Based on the above main responsibilities, the Sichuan Provincial Intellectual Property Office has seven internal agencies:
(1) Office. Responsible for the formulation and organization of the work systems of bureaus, telecommunications, conferences and agencies; responsible for comprehensive coordination, drafting of important documents, government affairs disclosure, office automation, supervision and supervision, government information, performance appraisal, confidential files, confidentiality and security, petitions and emergency management and other work; undertake the agency's finance, auditing, fixed assets management and logistics support, etc.
(2) Protection Coordination Office (Policy and Regulations Office). Draft local laws, regulations and policies for patent work; undertake the organization, coordination, supervision and guidance of intellectual property (patent) legal administrative work; organize and carry out major intellectual property policy research, and undertake the formulation and implementation of the province's intellectual property strategy promotion plan; Organize and coordinate foreign-related intellectual property matters in the province; organize and coordinate work related to intellectual property rights in the province's circulation field and exhibitions, coordinate and supervise the handling of major intellectual property infringement cases; organize the establishment of a special review system for intellectual property rights in major economic activities and promote the development of related work; organize external affairs Release the status of intellectual property protection in the province; undertake administrative law enforcement supervision, administrative reconsideration, etc.; undertake the specific work of the provincial intellectual property leading group office.
(3) Planning and Development Office. Research and formulate patent work development plans; be responsible for guiding and promoting the development of intellectual property (patent) work in the province; be responsible for the management of provincial-level patent implementation promotion special funds; be responsible for patent statistical analysis.
(4) Patent Implementation Office. Research and formulate policies and measures to promote patent implementation and industrialization; guide patent implementation and industrialization, organize the industrial development and application of major patent projects; coordinate consultation and services on patent asset evaluation and patent pledge financing; build and manage patent display and trading platforms , organize and carry out patent display transactions, patent project supply and demand docking, patent selection and awards, etc.; conduct statistical analysis of patent implementation benefits; undertake patent licensing transfers and patent contract filings; guide intellectual property work in import and export trade.
(5) Legal Affairs Office. Responsible for the province's patent administrative law enforcement; mediate patent disputes in accordance with the law, investigate and deal with patent counterfeiting, and carry out patent rights protection assistance; guide enterprises, institutions, industry associations, etc. to respond to various intellectual property disputes, guide and help carry out patent early warning and foreign-related response work; undertake Work related to administrative litigation, training of patent administrative law enforcement personnel, etc.
(6) Patent Management Office. Responsible for the management and supervision of patent agencies across the province, formulating policies and measures for the construction and development of the patent agency service system; responsible for the construction of the patent information public service system; responsible for provincial patent application funding and guiding city (state) and county patent application funding work .
(7) Publicity and Education Department (International Cooperation Department). Organize and carry out publicity, popularization and training of intellectual property (patent) laws, regulations and policies; organize and coordinate activities related to social participation in intellectual property publicity; organize and carry out international cooperation and exchange activities on patent work in the province.
Organization Party Committee (Personnel Department). Responsible for the organizational establishment, personnel and retired personnel management services of the agencies and directly affiliated units; responsible for the party building and disciplinary inspection and supervision of the agencies and directly affiliated units, and leading the work, youth, and women's work of the agencies and directly affiliated units.
