Public security, natural resources, ecological environment, housing and urban and rural construction, market supervision and management, emergency management and other administrative departments shall do a good job in power supply and use within their respective functions and duties. Article 4 People's governments at or above the county level shall strengthen power demand side management, bring it into the planning of power development and comprehensive utilization of resources, and organize its implementation. Fifth people's governments at or above the county level shall encourage and support the popularization and application of energy-saving technologies and products.
Power supply enterprises shall formulate energy efficiency assessment and power load control management measures; Popularize and adopt new technologies, new processes, new products, new materials and new equipment that save power supply, and optimize the power supply mode.
Users should use energy-saving electrical equipment and appliances to use electricity reasonably and economically. Article 6 Any unit or individual has the right to report acts that endanger power supply facilities, power grid security and illegal use of electric energy to the administrative department of electric power and relevant departments. Chapter II Power Supply Facilities Article 7 The people's governments at or above the county level shall incorporate the planning of urban and rural power grid construction and transformation into the overall planning of urban and rural construction. The administrative department of electric power shall, jointly with the power grid enterprises, make plans for the construction and transformation of urban and rural power grids. Power supply enterprises should do a good job in the construction and operation management of power supply facilities in accordance with the plan. Article 8 The people's governments at or above the county level shall, according to the overall planning of urban and rural construction, make overall arrangements for the use of land for transmission and distribution line corridors, cable channels, regional substations, regional distribution stations and business outlets.
Power supply enterprises shall, in accordance with the relevant provisions of the state, set up lines, lay cables and build public power supply facilities in planned transmission and distribution line corridors, cable passages, regional substations, regional distribution stations and business outlets. Article 9 When examining and approving a construction project, the investment department in charge of the construction project shall solicit the opinions of the power management department at the same level and the property owners of the power supply and electricity facilities if it may affect the safe operation of the power supply and electricity facilities. Article 10 The scope of responsibility for the maintenance, management and safety of power supply facilities shall be determined according to the ownership of property rights, and the demarcation point of responsibility shall be agreed by the power supply enterprise and the user in the power supply contract.
The maintenance of power supply facilities of non-power supply enterprises can be entrusted by the property owner to power supply enterprises or other units with maintenance qualifications, and an entrusted maintenance agreement can be signed through consultation. Article 11 The design, construction, installation, testing and operation of power supply facilities shall conform to national standards or electric power industry standards, and no electric power equipment and technologies eliminated by the state that affect power grid safety, environmental protection and personal safety shall be used. Twelfth power supply enterprises to maintain and repair power supply facilities using adjacent real estate, real estate owners should provide the necessary convenience. If the power supply enterprise causes property losses to the real estate obligee, it shall compensate according to law. Chapter III Power Supply Article 13 The electric power administrative department of the people's government of a city or county (city, district) divided into districts shall organize power supply enterprises to formulate a balance plan between power supply and demand and the order of power restriction and power outage, which shall be examined by the electric power administrative department of the people's government of the autonomous region and implemented after being reported to the people's government of the autonomous region for approval.
Electric power administrative departments and power supply enterprises shall formulate emergency plans for electric power, regularly carry out emergency training and emergency drills, prevent and respond to emergencies such as electric power safety accidents, disasters and natural disasters, and ensure the safety of power supply. Article 14 Power supply enterprises and users shall sign power supply and consumption contracts in accordance with the principles of equality, voluntariness, good faith and consensus, and determine the rights and obligations of both parties.
If the relationship between power supply and consumption has been established, but a written power supply contract has not been signed, a supplementary power supply contract shall be signed. Fifteenth users who have signed a power supply contract with the power supply enterprise shall sign a change contract with the power supply enterprise if they transfer the rights and obligations stipulated in the contract. If the change contract is not signed, the original user shall bear the rights and obligations. Sixteenth infrastructure sites, irrigation and water conservancy, municipal construction and other temporary electricity, power supply enterprises should provide temporary power supply, temporary users should sign temporary power supply contracts with power supply enterprises.
The time limit for temporary electricity consumption is determined according to the construction period of temporary construction projects. If it is really necessary to postpone the use of electricity due to special circumstances, temporary users shall sign an extension agreement with the power supply enterprise within ten days before the expiration of the contract. Seventeenth power supply enterprises in the power generation and power supply system under normal circumstances, should continue to supply power to users, not to suspend power supply. In any of the following circumstances, the power supply enterprise may suspend power supply:
(1) Encountering force majeure or emergency avoidance;
(two) there is evidence that the user steals electricity and refuses to correct or refuse to accept the treatment;
(3) The power receiving facilities of non-resident users do not meet the relevant national safety norms and standards, and are still unqualified after rectification;
(four) electrical equipment interference, hinder the quality of power, after rectification is still unqualified;
(five) non-resident users do not dismantle electricity facilities or equipment without authorization within the time limit;
(six) unauthorized transfer of power supply;
(seven) due to the maintenance of power facilities, temporary fault maintenance;
(eight) other circumstances in which the power supply can be suspended as stipulated by the state.
