City Science and Technology Award is divided into three awards:
(1) Award for Special Contribution to Science and Technology;
(2) Science and Technology Progress Award;
(3) patent award. Fifth municipal administrative department of science and technology is responsible for the evaluation, organization and management of municipal science and technology awards.
The Municipal People's Government shall set up the Municipal Science and Technology Award Evaluation Committee, which shall be responsible for the evaluation of the Municipal Science and Technology Award.
The Municipal Science and Technology Award Evaluation Committee is composed of experts, scholars and administrative personnel of science and technology in related fields, of which the administrative personnel of science and technology shall not exceed one tenth of the total number of members of the evaluation committee; Candidates are proposed by the municipal administrative department of science and technology and approved by the Municipal People's government.
The Municipal Science and Technology Award Evaluation Committee employs experts from various industries to form an expert group to participate in the evaluation of the Municipal Science and Technology Award in accordance with the provisions of these Measures. Chapter II Award Setting and Award Scope Article 6 The Municipal Award for Special Contribution to Science and Technology shall be reviewed every two years, regardless of grade. If there are no qualified candidates, they can be vacant.
The municipal science and technology progress award is divided into grand prize, first prize and second prize, which is reviewed once a year. The total number of winning projects at each time shall not exceed 100, including more than 5 grand prize projects and no more than 15 first prize projects.
City patent award is divided into first prize and second prize, which is reviewed once a year. The total number of winning projects at each time is not more than 30, of which the first prize projects are not more than 5. Seventh city science and technology special contribution award each time the number of awards is not more than 2.
The Municipal Science and Technology Progress Award is awarded to the main finishers who directly participate. The number of individual winners of the grand prize and the first prize shall not exceed 15, and the second prize shall not exceed 10.
The number of individual patent awards in this Municipality shall not exceed 6. Eighth meet one of the following conditions, awarded the special contribution award of science and technology:
(1) Having made great achievements in the frontier field of science and technology, especially in the field of high and new technology, causing breakthrough development in disciplines or related disciplines and making particularly significant contributions to promoting social development;
(two) in the process of technological innovation, the transformation of scientific and technological achievements, and the industrialization of high and new technologies, major technological inventions and technological innovations have been made, creating huge economic or social benefits. Ninth meet one of the following conditions, awarded the Municipal Science and Technology Progress Award:
(a) in the implementation of technology development projects, scientific and technological achievements such as products, technologies, processes, materials, designs and biological varieties with market value have been completed, and significant technological innovations and remarkable economic or social benefits have been achieved;
(two) in the popularization and application of advanced scientific and technological achievements and the realization of high-tech industrialization, it has achieved remarkable economic or social benefits;
(three) in the implementation of social welfare projects, engaged in scientific and technological undertakings and soft science research, and achieved remarkable social benefits;
(four) in the implementation of major projects, actively apply advanced science and technology to promote scientific and technological innovation, and its technical level has reached the domestic advanced level;
(five) popular science works have obvious effects on improving citizens' scientific literacy, creating an environment for scientific and technological innovation, and promoting the spirit of scientific innovation.
Item (4) of the preceding paragraph is only granted to organizations. Tenth meet the following conditions at the same time, awarded the municipal patent award:
(1) Having independent intellectual property rights;
(2) Not invented or made public by predecessors;
(3) Being advanced and creative;
(four) after the implementation of the patent, it has achieved remarkable economic or social benefits. Chapter III Recommendation Article 11 The recommendation system shall be implemented for the Municipal Science and Technology Awards.
The following units or individuals may recommend candidates or candidate projects for the Municipal Science and Technology Award to the municipal administrative department of science and technology:
(1) Academician of China Academy of Sciences and Academician of China Academy of Engineering;
(2) large and medium-sized enterprises;
(3) Universities and research institutes stationed in Zhengzhou;
(4) Departments, directly affiliated institutions and agencies of the Municipal People's Government;
(five) the county (city) and district administrative departments of science and technology;
(6) Trade associations and societies. Twelfth any of the following circumstances, shall not be recommended to declare the municipal science and technology award:
(a) the intellectual property rights are controversial;
(2) the unit or person who completed the scientific and technological achievements is controversial;
(three) has won the national or provincial science and technology award;
(four) the relevant license should be obtained according to law without the approval of the administrative authority;
(five) involving national defense and national security and the need for confidentiality according to law.
