Article 2 Scope of confidentiality
1. Important invention projects or new technologies, new processes, new materials, new equipment, and new products pioneered in my country;

3. Technical know-how and traditional craftsmanship that are not available abroad or exist abroad but are confidential, as well as important foreign scientific and technological research results that are confidential;
4. The confidential parts of the imported technology that are stipulated in the agreement between the two parties, as well as the major reform parts of the imported technology; 5. Undisclosed long-term plans, annual plans, and key projects for scientific research and scientific and technological development, As well as scientific and technological files, intelligence data, physical samples and their sources that affect the overall situation and may cause major economic losses if leaked;
6. Defined plans and countermeasures that need to be kept confidential in international scientific and technological cooperation and exchanges;
7. Agricultural, livestock, livestock, poultry and other varieties and precious germplasm resources unique to my country or our province;
8. Traditional Chinese medicine prescriptions and processing techniques with special curative effects, Unique medical diagnosis and treatment technology, technical know-how in the cultivation, processing and preparation of Chinese herbal medicine, and health research data;
9. Key contents of major scientific and technological projects that are being researched and trial-produced in my country. Article 3 Classification of confidentiality levels of confidential projects
Science and technology confidential projects are divided into four levels: top secret, secret, secret and internal according to their economic and technical value and social benefits.
1. Top secret
1. Science and technology projects that involve national security or have a significant impact on national political and economic interests, and that once leaked will cause serious harm and heavy losses to the country;
2. Scientific and technological achievements that are world-leading or have breakthroughs and will lose some advantage in the international market once leaked;
3. my country's unique technical know-how and traditional craftsmanship with high economic value.
2. Confidentiality
1. Scientific and technological achievements that exceed or reach the international advanced level, have important economic value, and can significantly improve the competitiveness of our country's products in the international market;
2. Scientific and technological achievements that play an important role in opening up and expanding the international market for our country's products, as well as our country's and our province's unique technical know-how, important equipment, and core parts of traditional craftsmanship;
3. The key technologies for innovative transformation of imported technologies, equipment and instruments are not available or disclosed abroad.
3. Secret
1. Projects that are significant improvements to existing technologies or processes, have certain economic value, and will cause certain technical and economic losses once the secrets are leaked;
2. Animal and plant species unique to my country and our province, as well as precious germplasm resources, marine resources, etc.;
3. New products, new processes, etc. that have been successfully researched through the introduction of foreign technical data, such as scientific and technological projects that may cause patent or technical rights disputes when disclosed abroad;
4. Important intelligence materials, physical samples and their sources that need to be kept confidential.
4. Internal
Projects that do not belong to the above three confidentiality levels and are only confidential to foreign countries or not suitable for disclosure within a certain period of time.
Each confidential project must delineate specific technical confidentiality content. The names, functions and publicly available technologies of confidential projects are generally not kept confidential. However, if the information must be kept confidential due to national defense or economic needs, it shall be kept confidential. Article 4 Approval Authority for Confidential Projects
1. For any science and technology projects that win national awards (Invention Award, Natural Science Award, Science and Technology Progress Award), the project applicant unit shall put forward confidentiality opinions and submit them to the provincial government. Review by the Science and Technology Commission and submit to the National Science and Technology Commission for approval.
Projects of various units of the State Council stationed in Shandong must be reported to the competent department and the National Science and Technology Commission to determine the confidentiality level, and a copy must be sent to the Provincial Science and Technology Commission.
2. All new technologies, new processes, new materials, new equipment, new products that are the first of our country, as well as confidential projects in paragraphs 2, 3 and 4 of Article 2, shall be classified according to their affiliation. The relationship will be reviewed by the competent department, a confidentiality opinion will be proposed, approved by the Provincial Science and Technology Commission, and reported to the National Science and Technology Commission for filing.
3. For any confidential items belonging to paragraphs 5, 6, 7 and 8 of Article 2, the competent unit shall put forward confidentiality classification opinions according to the affiliation relationship and report them to the city (prefecture) where they are located. The application shall be approved by the Science and Technology Commission or the provincial competent department and submitted to the Provincial Science and Technology Commission for filing.
4. The approval of national defense science and technology confidentiality projects shall be handled in accordance with the relevant regulations on national defense confidentiality. Article 5 Confidentiality period
The confidentiality period for invention projects shall not exceed ten years in principle, and the confidentiality period for other confidential items shall not exceed seven years in principle. Under normal circumstances, it will be automatically decrypted upon expiration.
Each unit must clean up the classification level of confidential projects in the fourth quarter of each year and handle declassification, declassification, upgrade and renewal (i.e. extending the confidentiality period). Any foreign science and technology that is no longer classified or is no longer advanced must be declassified or downgraded; science and technology that needs to be classified as confidential or have a higher classification level must be upgraded in a timely manner. Lifting and changing the classification level shall be handled in accordance with the approval authority specified in Article 4. Article 6: All units must do a good job in the management of scientific and technological confidential archives, provide necessary storage facilities, and establish a strict management system. Archives of confidential scientific and technological projects should be accurately marked with confidentiality levels.
All top-secret scientific and technical information can only be used by designated units and personnel who directly need it. Personnel who are only partially related to the work can only access the relevant parts; if it is confidential, it can only be used by direct needs. It can be used by units and personnel; the secret level can be used by work-related units and personnel; the internal level can only be accessed and used by foreigners.
