball screws and linear guides for machine tools, and high-strength and high-temperature and high-wear-resistant steel.

(four) to promote the seven key tasks and change the mode of industrial development.

1. Accelerate the adjustment of industrial organization structure. 2. Enhance the ability of independent innovation. Increase investment in scientific research, focusing on overcoming a number of technologies that have long plagued industrial development. Accelerate the construction of a number of national engineering research centers, engineering technology research centers and engineering laboratories. , improve the enterprise's product development, manufacturing, testing and inspection capabilities. Promote the integration of Industry-University-Research with enterprises as the main body, encourage scientific research institutes to enter enterprises, and support enterprises to cultivate and expand R&D teams.

3. Improve the level of specialized production. Improve the production organization mode of enterprises, rationally allocate resources, integrate the four basic technological capabilities of casting, forging, heat treatment and surface treatment in the region, and build a specialized production center. 4. Accelerate the improvement of the product standard system. 5. Use overseas resources and markets. Fully absorb and learn from overseas advanced management experience, selectively introduce advanced technology, create favorable conditions for overseas professional and technical personnel to return to China, and improve the technical level of China's equipment manufacturing industry. Support qualified enterprises to merge and reorganize overseas enterprises and R&D institutions. Stabilize and expand the export of equipment products and improve the technical content, added value and complete set level of export products.

6. Develop modern manufacturing service industry. Around the industrial transformation and upgrading, support key equipment manufacturing enterprises to carry out value-added services such as engineering contracting, system integration, equipment leasing, providing solutions, remanufacturing, etc., and gradually realize the transformation from production-oriented manufacturing to service-oriented manufacturing. Encourage qualified enterprises to extend R&D, design and information services and provide socialized services for other enterprises.

7. Strengthen enterprise management and talent team building. Guide equipment manufacturing enterprises to accelerate the pace of reform, optimize the property right structure, change the operating mechanism, establish a modern enterprise system, strengthen enterprise management, comprehensively improve the scientific decision-making and production and operation level, and enhance their ability to participate in international competition and prevent market risks.
