Can patent license rights be transferred?

First of all, patent implementation licensing means that the owner of a patented technology or its licensor allows others to implement the patent they own in a certain period, in a certain region, and in a certain way, and charges usage fees from others. The transferee of a patent implementation license only obtains the right to implement the patented technology, and the ownership of the patent remains in the hands of the transferor. Therefore, after the patent is licensed, the right holder has the right to transfer the patent. After the patent is transferred, the transferee becomes the new legal patentee and can also enter into a patent transfer contract or a patent implementation license contract with others. Since a patent license contract has mutual rights and obligations for both parties, the consent of the licensee must be obtained when transferring. There are no specific provisions in the Patent Law.
