To apply for the identification of high-tech transformation projects, the following conditions shall be met:
1. The core technology of the project belongs to the scope stipulated by the state-supported high-tech field;
2. The core technology of this project has intellectual property rights protected by the laws of China. The types of intellectual property rights include: invention patents, utility model patents authorized in the last three years or invention patent applications entering the substantive examination stage; Authorized software copyright and integrated circuit layout design right in recent 2 years. The intellectual property rights of the project can be obtained through independent research and development, transfer, donation, merger and acquisition, etc., or the right to implement intellectual property rights on a global scale for more than 5 years through exclusive license.
