The central region includes Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan provinces. By the end of 20 15, the population reached 365 million, accounting for 26.5% of the total population in China. What new changes will occur in the central region during the "Thirteenth Five-Year Plan" period? What "sense of gain" will ordinary people have?
Building a Central City and Expanding Urban Agglomeration
According to the plan, Wuhan and Zhengzhou will be supported to build national central cities, and the status of capital cities such as Changsha, Hefei, Nanchang and Taiyuan will be strengthened, the functions of factor agglomeration, scientific and technological innovation and service will be enhanced, and the level of modernization and internationalization will be improved.
The Plan proposes to promote the "Urban Agglomeration Growth Plan"-
The first is the urban agglomeration in the middle reaches of the Yangtze River. Promote Wuhan City Circle, Changsha-Zhuzhou-Xiangtan City Group and Poyang Lake City Group to vigorously implement the innovation-driven development strategy, accelerate the establishment of a modern industrial system, enhance the comprehensive strength and competitiveness of urban agglomerations, build a modern industrial base with global influence and an important national innovation base, and create a model of ecological civilization and green urbanization.
The second is the Central Plains urban agglomeration. Based on location and transportation advantages, we will build an important advanced manufacturing industry, modern service industry base and modern comprehensive transportation hub in China, and build a core area with great development vitality in the new Eurasian Continental Bridge Economic Corridor.
The third is the Wanjiang City Belt. Accelerate the integration into the Yangtze River Delta urban agglomeration, further undertake industrial transfer, and build a demonstration area with strong industrial strength, intensive use of resources, beautiful ecological environment, affluent people's lives and comprehensive, coordinated and sustainable development.
The fourth is Jinzhong urban agglomeration. Strengthen the function of Taiyuan city, promote the development of Taiyuan-Jinzhong city, speed up the transformation and upgrading of traditional industries, and build a national resource-based economic transformation demonstration zone and an important manufacturing, cultural and tourism base.
Create advanced manufacturing corridor
According to statistics, in 20 15 years, the number of patent applications granted in six central provinces was 214,000, with an average annual increase of 19.4% in the last two years, accounting for 13.4% in the whole country. In the next five years, the central region will take new steps in innovation and development.
The plan clearly supports the construction of advanced manufacturing corridors with global influence along the Yangtze River and Beijing-Guangzhou Railway, vigorously promotes the development of strategic emerging industries in key areas such as Wuhan city circle, Changsha-Zhuzhou-Xiangtan city group and Zhongyuan city group, and studies the establishment of key demonstration bases for industrial manufacturing industries such as Pan-Changsha-Zhuzhou-Xiangtan.
At the same time, the Plan has identified a number of key emerging industrial cluster cultivation projects. During the "Thirteenth Five-Year Plan" period, the optoelectronic industry will be developed with Wuhan and Nanchang as the centers, the flat panel display industry chain will be actively built with Hefei, Wuhu and Wuhan as the centers, and Wuhan and Hefei will be supported to build a memory industry base, and Zhengzhou will build an intelligent terminal industry base.
In order to promote the development of new energy automobile industry, new energy automobile production bases such as Zhengzhou, Hefei, Wuhu, Wuhan, Nanchang and Changsha will be built during the 13 th Five-Year Plan period; With the goal of strengthening the advanced rail transit equipment industry, relying on the industrial bases in Zhuzhou, Xiangtan, Zhengzhou, Luoyang, Taiyuan, Datong, Hefei, Maanshan and other places, we will develop a new generation of green intelligent, high-speed and heavy-haul rail transit equipment system and establish a world-leading modern rail transit industry system.
In order to accelerate the development of aerospace industry, Nanchang and Jingdezhen will be supported to build national aviation industrial bases during the 13th Five-Year Plan period, and aircraft design and manufacturing will be vigorously developed to enhance the professional development capability of aviation manufacturing. Support Wuhan to build a national aerospace industry base, and Zhengzhou, Changsha and Xinyang to build Beidou navigation industry bases.
Build 20 new airports.
This "Planning" has drawn a beautiful blueprint for speeding up the construction of three-dimensional traffic network in the central region.
In terms of high-speed rail, the construction of Taiyuan-Jiaozuo, Yuanping-Datong, Zhengzhou-Jinan, Zhengzhou-Fuyang, Xi 'an-Wuhan, Datong-Zhangjiakou, Wuhan-Jiujiang, Yichang-Zhengwan high-speed rail connecting line, Hefei-Bengbu-Jiujiang and other projects will be promoted. The construction of eight intercity railways will further narrow the distance between central cities. Hefei-Lu 'an, Zhengzhou New Airport-Dengfeng-Luoyang, Jiaozuo Economic Source-Luoyang, Zhengjiao Intercity Yuntaishan Branch Line, Wuhan-Tianmen and other intercity railways have been put on the agenda.
On the highway side, during the 13th Five-Year Plan period, the Yuyangguan-Hubei Hunan section of Yichang-Zhangjiajie Expressway, Hefei-Zongyang section of Dezhou-Shangrao Expressway, Lishi-Xixian Expressway in western Sichuan, Hubei-Chongqing Expressway to Jianshi (Longli) Expressway and Hubei Chibi Yangtze River Highway Bridge will be built.
In terms of airports, 20 new projects will be built during the 13th Five-Year Plan period, including Anyang, Xinyang, Shangqiu, Lushan, Fuzhou, Ruijin, Shangrao, Yueyang, Wugang, Loudi, Jingzhou, Xiangxi, Chenzhou, Ezhou/Huanggang, Wuhu/Xuancheng, Bengbu, Bozhou, Chuzhou, Suzhou and Shuozhou.
According to statistics, in 20 15 years, the gross domestic product (GDP) in the central region reached 14.7 trillion yuan, with an average annual growth rate of1.6%, which was 2. 1 percentage point higher than the national average, accounting for1percentage point of the national economic total. Standing at a new historical starting point, the central region will accumulate wealth and create a new situation of all-round rise.
