According to Article 4 of the Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information, people's governments at all levels and departments of people's governments at or above the county level shall establish and improve the government information disclosure system of their administrative organs. Publicity means that the patent office will disclose the invention-creation for which a patent is applied according to law. Publicity is the premise of obtaining a patent, and the invention results must be made public in order to enjoy exclusive rights to their inventions and creations. China's patent examination system is an early open system. When an invention-creation applying for a patent is still in the patent examination stage, it shall be made public. According to the law, an application that meets the requirements of the Patent Law shall be published within 18 months from the date of filing. The early publicity was initiated by the Netherlands. It can not only provide the latest scientific and technological information at the first time, but also promote the development of science and technology and production, and at the same time, it can trigger continuous innovation and prevent repeating the same mistakes; It can also let the public examine the patent application, raise objections to the application and ensure the patent quality.
