5. Other documents required by the Municipal Bureau of Commerce.

6. Basic information of commercial franchise.

7. Distribution of all franchise stores within the jurisdiction of provinces or municipalities directly under the Central Government.

8. Franchisor's market plan.

9. A copy of the business license of the enterprise as a legal person or other qualification certificates.

Second, the handling procedures:

1. The franchisor applies to the Municipal Bureau of Commerce for filing and submits materials to obtain the login number and password of the commercial franchise management system of the Ministry of Commerce.

2. After obtaining the login number and password, the franchisor logs into the commercial franchise information management system of the Ministry of Commerce to fill in the filing materials, and provides paper filing materials to the Municipal Bureau of Commerce.

3, the Municipal Bureau of Commerce in accordance with the requirements of the record management measures to verify the materials, to meet the conditions of enterprises for the record.

Legal basis: Regulations on the Administration of Commercial Franchising Article 3 Franchising refers to an enterprise (hereinafter referred to as the franchisor) that owns business resources such as registered trademarks, enterprise logos, patents and proprietary technologies, and licenses its business resources to other operators (hereinafter referred to as the franchisee) in the form of contracts. The franchisee operates in accordance with the unified business model as agreed in the contract and pays franchise fees to the franchisee.

No unit or individual other than an enterprise may engage in franchise activities as a franchisor. Article 8 The franchisor shall, within 15 days from the date when the franchise contract is first concluded, file with the competent commercial department in accordance with the provisions of these Regulations. Those who engage in franchise activities within the scope of provinces, autonomous regions and municipalities directly under the Central Government shall file with the competent commercial departments of the local people's governments of provinces, autonomous regions and municipalities directly under the Central Government; Those who engage in franchising activities across provinces, autonomous regions and municipalities directly under the Central Government shall file with the competent department of commerce of the State Council.

The franchisor shall submit the following documents and materials to the competent commercial department for the record:

(a) a copy of the business license or enterprise registration (registration) certificate;

(2) A sample franchise contract;

(3) Franchise operation manual;

(4) market plan;

(five) written commitments and relevant certification materials in accordance with the provisions of Article 7 of these regulations;

(six) other documents and materials stipulated by the competent department of commerce of the State Council.

Franchised products or services shall be approved according to law before they can be operated, and the franchisor shall also submit relevant approval documents.
