Can a patent application not require disclosure?

Patents are publicly protected. You should tell the public what you don't want others to do, and you should write enough content to support why you can't let the public do it. If you don't tell others what you are not allowed to do, why don't you let others do this and that, then the patent should still be made public. If you really don't want to make it public, you can apply for a secret patent, but the secret patent must have a significant impact on national security. Not everything can be regarded as a confidential patent. Even if you define it as a confidential patent application, it will still be made public.
