Can a law undergraduate take the patent attorney exam?

Article 15 of the "Patent Agency Regulations" stipulates:

Article 15 Chinese citizens who support the Constitution of the People's Republic of China and meet the following conditions may apply for a patent Agent qualifications:

(1) Over 18 years old, with full capacity for civil conduct;

(2) Graduated from a college majoring in science and engineering (or having equivalent academic qualifications), And master a foreign language;

(3) Be familiar with patent law and related legal knowledge;

(4) Have engaged in scientific and technological work or legal work for more than two years.

So according to this regulation, law undergraduates are not eligible to take the exam.
