Article 1: In order to encourage independent innovation, promote scientific and technological progress, accelerate the transformation and industrialization of outstanding scientific and technological achievements, and promote economic and social development, in accordance with the "Science and Technology Progress Law of the People's Republic of China" and " These measures are formulated based on laws and regulations such as the Zhejiang Provincial Science and Technology Progress Regulations and the Hangzhou Science and Technology Progress Regulations, combined with the actual conditions of Hangzhou. Article 2 The Municipal People's Government establishes the Hangzhou Science and Technology Progress Award to reward outstanding scientific and technological achievement projects as well as units and individuals that have made outstanding achievements in scientific and technological progress activities. Article 3 The recommendation, review and award of the Municipal Science and Technology Progress Award shall be based on the principles of openness, fairness and impartiality. Article 4 The municipal science and technology administrative department is responsible for the organization and implementation of scientific and technological progress awards. Article 5 The Municipal Science and Technology Progress Award is divided into Outstanding Contribution Award and First, Second and Third Prize. The amount of bonus for each award shall be proposed by the Municipal Science and Technology Administrative Department in conjunction with the Municipal Finance Department and reported to the Municipal People's Government for decision. If the amount of the bonus needs to be adjusted according to the level of economic and social development, the municipal science and technology administrative department shall work together with the municipal finance department to formulate a plan and submit it to the Municipal People's Government for approval before implementation.

The Municipal Science and Technology Progress Award is selected once a year, and each time there is no more than one outstanding contribution award, no more than 5 first prizes, no more than 15 second prizes, and no more than 60 third prizes. , the above various awards can be missing.

The Outstanding Contribution Award is selected from the first-prize projects to encourage scientific and technological achievement projects that have made special contributions to the city's economic construction and social development. Article 6 Those who meet one of the following conditions may be awarded the Municipal Science and Technology Progress Award:

(1) Make major breakthroughs at the forefront of science and technology and make important contributions in basic research or applied research in the field of natural sciences, The results have been recognized by the same industry;

(2) Have made major technological inventions, obtained independent intellectual property rights, and created significant economic benefits in the products, processes, materials, and systems developed using scientific and technological knowledge; or Social benefits;

(3) Promote the application of advanced scientific and technological achievements in the implementation of technology development, social welfare, national security, major projects and other projects in this city, and achieve significant economic benefits or social benefits;

(4) Those who have made breakthroughs in research on management science, decision-making science and science popularization, have an important guiding role in the economic and social development of this city, and have been proven to have remarkable results in practice. Article 7 Those who meet one of the following conditions can apply for the Municipal Science and Technology Progress Award:

(1) Have obtained the registration certificate for scientific and technological achievements at or above the provincial level within 3 years before application;

(2) Obtain the invention patent right, and have implemented it and achieved significant economic or social benefits;

(3) Obtain the national new drug certificate or the agricultural new product approved by the provincial level or above. variety. Article 8 Application projects for the Municipal Science and Technology Progress Award are recommended by the following units:

(1) District, county (city) science and technology administrative departments and science and technology associations;

(2) ) All departments, directly affiliated units and dispatched agencies of the Municipal People's Government;

(3) Social groups and other organizations entrusted by the municipal science and technology administrative department;

(4) Municipal universities and scientific research institutions.

Projects that have received scientific and technological progress awards at or above the provincial level are no longer recommended to apply for the municipal scientific and technological progress award. Article 9 The Municipal People's Government has established the Hangzhou Science and Technology Progress Award Committee (hereinafter referred to as the Municipal Award Committee), which is responsible for reviewing and approving Hangzhou Science and Technology Progress Award projects, and providing opinions and suggestions for the city's science and technology award work. The daily work of the Municipal Award Committee is undertaken by the municipal science and technology administrative department.

The Municipal Award Committee hires experts from various industries to form an expert group to participate in the evaluation of the Municipal Science and Technology Progress Award in accordance with the provisions of these measures. Article 10: Projects applying for the Municipal Science and Technology Progress Award shall be publicized by the Municipal Science and Technology Administrative Department in relevant media, and the publicity period shall not be less than 15 days.

If any unit or individual has objections to the declared project and its implementer, they may raise objections to the municipal science and technology administrative department during the publicity period. Article 11: The scientific and technological achievement projects that have been announced as meeting the application conditions shall be classified and submitted by the municipal science and technology administrative department to the industry review team for preliminary review.

The industry review group referred to in the preceding paragraph shall be composed of a number of experts in the industry randomly selected from the expert database by the municipal science and technology administrative department.

The industry review team shall provide preliminary grade review opinions on the submitted projects in accordance with the Municipal Science and Technology Progress Award assessment standards through a combination of collective review and individual scoring. Article 12 After the applied projects are initially reviewed by the industry review group, the municipal science and technology administrative department will summarize and formulate recommendations for award projects and reward levels. Among them, projects for outstanding contribution awards and first prizes will be submitted to the expert group for comprehensive review and defense. , the expert group will provide review opinions. Article 13 The award projects, award level suggestions and main information of the candidates formulated by the municipal science and technology administrative department shall be publicized on the municipal science and technology government affairs website or other media facing the public, and the publicity period shall be no less than 15 days.

If units and individuals have objections to the announced award projects, award level recommendations, and main candidates’ information, they shall submit written objections to the municipal science and technology administrative department within the publicity period, and the municipal science and technology administrative department shall The verification shall be completed within 30 days after the expiration of the publicity period. If the verification cannot be completed within 30 days due to complicated circumstances, the objectionable award project shall not enter the next review process. Projects that have been verified one year after the expiration of the publicity period shall be re-recommended in accordance with the provisions of these Measures.
