2. Enterprise self-evaluation
Combined with the actual situation of the enterprise, conscientiously implement the indicators of the policy, analyze the conditions of the enterprise one by one according to the requirements of the policy, and self-evaluate whether it meets the standards.
Full score 100, with 70 points or more (excluding 70 points) meeting the certification requirements.
3. Carefully organize the materials
If you want to declare the success of high-tech enterprises, you must prepare the materials in advance, so as to improve the success rate of high-tech identification.

0 1 intellectual property
In the high-tech scoring standard, nearly 70 points are directly or indirectly related to intellectual property rights. It is no exaggeration to say that the layout of intellectual property rights is good or bad, which directly affects the results of high-tech appraisal.
Tips:
1 The required intellectual property rights must be authorized or approved in China, and the owner of the intellectual property rights must be the applicant enterprise within the effective protection period of China laws. Moreover, intellectual property rights need to match the core technology and main products of the enterprise.
2. The examination period of utility model patent is extended to 7- 14. In order not to affect the re-certification of enterprises next year, it is suggested that relevant patent applications be submitted on 20 19, and the earlier the better.
3. The application period of the general file of computer software copyright is uncertain (usually it takes 3-4 months, and if it is urgent, it is about 1-2 weeks). It is suggested that enterprises apply for urgent documents with specific working days to ensure their timely authorization.
Intellectual property rights assessed according to Class II can only be used once when applying for high-tech enterprises. If the enterprise re-certifies in 2020, the Class II intellectual property used in the 20 17 certification will not be re-certified in 2020, and will be used for the assessment of the quantity of intellectual property.
02 R&D expenditure ratio
When applying for the recognition of high-tech enterprises, the proportion of R&D expenses can not be ignored. According to the R&D fees charged by the enterprise, the enterprise's 20 19 income should be predicted to see if the ratio reaches the standard.
Tips:
1 The proportion of the total R&D expenses of the enterprise in the last three fiscal years (if the actual operating period is less than three years, the actual operating technology shall be applied, the same below) to the total sales revenue in the same period meets the following requirements:
1) Enterprises with sales income of less than 50 million yuan (inclusive) in the latest year, accounting for not less than 5%;
2) The proportion of enterprises with sales income of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%;
3) The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%.
2. The total R&D expenses incurred by enterprises in China shall not be less than 60% of the total R&D expenses. If the enterprise has been registered for less than three years, it shall be calculated according to the actual operating years.
3. Accurately distinguish between production expenses and research expenses (if research and development expenses and production expenses are not accounted for separately, the collection of research and development expenses should have a clear basis)
03 personnel situation
If it is recognized as a high-tech enterprise, the proportion of scientific and technical personnel in the total number of employees of the enterprise in that year shall not be less than 10%. Enterprises should check the company's personnel roster to ensure that the scientific and technological personnel reach the prescribed proportion.
Tips:
How to define the total number of people in a company? Does part-time work count as a company employee? Who are the technicians? Who is the R&D staff? Does the personnel ratio meet the requirements recognized by high-tech enterprises? If not, how to adjust?
These problems need to be solved.
04 financial growth
On the scoring standard, the financial growth of the enterprise (including sales revenue and net assets) accounts for 20 points, which is the most severe indicator for the enterprise to be deducted.
Tips:
1 financial data indicators are an important part of high-tech evaluation, and it is also for enterprises to avoid undue loss of points by sorting out preparations in advance, thus improving the pass rate of high-tech identification.
2 Enterprises need to account for the financial growth of 20 17/20 18 and estimate the income of 20 19.
05 Other circumstances
For example, RD projects, organizational management level (system), R&D platform, Industry-University-Research, innovation and entrepreneurship platform, income from high-tech products and so on. In strict accordance with the policy requirements, carefully check and sort out relevant materials.
The certification process of high-tech enterprises is complex, which requires the cooperation of many departments and takes a long preparation period. However, the situation of each enterprise is different, and the places that need to be standardized are different. Everyone must make a reasonable declaration plan for 2020 in advance.
