Notice of the Ministry of Machinery Industry on printing and distributing the measures for the appraisal of scientific and technological achievements in machinery industry

Chapter I General Provisions Article 1 In order to strengthen the management of appraisal of scientific and technological achievements in the machinery industry (hereinafter referred to as scientific and technological achievements), correctly evaluate the level of scientific and technological achievements, ensure the quality of appraisal of scientific and technological achievements, and promote the popularization and application of scientific and technological achievements, these measures are formulated in accordance with the Measures for Appraisal of Scientific and Technological Achievements and the Rules for Appraisal of Scientific and Technological Achievements (for Trial Implementation) of the State Science and Technology Commission and in combination with the specific conditions of the machinery industry. Article 2 Appraisal of scientific and technological achievements refers to the scientific and technological management activities in which the relevant government departments employ experts from the same industry to examine and evaluate scientific and technological achievements in accordance with the prescribed forms and procedures, and make corresponding conclusions. Chapter II Appraisal Management Article 3 Appraisal work shall be under the centralized management of the Department of Science, Technology and Quality Supervision of the Ministry (hereinafter referred to as "the organization appraisal unit"). The organization appraisal unit may directly preside over the appraisal, or entrust the relevant unit (hereinafter referred to as the authorized organization appraisal unit) to preside over the appraisal according to the specific situation and work needs. In principle, the planned scientific and technological achievements are authorized by the planning department to organize appraisal. The appraisal of unplanned scientific and technological achievements shall be examined and approved by the Science and Technology Quality Supervision Department of the Ministry. Fourth scientific and technological achievements of the completion of the unit can not be used as the host of scientific and technological achievements appraisal. Chapter III Scope of Appraisal Article 5 The scope of appraisal stipulated in these Measures refers to the applied technological achievements listed in the national and Ministry science and technology plans (hereinafter referred to as the science and technology plans) and a few major applied technological achievements outside the science and technology plans, and shall be appraised in accordance with these Measures.

(1) The national science and technology plan includes all kinds of major science and technology plans of the State Science and Technology Commission, the State Planning Commission and the State Economic and Trade Commission.

(2) The Ministry's science and technology plan includes: the machinery industry science and technology development plan (new product trial production and scientific research) issued by the Ministry; Scientific and technological development of automobile industry and trial production plan of new products; Education Pre-research Fund Project; Trial production and scientific research plan of military special mechanical products and mobilization products; Survey and design system * * * scientific research and construction project plan; Machinery industry technology development fund projects and other scientific and technological plans.

(3) Unplanned major applied technological achievements refer to creative, advanced (above the domestic advanced level) and practical achievements made to solve a technical problem, including new products, new technologies, new processes, new materials and new designs. Article 6 The achievements of applied technology completed in the implementation of the science and technology plan may also be evaluated and identified through other forms. Seventh the following scientific and technological achievements are not identified:

(a) basic theoretical research results;

(two) soft science research results;

(3) Applied technological achievements for which patents have been applied (except those for which some patents have been applied);

(4) Applied technological achievements that have been transferred and implemented;

(five) the universal application of technological achievements developed by enterprises and institutions;

(6) Scientific and technological achievements that must be confirmed by statutory specialized agencies as stipulated by national laws and regulations;

(seven) in violation of the provisions of national laws and regulations, have a destructive impact on public interests and national resources, and cause pollution hazards to the ecological environment (including projects that do not meet the national standards for the discharge of three wastes).

Measures for acceptance and evaluation of other scientific and technological achievements such as basic research and soft science research within the science and technology plan shall be stipulated separately.

No unit may use the format of "Appraisal of Scientific and Technological Achievements" for scientific and technological achievements that have not been appraised and can be evaluated by other methods. Chapter IV Forms of Appraisal Article 8 Appraisal is divided into three forms: detection appraisal, meeting appraisal and letter appraisal, all of which have the same effect. Ninth organizations and authorized organizations can choose the following forms according to the characteristics of scientific and technological achievements:

(1) detection and identification

Detection and appraisal refers to the professional technical testing institutions designated by the organization appraisal unit or authorized organization appraisal unit and approved by the state, departments or provinces and cities, which conduct technical index test and performance evaluation on the identified scientific and technological achievements and make appraisal conclusions. The test report issued by professional technical testing institutions is the main basis for testing and appraisal. When necessary, the organization appraisal unit or authorized organization appraisal unit may employ three to five peer experts to set up a testing and appraisal expert group and put forward comprehensive evaluation opinions.

The detection and appraisal of scientific and technological achievements of military special machinery shall be carried out in accordance with the inspection requirements of the relevant departments of the national defense industry, or by professional technical inspection institutions in accordance with relevant national standards.

(2) Meeting evaluation

Conference appraisal refers to the appraisal committee composed of experts hired by the organization appraisal unit or authorized organization appraisal unit to review and evaluate the identified scientific and technological achievements and make appraisal conclusions.

The appraisal committee consists of seven to fifteen people, and the appraisal conclusion must be passed by more than two thirds of the experts of the appraisal committee.

(3) Letter authentication.

Letter appraisal refers to the appraisal institution or authorized institution hiring peer experts to form a letter appraisal group, which evaluates the identified scientific and technological achievements through a written review of relevant technical data and makes appraisal conclusions. The letter review group consists of five to nine people, and the appraisal conclusion must be formed on the basis of more than three-quarters of the opinions of the letter review experts. Article 10 The peer experts hired by an organization appraisal unit or an authorized organization appraisal unit shall meet the following conditions:

(a) with senior technical positions or titles (under special circumstances, with intermediate technical positions of young and middle-aged scientific and technological backbone shall not exceed a quarter);

(two) have rich theoretical knowledge and practical experience in the identified scientific and technological achievements, and be familiar with the technical development in this field at home and abroad;

(3) Having good scientific ethics and professional ethics;

(four) the experts involved in the appraisal shall keep the technical secrets of the appraised scientific and technological achievements.

The personnel of scientific and technological achievements completion units and planning departments or entrusted units shall not participate in the appraisal of achievements as peer experts.
