From the effective date of this management regulation, all laboratory work must be carried out in accordance with the existing regulations. If it is found that it is really necessary to modify and improve, any unit or individual may propose amendments to facilitate the continuous development and improvement of these regulations; However, before the newly revised regulations are determined, they must be implemented in accordance with the existing regulations. If there are special circumstances, it can be implemented as supplementary provisions after discussion and approval at the office meeting. 1. The China Academy of Sciences is the competent department of the State Key Laboratory of Magnetism, and the Institute of Physics of the Chinese Academy of Sciences (referred to as the Institute of Physics) is its undertaker.
2. The fixed staff of the laboratory are all affiliated to the Institute of Physics, and shall abide by the relevant regulations of the Institute on personnel, finance and management. The organization and management of scientific research are relatively independent, and the academic Committee review and laboratory director responsibility system are implemented.
3. The director of the laboratory is recommended by the Institute of Physics and appointed by China Academy of Sciences for a term of five years. There are two or three deputy directors in the laboratory, nominated by the director and approved by the Institute of Physics, and reported to China Academy of Sciences for the record. There is an academic secretary and an administrative secretary. All the work of the laboratory is presided over and responsible by the director of the laboratory, assisted by the deputy director. The director, deputy director and secretary of the laboratory branch form an office committee (office committee for short) to handle daily affairs. More important matters will be discussed and dealt with in the enlarged conference room Committee. The expanded office committee includes the director and deputy directors, academicians, academic secretaries and all project leaders.
4. The academic committee is responsible for discussing the academic direction of the laboratory. The Academic Committee is composed of high-level scientists in this discipline (including inside and outside the Institute of Physics), with no less than two-thirds of external members. The director of the academic committee is appointed with the approval of China Academy of Sciences; The members of the Academic Committee are recommended by the director of the laboratory and the director of the Academic Committee, and appointed with the approval of China Academy of Sciences for a term of five years.
5. The specific responsibilities of the office meeting include: organizing, guiding and checking the topics; Organize academic activities at home and abroad; Talent cultivation; Report to the competent department regularly; Regularly evaluate and guide the experimental work, scientific research achievements and personnel training of the national laboratory.
6. The laboratory shall have an office and an administrative secretary, who shall be hired by the relevant departments of the Institute of Physics after consultation with the director of the laboratory to assist the director in organizing and coordinating the daily work of the laboratory and handling other affairs. Its specific duties include: counting achievements and publishing articles, and establishing scientific and technological archives; Classify and convey the received documents and letters, draft and issue notices and letters; Collect relevant statistical data, sort out and save the records of previous meetings; Summarize the evaluation materials; Compile the annual report of the laboratory, manage the files of fixed and mobile personnel in the magnetic laboratory, handle all kinds of conference affairs, and receive visitors and scholars from the laboratory; Establish information files of visitors and visitors; Responsible for granting subsidies to visiting laboratory personnel, handling miscellaneous fees and sporadic expenses and reimbursement; And other matters assigned by the director of the office.
7. There are several research groups under the laboratory. The research group of the State Key Laboratory of Magnetism may also be the research group of the condensed matter center. The formal members of the research group are composed of researchers and technicians who are fixed in the laboratory. The research group is relatively independent in funding and the operation of specific projects, but it must accept the evaluation of the project direction and achievements organized by laboratories, physics research institutes and higher authorities. 1. When hiring and dismissing the fixed personnel of the research group, the project leader should first make a suggestion, and then apply to the institute after discussion and decision by the office. After discussion and approval by the Chamber of Commerce, the Institute of Physics plans to recruit outstanding talents such as the "Hundred Talents Program". The recruitment and dismissal of temporary workers shall be applied by the project leader, discussed and decided by the office, and reported to the office for approval.
2. The floating population includes master students, doctoral students and postdoctoral students. The person in charge of the project determines the person in charge and arranges the project.
3. Management of going abroad: According to the relevant regulations of our college on going abroad, an application is made by a person going abroad, and any director or deputy director can go to our college to go through the formalities of going abroad after being signed by the project leader. The person in charge of the project is responsible for all problems during going abroad. If it is necessary to extend the working time abroad, an individual shall apply, and the person in charge of the project shall apply to the director or deputy director of the laboratory on the premise of not affecting the work, and report to the foreign affairs department of the hospital and the People's Education Office after approval. Applicants who have not returned to China within the time limit and have not proposed an extension shall be subject to the regulations on foreign affairs management of the College.
4. The person in charge of the project is responsible for going abroad for meetings.
5. Domestic conference management: participation in conferences closely related to my major is approved by the project leader and paid from the project funds.
6. Any permanent staff who wants to leave the laboratory should submit an application for resignation to the director of the office 30 days in advance according to the requirements of the employment contract of the Institute of Physics. According to the needs of the work, the director of the office has the right to postpone or reject the application for resignation of fixed personnel during their tenure, and punish those who leave their posts without authorization and endanger the laboratory staff. The laboratory director has the right to adjust or terminate the employment of those who are of poor quality, incompetent or seriously violate the laboratory management regulations and refuse to repent.
7. There are three kinds of visitors: the first kind refers to part-time researchers who are not in our laboratory, invited visiting scholars and scientific and technological personnel employed by the research group. Its personnel shall be appointed by the project leader according to actual needs. The second is to jointly train personnel. Including postdoctoral, doctoral and master students. The third is to train personnel. That is, people who are engaged in various jobs in our laboratory for the purpose of further study. Guests working in this laboratory should accept the unified management of the laboratory and abide by various management rules and regulations. If a major accident is caused due to violation of regulations, the responsibility shall be borne by me. During the agreement period or cooperation period, visitors shall not terminate or violate the agreement at will; The person in charge of the project has the right to supervise and inspect the work of visitors according to relevant regulations. For those who are incompetent or whose working hours cannot be guaranteed, the project leader can modify or terminate the agreement or even dismiss them.
8. In the laboratory, visiting staff and regular staff have the same academic status. For example, after certain examination and approval procedures, you can participate in academic activities in the name of the laboratory and enjoy office supplies and health care allowances. The laboratory will give visitors the corresponding living allowance in a certain way. 1. Academic research direction
Mainly engaged in the basic research and application of magnetic materials, specifically, under the guidance of the basic research of magnetic physics, focusing on materials with significant application background-rare earth transition group intermetallic compounds and oxides, magnetic multilayer films, giant magnetoresistance materials, etc. , to carry out research on the basic magnetism of materials and magnetoelectric, magnetothermal and magneto-optical effects, to explore the internal relationship from microelectronic structure, mesoscopic interface, composite phase to macroscopic magnetism, and to explore new materials and new artificial structural materials.
2. Theme
1) The research topics of each research group are all around the research direction of the magnetic laboratory. Encourage interdisciplinary and frontier research, and do something different. Laboratories should give full play to traditional advantages and existing conditions. We don't encourage projects that have nothing to do with the research direction of magnetism in the magnetic laboratory.
2) Each research group should have a clear academic direction and topic, and the direction within a group should be consistent. There may be several topics, but it should not be patchwork.
3) Each research group should have some freedom in the process of implementing the project plan. The team leader has the right to uniformly distribute the research work of the team members. The work of team members should be centered on the work of the team.
4) The office board and academic committee are responsible for making suggestions on the work direction of the laboratory until it is adjusted. When necessary, the Housing Committee has the right to organize certain topics in a unified way to tackle key problems together.
5) The person in charge of the project shall report to the laboratory on the specified date, make an academic report to the academic committee every year, and submit relevant written materials to the laboratory office for the record.
6) The laboratory encourages cooperative research, or domestic and foreign researchers bring their own projects and funds to carry out their work under laboratory conditions. 1. The public * * * funds of the laboratory are allocated by the national competent department and the Chinese Academy of Sciences; The financial department of the Institute of Physics shall supervise the use of funds according to the financial system of scientific research institutions stipulated by the state.
2. Management of laboratory public funds: the scope of payment of laboratory public funds includes: rent and utilities of public offices, construction fees of public equipment discussed and approved at office meetings, business trips, meetings, office business, academic exchanges and hospitality related to laboratory management, etc. See>. 3. The use of funds applied by the research group and the approval authority are in each research group. Postdoctoral and postgraduate research funds are all paid by the research group.
4. According to the needs of the work, the office can allocate funds from the laboratory funds for temporary research tasks.
5. The operation and maintenance expenses of relevant personnel and equipment of the test group are stipulated in other detailed rules. All instruments and property of the laboratory (including the research team) belong to the laboratory, and no one may keep them for himself. The instrument management regulations of the laboratory are as follows:

Laboratory public instruments refer to instruments and equipment purchased with laboratory public funds, including all instruments managed by the laboratory and those entrusted by the research group. The operation and maintenance costs of public instruments managed by the test team shall be borne by the test team. After the major maintenance projects are discussed and approved by the office meeting, the laboratory will undertake part or all of them. The operation and maintenance of laboratory public instruments entrusted by the research group shall be undertaken by the relevant research group.
2. The public * * * instruments managed by the test group are open indoors and outdoors, and paid services are implemented, and the relevant personnel of the test group are responsible. The public instruments managed by the research group entrusted by the laboratory should be opened to other indoor research groups for a certain period of time every year, and the expenses will be decided by the office through discussion.
3. The research group is responsible for the operation and maintenance of the instruments purchased by each research group with the funds of the research group. If people in other groups require the use of instruments, the group to which the instruments belong should actively cooperate and the operation expenses should be settled through consultation.
4. Without the approval of the office, no one shall take out the instruments, equipment and experimental devices used or kept by himself, and shall not lend, rent or use them for other purposes; Without the consent of the project leader, no one may borrow, exchange or scrap the instruments and instructions in the research group without authorization. Large-scale equipment shall be reported to the laboratory in writing before scrapping, and shall take effect after being approved by the office meeting.
5. The direct custodian has the obligation to keep the main technical data and acceptance report of the equipment, whether it is the instrument used by the company or the instrument used by the research group. The technical data of public instruments shall be sent to the test group for archiving.
6. Each instrument, equipment and experimental device must establish technical files, formulate "operating rules and precautions", and have special personnel responsible for the storage, operation, maintenance, improvement, update and development of instruments and equipment. When necessary, invited technicians can be invited to assist.
7. Instruments and equipment shall have operation records, recording the operator, date, time and operation, etc. In case of major failure or loss, the operator shall promptly report to the person in charge, organize emergency repair, and fill in the report form in detail. After the person in charge signs the opinion, report it to the competent leader of the laboratory, find out the reason and make corresponding treatment.
8. Operators of instruments, equipment and experimental devices must be familiar with and strictly abide by the "Technical Operating Rules and Precautions" of the equipment used. Visitors should receive technical training and be allowed by the person in charge before they can operate under the guidance of fixed personnel or get on the computer independently, and obey the unified arrangement of the laboratory. In case of any abnormal situation or failure, the operator shall report to the person in charge of the equipment in time and solve it properly. Anyone who fails to comply with laboratory management regulations, intentionally violates "technical operation regulations and precautions" and does not listen to advice, the person in charge of relevant equipment has the right to question or cancel his operation qualification, and report it to the laboratory for proper handling. If accidents are caused by illegal operation, losses are caused by unauthorized disassembly, theft, disasters and man-made damage are caused by improper storage or violation of safety regulations, the operator's research group shall compensate the losses in time, and I will check and bear corresponding responsibilities. Due to natural wear and tear and accidents, it can be exempted from compensation if the competent leader of the laboratory makes a conclusion after appraisal with relevant departments and signs the treatment opinion on the equipment damage report.
9. When leaving the post for a long time, the personnel responsible for the instruments and equipment should carefully hand over the instruments. By the relevant person in charge and technical personnel to take over * * * and handle the handover procedures.
10. Instruments, equipment and technical data belonging to the laboratory shall not be taken out of the room without authorization. Without approval, the technical details, experimental data and results of the improvement of experimental instruments and equipment shall not be disclosed to others, and offenders shall be treated according to the confidentiality provisions. We actively encourage all kinds of academic exchanges and cooperation in the magnetic laboratory.
1. Internal communication in the laboratory: the laboratory will often organize various forms of internal academic reports. Workers and students are obliged to make a report once a year, which can introduce the progress of work or a certain discipline or direction.
2. Communication outside the laboratory: Inviting outdoor scientists with high level to make academic reports from time to time and paying the fees.
3. Cooperative research: The ultimate goal of our cooperation is to improve our academic level. The cooperation abroad will aim at obtaining the latest information and using advanced instruments, and the cooperation in China will focus on developing our instruments and conditions in order to obtain better results. All laboratory personnel must abide by the relevant health and safety regulations and precautions of the laboratory.

2. No electric furnace shall be used unless the experiment is necessary.
