For all kinds of enterprises, non-public organizations and freelancers, we should try our best to gradually promote the level of professional titles. For a few people who meet the requirements in terms of total professional years, the total professional years will be increased by 1 year for each lower-level post, and the corresponding level titles will be declared under the same conditions.

(4) Encourage civil servants to work in enterprises and institutions. High-level talents exchanged by the party and government organs to serve in enterprises and institutions may directly declare the corresponding series (professional) level titles under the same conditions, except for the series (majors) of "taking the test instead of evaluating". In addition, college graduates employed by non-staff institutions enjoy the same treatment as the titles identified and evaluated by the examination, and are not limited by the number of posts. Those who are still employed as non-staff personnel after obtaining the qualification shall be converted into non-staff personnel and their length of service shall be calculated together.
