National scholarships are selected once every academic year, and equal evaluation is carried out. The number of national scholarships for central universities shall be determined by the Ministry of Finance in consultation with relevant departments. The number of national scholarships for local colleges and universities is determined by the provinces (autonomous regions and municipalities directly under the Central Government) according to the total number of people determined by the Ministry of Finance and the Ministry of Education, as well as the number, category, educational level, educational quality, number of students and other factors. In the allocation of national scholarship places, it is necessary to properly tilt the universities with higher education level and universities with special disciplines such as agriculture, forestry, water, mineral resources, petroleum and nuclear.
2. Graduate students
The central government funded the establishment of a national scholarship for graduate students, which is used to reward full-time graduate students with outstanding achievements in ordinary colleges and universities (hereinafter referred to as colleges and universities). National graduate scholarships are awarded to 45,000 graduate students every year. Among them, there are 654.38 million doctoral students and 35,000 master students. The national scholarship award standard for doctoral students is set at 30 thousand yuan per student per year; The national scholarship award standard for graduate students is set at 20 thousand yuan per student per year.
