In 2006, under the correct leadership of the provincial party committee and the provincial government, the people of the province Adhere to the guidance of Deng Xiaoping Theory and the important thought of "Three Represents" and the Scientific Outlook on Development, conscientiously implement the spirit of the Sixth Plenary Session of the 16th Central Committee of the Party and the Seventh Provincial Party Congress, and focus on achieving better and better Hebei has two major tasks: rapid development and building a harmonious society. The national economy and social development have achieved new results. The economy has maintained steady and rapid development, reform and opening up has made important progress, people's living standards have further improved, and various social undertakings have made comprehensive progress, achieving the goal of a good start and a good start in the "Eleventh Five-Year Plan".
1. Comprehensive
The national economy has grown steadily and rapidly. According to preliminary calculations, the province's GDP reached 1.16137 billion yuan, an increase of 13.2% over the previous year. Among them, the added value of the primary industry was 160.54 billion yuan, an increase of 5.0%; the added value of the secondary industry was 607.13 billion yuan, an increase of 15.0%; and the added value of the tertiary industry was 393.7 billion yuan, an increase of 13.9%. The three industrial structures were adjusted from 14.9:51.8:33.3 in the previous year to 13.8:52.3:33.9. The per capita GDP was 16,894 yuan, an increase of 12.4% over the previous year.
Price generally remains stable. The overall level of consumer prices increased by 1.7% over the previous year, with both urban and rural areas rising by 1.7%. The structural characteristics of price changes are obvious. The prices of food and housing increased significantly, by 3.2% and 4.5% respectively, which were the main factors driving the increase in consumer prices. The ex-factory price of industrial products increased by 0.8%, and the purchase price of raw materials, fuel, and power increased by 5.0%. The increase rates were 3.6 and 2.0 percentage points lower than the previous year respectively. The production prices of agricultural products increased by 0.2%.

The scale of employment continued to expand. At the end of the year, 36.10 million people were employed in the province, an increase of 410,000 from the end of the previous year. Among them, 9.092 million were employed in urban areas, an increase of 326,000. The registered urban unemployment rate at the end of the year was 3.84%, 0.09 percentage points lower than the end of the previous year.
The coordination of economic development has been enhanced, and the strength of the private economy has been continuously improved. The private economy achieved an added value of 585.71 billion yuan, an increase of 14.7% over the previous year; its proportion in the province's GDP exceeded 50%, reaching 50.4%, and its contribution to economic growth was 53.8%; actual taxes paid were 56.87 billion yuan, It increased by 22.8% and accounted for 46.5% of the total fiscal revenue, providing new vitality for economic development. The regional economy tends to be coordinated, with the "front line" and "south wing" developing rapidly, the "north wing" developing strongly, and the county economy continuing to grow.
The main problems existing in the national economy and social development are: the economic structure is still not reasonable, the extensive growth mode has not fundamentally changed, it is more difficult for farmers to continue to increase their income, and some industrial enterprises are suffering from serious losses. Employment pressure remains high, and the task of saving energy and reducing consumption remains arduous.
2. Agriculture
The agricultural production situation is good. Grain production had another bumper harvest. The grain sown area for the whole year was 6.199 million hectares, a decrease of 0.7% from the previous year. The grain yield per unit area was 290.7 kilograms, a record high. The total output was 27.028 million tons, an increase of 4.0%, which was the highest level since 2000. Cotton production showed a major turnaround, with the sown area of ??623,000 hectares, an increase of 8.7% over the previous year; the total output was 628,000 tons, an increase of 8.8% from a decrease in 2005. The oilseed area was 538,000 hectares, a decrease of 3.8%; the total output was 1.503 million tons, a decrease of 1.6%. The vegetable sown area was 1.123 million hectares, an increase of 1.6%; the total output was 66.468 million tons, an increase of 2.8%. Animal husbandry production remained stable, with meat, egg, and milk output reaching 6.064 million tons, 4.651 million tons, and 4.076 million tons respectively, an increase of 5.0%, 1.3%, and 19.8% respectively. Fishery production developed rapidly, with the annual aquatic product output reaching 1.080 million tons, an increase of 9.1%.

The agricultural structure is constantly optimized. The three pillar industries of animal husbandry, vegetables and fruits have played a significant role in promoting the industry. The output value accounted for 70.2% of the total output value of agriculture, forestry, animal husbandry and fishery, an increase of 0.2 percentage points from the previous year. The level of agricultural industrialized management continued to improve, with the industrialized management rate reaching 51.8%, an increase of 2.4 percentage points.
Agricultural infrastructure has been strengthened. The effective irrigation area of ??farmland reached 4.57 million hectares, with an additional effective irrigation area of ??125,000 hectares. The effective irrigation rate reached 77.7%, an increase of 1.8 percentage points from the previous year; an additional water-saving irrigation area of ??131,000 hectares was added. The total power of agricultural machinery was 87.958 million kilowatts, an increase of 3.6% over the previous year.
The actual mechanically cultivated area reached 4.769 million hectares, accounting for 81.1% of the commonly used cultivated land at the end of the year, an increase of 1.9 percentage points from the previous year; the mechanical sown area that year was 5.355 million hectares, accounting for 61.0% of the total crop sown area, an increase of 0.9 percentage points. The mechanical harvest area was 2.623 million hectares, accounting for 29.9% of the total crop sown area, an increase of 1.7 percentage points. Rural electricity consumption was 38.82 billion kilowatts, an increase of 15.2%.
3. Industry and Construction
Industrial production has grown rapidly. The total industrial added value reached 545.34 billion yuan, an increase of 16.0%. Among them, the added value of industries above designated size was 381.60 billion yuan, an increase of 19.8%. The connection between production and sales is good, with the production-to-sales rate being 98.2%, an increase of 0.4 percentage points over the previous year.

The economic benefits have steadily improved. The province's above-scale industries realized profits of 88.81 billion yuan, an increase of 30.4% over the previous year. Among them, state-owned and state-controlled industries realized profits of 25.30 billion yuan, an increase of 16.6%; joint-stock enterprises realized profits of 50.07 billion yuan, an increase of 30.6%; foreign and Hong Kong, Macao and Taiwan-invested enterprises realized profits of 20.50 billion yuan, an increase of 31.3%; private enterprises realized profits of 248.7 billion, an increase of 33.1%. The profitability of most industries increased. Among the 38 industrial industry categories, 33 industries saw profit growth. Among them, the ferrous metal smelting and rolling processing industry realized a profit of 25.48 billion yuan, the oil and natural gas mining industry realized a profit of 13.49 billion yuan, and the electricity, steam, and hot water production and supply industry realized a profit of 7.03 billion yuan.
The industrial structure will be further adjusted and optimized. By actively using high-tech and advanced applicable technologies to transform and upgrade traditional industries, leading industries have been strengthened, providing strong support for industrial production. The seven leading industries including steel, equipment manufacturing, textiles and clothing, building materials and construction, food, petrochemicals, and medicine completed an added value of 307.0 billion yuan, an increase of 21.6% over the previous year; accounting for 80.5% of the added value of industries above designated size, an increase over the previous year 2.1 percentage points, contributing 87.1% to the growth of industrial production. The product structure was adjusted and optimized, with the steel plate-to-strip ratio reaching 53.9%, an increase of 6.4 percentage points from the previous year; raw materials, energy and other advantageous products grew rapidly, steel output increased by 32.3%, and flat glass increased by 16.6%; a number of high value-added products appeared Rapid growth, automobile production increased by 39.3%, automated instruments and systems increased by 23.7%, optical communication equipment increased by 1.3 times, and copying machinery increased by 45.3%. The high-tech industry maintained rapid growth, achieving an added value of 28.85 billion yuan, an increase of 21.2%.

The construction industry is developing rapidly. The added value of the construction industry in the whole society was 61.79 billion yuan, an increase of 7.2% over the previous year. The construction area of ??housing in the construction industry above the qualification level was 121.77 million square meters, an increase of 1.8%; the completed housing area was 54.17 million square meters, a decrease of 5.7%.
4. Fixed asset investment
Fixed asset investment has grown steadily and rapidly. The fixed asset investment of the whole society was 549.94 billion yuan, an increase of 32.8% over the previous year. Among them, urban fixed asset investment was 443.06 billion yuan, an increase of 33.9%, and the growth rate was 2.6 percentage points lower than the previous year; rural investment was 106.88 billion yuan, an increase of 28.5%.

The investment structure continues to improve. Investment in the three industries grew rapidly.
The primary industry completed investment of 8.17 billion yuan, an increase of 33.5%; the secondary industry completed an investment of 227.81 billion yuan, an increase of 38.9%; the tertiary industry completed an investment of 207.08 billion yuan, an increase of 28.9%. Investment in the steel industry, which is under key state control, has been effectively controlled, with an investment of 39.05 billion yuan, an increase of 21.1%, and a growth rate that was 11.3 percentage points lower than the previous year. The independent investment capabilities of enterprises have been enhanced. In urban fixed asset investment, self-raised funds were 331.21 billion yuan, an increase of 41.9%.
The construction of major projects has achieved remarkable results. The supporting role of large projects is strong. There are 1,233 projects under construction of more than 100 million yuan, an increase of 222 over the previous year; the investment completed is 194.95 billion yuan, an increase of 24.3%, driving urban investment to grow by 11.5 percentage points. Among them, Caofeidian Circular Economy Demonstration Zone completed an investment of 9.9 billion yuan, an increase of 1.3 times. Shang'an Power Plant Phase III, Xibaipo Power Plant Phase III, Shijiazhuang Ring Road, Jidong Oilfield, Qiancao Railway, Tangshan Iron and Steel 1.3 million tons of cold rolling, Tangshan medium and thick plate 1.2 million tons project, Qinhuangdao Thermal Power Plant Phase III, Shouqin Kuanhou A large number of major projects such as the second phase of plate supporting technical transformation, the first phase of Hebei Guohua Huanghua Power Plant, Zhanghewan Pumped Storage Power Station, Baocang Expressway, and the construction of the Handan Iron and Steel Group New Area are progressing smoothly.
5. Domestic Trade
The consumer goods market is prosperous and active. The total retail sales of consumer goods reached 339.74 billion yuan, an increase of 15.1%. Urban and rural markets are prospering together. Urban retail sales were 161.21 billion yuan, an increase of 16.6%; rural retail sales were 178.53 billion yuan, an increase of 13.7%. Holiday consumption and wedding consumption drove the rapid growth of the accommodation and catering industry, achieving retail sales of 41.94 billion yuan, an increase of 20%; the wholesale and retail trade industry maintained steady growth, achieving retail sales of 291.31 billion yuan, an increase of 14.6%.
Among the sales of wholesale and retail trade enterprises above designated size, construction and decoration materials increased by 49.0%, automobiles increased by 38.7%, cultural supplies increased by 34.9%, grain and oil increased by 33.3%, gold, silver and jewelry The category of petroleum and products increased by 31.7%, the category of petroleum and products increased by 27.8%, and the category of chemical materials and products increased by 27.3%.
The markets for various commodities are developing rapidly. By the end of the year, there were 4,195 commodity markets of various types in the province, including 247 markets with turnover exceeding 100 million yuan; the market turnover reached 367.03 billion yuan, an increase of 10.9%.
6. Foreign Economy
Foreign trade has grown rapidly. The total import and export value reached US$18.53 billion, an increase of 15.3% over the previous year. The total export value was US$12.83 billion, an increase of 17.5%, and the growth rate was 0.5 percentage points faster than the previous year. The structure of export commodities was further optimized. The export of industrial manufactured products was US$10.91 billion, an increase of 21.4%, accounting for 85% of the total export value, an increase of 2.7 percentage points from the previous year; the export of mechanical and electrical products and high-tech products increased by 51.5% and 1.1 times respectively. Exports of primary products were suppressed, with export value reaching US$1.93 billion, down 0.7%. Actively promoting the export market diversification strategy, the trade volume with the world's major trading partners has increased to varying degrees.

Utilizing foreign capital Keep it to a certain scale. The actual utilized foreign investment was US$2.38 billion, an increase of 4.6%, of which foreign direct investment was US$2.01 billion, an increase of 5.3%. Large projects have obvious driving effects. Foreign investment in projects with a total investment of more than 5 million US dollars increased by 8.3%, accounting for 86.2% of the province's foreign direct investment. 446 new contracts were approved, with contracted foreign investment amounting to US$1.51 billion, a decrease of 40.5% from the previous year.

The internal opening up has achieved remarkable results. Throughout the year, 4,966 technologies from outside the province were introduced, an increase of 3.4% over the previous year; 69.01 billion yuan of capital was introduced, an increase of 26.9%; 47,000 talents were introduced, an increase of 4.0%.
Foreign economic and technological cooperation has been strengthened. The province signed 168 foreign economic and technological cooperation contracts, with a total contract value of US$1.76 billion, an increase of 59.1%; the completed turnover was US$830 million, an increase of 44.4%; the number of expatriates was 9,053, an increase of 5.6%.
7. Transportation, post and telecommunications industry and tourism
The transportation, post and telecommunications industry will further develop. The annual added value of the transportation, warehousing and postal industries was 86.11 billion yuan, an increase of 10.9% over the previous year.
The transportation industry is developing rapidly.
The annual cargo turnover volume was 515.93 billion ton-kilometers, an increase of 8.6% over the previous year; the passenger turnover volume was 106.86 billion person-kilometers, an increase of 8.0%. The port throughput exceeded 300 million tons, reaching 340 million tons, an increase of 23.6%. The province's highway mileage is 143,778 kilometers (including village roads), including 2,329 kilometers of expressways and 194 kilometers of newly built expressways. 12,953 kilometers of rural roads were newly or renovated, with a total mileage of 125,590 kilometers.

Post and telecommunications communication capabilities continue to improve. The total volume of postal and telecommunications business completed throughout the year (constant price in 2000) was 64.16 billion yuan, an increase of 21.4% over the previous year. Among them, the postal business volume was 3.04 billion yuan, an increase of 21.2%; the telecommunications business volume was 61.12 billion yuan, an increase of 21.4%. At the end of the year, the total capacity of office telephone exchanges reached 22.53 million, an increase of 9.768 million over the end of the previous year; fixed telephone users reached 16.572 million, an increase of 293,000. Among them, there were 10.052 million urban telephone users, an increase of 582,000 households, and 6.52 million rural telephone users, a decrease of 289,000 households. There were 2.888 million new mobile phone users, reaching 22.510 million by the end of the year. The total number of fixed and mobile phone users in the province reached 39.082 million, an increase of 3.181 million from the end of the previous year, and the mobile phone penetration rate reached 32.9 units per 100 people. The number of broadband network users reached 1.918 million.
The tourism industry has developed steadily. Throughout the year, it received 725,000 international tourists, an increase of 15.7% over the previous year, and earned US$240 million in foreign exchange from tourism, an increase of 16.2%; it received 90.528 million domestic tourists, an increase of 12.2%, and generated revenue of 47.08 billion yuan, an increase of 15.8%. The total tourism revenue was 49.02 billion yuan, an increase of 15.6%.
8. Finance, Finance and Insurance Industry
Financial revenue and expenditure grew rapidly. Total fiscal revenue reached 122.31 billion yuan, an increase of 18.1% over the previous year. Among them, local general budget revenue reached 62.02 billion yuan, an increase of 20.3%. Fiscal expenditure was 117.14 billion yuan, an increase of 19.6%.
The financial situation is stable. At the end of the year, the balance of deposits in financial institutions was 1.25516 billion yuan, an increase of 178.25 billion yuan from the beginning of the year; the balance of various loans was 741.19 billion yuan, an increase of 99.67 billion yuan from the beginning of the year. Cash receipts and expenditures were offset by a net currency injection of 45.62 billion yuan.
The development of insurance industry is accelerating. Premium income was 25.34 billion yuan, an increase of 16.6% over the previous year. Among them, property insurance premium income was 6.31 billion yuan, life insurance premium income was 17.12 billion yuan, and health and accident insurance premium income was 1.91 billion yuan, an increase of 17.7%, 16.2% and 16.6% respectively. Compensations and benefits amounted to 5.23 billion yuan. Among them, property insurance claims were 3.14 billion yuan, an increase of 21.2%; life insurance claims were 1.38 billion yuan, an increase of 67.1%; health and accident insurance claims were 720 million yuan, an increase of 14.0%.
9. Education, Science and Technology
Education of all types and levels develops steadily. The number of postgraduate students enrolled is 7,712, an increase of 16.9%, and there are 20,088 postgraduate students, an increase of 27.3%. There were 88 general colleges and universities with an enrollment of 310,000 students, an increase of 23.7% over the previous year, and 863,000 students, an increase of 11.5%.
There are 433,000 students in secondary vocational schools, 4.806 million students in general middle schools, 476,000 students in vocational middle schools, and 4.703 million students in primary schools. The enrollment rate of school-age children reaches 99.4%. The nine-year compulsory education completion rate reached 89.9%, an increase of 1.1 percentage points from the previous year. There are 1.336 million children in kindergartens.

New achievements have been made in science and technology. Investment in science and technology increased, with the province's expenditure on science and technology activities reaching 13.01 billion yuan, an increase of 16.8% over the previous year. Among them, research and development (R&D) expenditures were 6.94 billion yuan, an increase of 17.0%, accounting for 0.6% of the province's GDP.
The scientific and technological team continues to grow. At the end of the year, there were 129,000 people engaged in scientific and technological activities, an increase of 3.2% over the previous year, including 89,000 scientists and engineers, an increase of 3.5%. Scientific and technological innovation capabilities were enhanced, and 210 enterprise technology centers, engineering (technology) research centers, key laboratories, and pilot test bases at or above the provincial level were built. Throughout the year, 24 key technological innovation projects and 82 high-tech industrialization projects were organized and implemented, including 34 major national special projects and demonstration projects under construction, and 12 new national major special projects and demonstration projects. Scientific and technological achievements are remarkable. Throughout the year, 2,132 scientific and technological achievements were obtained at the provincial and ministerial level or above, including 43 internationally leading ones, 379 internationally advanced ones, 1,073 domestically leading ones, and 390 domestically advanced ones. The protection of intellectual property rights has been strengthened, and the patent industry has developed rapidly. The number of patent applications throughout the year was 7,220 and the number of patents granted was 4,131, an increase of 12.8% and 15.2% respectively over the previous year. The technology market is active. Throughout the year, 3,725 technology contracts were signed, and the transaction value of technology contracts was 1.59 billion yuan, an increase of 11.6% and 53.0% respectively over the previous year.
Comprehensive technical service capabilities have been further enhanced. The province has 3 product quality and system certification agencies, and has completed product certification for 1,914 companies. There are 150 legal metrological technical institutions in the country, and 1.78 million measuring instruments (pieces) are compulsorily calibrated throughout the year. The province has 11 weather radar observation sites and 8 satellite cloud image receiving sites. There are 28 seismic stations and 2 seismic telemetry networks. The surveying and mapping department reviewed 26 maps. There is one provincial-level geological environment monitoring station in the province.
10. Culture, health and sports
Cultural undertakings have accelerated their development. By the end of the year, there were 127 art performance groups, 162 cultural centers, 156 public libraries, 46 museums and 205 archives in the province. There are 12 radio stations, 30 medium and short wave broadcast transmitting stations and relay stations; 12 TV stations, and 45 TV transmitters and relay stations above one kilowatt. There are 5.406 million cable TV users. The "every village access" project of radio and television natural villages is progressing smoothly, with the comprehensive population coverage rate of radio reaching 98.63% and the comprehensive population coverage rate of television reaching 98.55%. The production of TV series is 9. Published 1.86 billion copies of national and provincial newspapers, 42.14 million copies of various magazines, and 170 million books.
Health services have been strengthened.
Actively promoting the construction of the three major public health systems, the province had 3,394 health institutions by the end of the year, including 2,839 hospitals and health centers; there were 199,000 health technicians, including 87,000 practicing physicians and practicing assistant physicians. There are 53,000 nurses and nurses; there are 173,000 beds, including 164,000 in hospitals and health centers. It has 200 health and epidemic prevention and control institutions with 9,000 health technicians; 183 maternal and child health institutions with 11,000 health technicians; 1,965 township health centers with 38,000 beds and 38,000 health technicians. The number of rural villages with medical points accounts for 99% of the total number of villages, and there are 73,000 rural doctors and health workers. 11.7 million farmers have participated in the new rural cooperative medical system.
The sports industry is booming. National fitness activities have been deepened, and competitive sports have achieved new results. In major domestic and foreign competitions, our province's athletes have won 38 gold medals, 44 silver medals, and 30 bronze medals.
11. Population, people’s livelihood and social security
The low fertility level has been consolidated. The total population of the province reaches 68.978 million. The number of births in the year was 881,000, with a birth rate of 12.82‰; the number of deaths was 453,000, with a mortality rate of 6.59‰; the net increase in population was 470,000, with a natural growth rate of 6.23‰, an increase of 0.14 thousandth points over the previous year.
People’s living standards have further improved. The income of urban and rural residents achieved new breakthroughs. The per capita disposable income of urban residents exceeded 10,000 yuan, reaching 10,304.6 yuan, an increase of 13.1% over the previous year. The per capita net income of farmers exceeded 3,800 yuan, reaching 3,801.8 yuan, an increase of 9.2% over the previous year, an increase of 320.2 yuan. The increase has remained above 300 yuan for three consecutive years. While residents' income has grown rapidly, consumption has maintained synchronized growth. The per capita consumption expenditure of urban residents was 7,343.5 yuan, an increase of 9.6%; the per capita consumption expenditure of farmers was 2,495.3 yuan, an increase of 15.2%. Residents' living conditions gradually improved. The per capita housing area of ??urban residents was 21.8 square meters, an increase of 1.3%; the per capita living area of ??farmers was 29.1 square meters, an increase of 2.7%.
The level of social security has improved. At the end of the year, 6.159 million people participated in basic medical insurance, an increase of 538,000 over the previous year. Among them, there are 4.573 million insured employees and 1.586 million insured retirees. The number of people participating in unemployment insurance reached 4.708 million, an increase of 96,000 over the previous year. The number of people participating in basic pension insurance in urban areas was 7.475 million, including 5.515 million insured employees and 1.960 million insured retirees. The socialized payment rate of corporate pensions reaches 100%. 1.543 million people in the province enjoy the minimum living security, including 665,000 in rural areas.
Social welfare undertakings have developed steadily. By the end of the year, the province had 76,000 beds in various adoptive social welfare units and adopted 50,000 people of all types. A total of 6,576 community service facilities have been established in cities and towns, including 222 comprehensive community service centers.
12. Resources, Environment and Production Safety
At the end of the year, the total cultivated land resources were 6.315 million hectares, a decrease of 81,000 hectares compared with the previous year. Among them, the area of ??commonly used cultivated land was 5.883 million hectares, a decrease of 106,000 hectares. Construction will occupy 26,000 hectares of cultivated land and 38,000 hectares of ecologically reclaimed farmland.
Ecological environment construction was steadily advanced, with afforestation area of ??196.2 thousand hectares completed throughout the year. The province's forest coverage rate is 23.25%. New progress has been made in the prevention and control of water pollution in key river basins, and projects such as the control of sandstorm sources in Beijing and Tianjin and the return of farmland to forests have been solidly advanced.
4,265 people died in various production safety accidents throughout the year, a decrease of 17.3% from the previous year. The number of deaths per 100 million yuan of GDP was 0.37, a decrease of 26%; the number of deaths per 100,000 employees in industrial, mining and commercial enterprises was 2.11, a decrease of 36.8%; the number of deaths per million tons of coal mines was 1.338, a decrease of 66.4%; the number of deaths per 10,000 vehicles in road traffic was 2.11, a decrease of 36.8%. 4.65 people, a decrease of 14.4%.
