Chapter 1 General Provisions
Article 1 is to implement the strategy of strengthening the police through science and technology, standardize the promotion of public security scientific and technological achievements, improve the public security scientific and technological innovation system, and promote the transformation of scientific and technological achievements into public security combat effectiveness. According to The "Interim Measures for the Management of National Science and Technology Plan Projects" and the "Measures for the Management of Key National Science and Technology Achievements Promotion Plans" and other relevant regulations are formulated based on the actual situation of public security.
Relevant regulations:
Article 2 The Ministry of Public Security’s scientific and technological achievements promotion project (hereinafter referred to as the “promotion project”) refers to the promotion of new technological means, technical equipment, application systems and management models. New technologies, new products, new methods and other projects determined by the application of scientific and technological achievements in the fields of public security work and social security.
Article 3 Any unit that meets the conditions stipulated in these Measures may apply for promotion projects in accordance with the procedures stipulated in these Measures; the public security science and technology management department at or above the provincial level may also, based on the needs of public security work, all units that stipulate the conditions. Promotion projects may be applied for in accordance with the procedures stipulated in these Measures; public security science and technology management departments at or above the provincial level may also publicly solicit promotion projects based on the needs of public security work.
Article 4 According to the degree of public security business needs, the scope of promotion and application fields, the complexity of technological innovation, the role of project promotion and social and economic benefits, promotion projects can be divided into major projects, key projects, guidance projects, etc. Three levels.
Article 5 Promotion projects shall be coordinated with the Ministry of Public Security’s scientific research projects, standard projects, scientific and technological achievement awards and equipment plans.
Chapter 2 Organization and Management
Article 6 Promotion projects shall be managed and organized at two levels by the Ministry of Public Security and provincial public security organs. The Science and Technology Bureau of the Ministry of Public Security is responsible for the centralized management, guidance and coordination of promotion projects, and the relevant business bureaus are responsible for the review and implementation of relevant promotion projects. The Science and Technology Department of the provincial public security organ is specifically responsible for the implementation and management of promotion projects in the region, and formulates the scientific and technological achievements promotion project plan of the public security department (bureau) of the province (autonomous region, municipality directly under the Central Government).
Article 7 The main responsibilities of the Science and Technology Bureau of the Ministry of Public Security are:
(1) Formulate and publish annual promotion project guides, and prepare annual Ministry of Public Security scientific and technological achievements promotion project plans;
(2) Responsible for recommending national promotion projects to the Ministry of Science and Technology and relevant ministries and commissions and organizing their implementation;
(3) Organizing the implementation, supervision and acceptance of key projects and major projects in conjunction with relevant departments ;
(4) Responsible for the management and supervision of promotion project funds;
(5) Organize national public security science and technology achievement exhibitions, seminars and other promotion activities.
Article 8 The main responsibilities of the public security departments and bureau science and technology departments of each province, autonomous region, and municipality directly under the Central Government are:
(1) Responsible for organizing the application and review of ministerial-level promotion projects;

(2) Coordinate and organize the implementation of ministerial-level promotion projects in the region;
(3) Assist the Ministry of Public Security in supervising and inspecting the implementation of promotion projects and the use of funds in the region;
(4) Formulate annual public security department and bureau scientific and technological achievements promotion project plans and organize their implementation;
(5) Responsible for other related scientific and technological achievements promotion work.
Article 9 The main responsibilities of each business bureau of the Ministry of Public Security are:
(1) Responsible for reviewing the necessity of applied promotion projects;
(2) )Assist the Ministry of Science and Technology Bureau to organize experts to demonstrate the applied promotion projects;
(3) Put forward suggestions on the level of promotion projects;
(4) Responsible for organizing the promotion projects in this system implementation work.
Article 10 The main responsibilities of the promotion project undertaking unit:
(1) Strictly implement the contract and complete the target tasks;
(2) Report the promotion project truthfully Annual completion status and use of funds;
(3) Accept supervision and inspection of the implementation of promotion projects by the Ministry of Public Security and Public Security Department (Bureau);
(4) Report promotion projects in a timely manner Implementation problems.
Chapter 3 Project Establishment
Article 11 Principles of Options for Promotion Projects:
(1) Advanced technology, guiding and promoting public security science and technology , can solve the urgent technical problems in public security business;
(2) The technology is mature and applicable, and can be promoted and applied in a certain range, and can provide technical support for special public security struggles;
(3) The technology has wide coverage and strong radiation ability, which can increase the technical content of the public security grassroots actual combat units;
(4) The technology has significant social benefits and can improve the public security organs’ ability to carry out social security technical prevention and combat illegal and criminal activities;
(5) Scientific and technological achievements comply with national laws and regulations, and there is no dispute in terms of intellectual property rights.
Article 12 Any unit that applies for a scientific and technological achievement promotion project must meet the following conditions:
(1) Have an independent or relatively independent legal status;
(2) Have the technical and management talents required for promotion projects;
(3) Have the operating mechanism and coordination capabilities required to complete promotion projects;
(4) Have relatively Strong technical service capabilities;
(5) Have good credibility.
Article 13 The applicant should provide the following materials:
(1) "Declaration Form for the Promotion of Scientific and Technological Achievements Project of the Ministry of Public Security" in triplicate;
( 2) Scientific and technological achievements appraisal certificate or other corresponding evaluation materials (evaluation reports, review opinions, acceptance reports, patent certificates, test reports issued by quality inspection agencies at or above the provincial and ministerial levels, etc.);
(3) Already Application status report issued by the implementing unit;
(4) Relevant technical standards or technical specifications, user manuals;
(5) Relevant materials and certificates for the conditions specified in Article 12 . The contents of the above-mentioned technical information and related documents must be true and reliable, and the sources of cited literature and materials must be stated.
Article 14 The applicant unit shall apply to the Science and Technology Department of the provincial public security agency in its location in accordance with the Ministry of Public Security’s annual scientific and technological achievements promotion project guide. The Science and Technology Department of the provincial public security agency shall organize experts to conduct a preliminary review of the applied project, and Sign the review opinions and submit the application materials to the Science and Technology Bureau of the Ministry of Public Security before the end of March each year.
Promotion projects of various business bureaus, ministry-affiliated scientific research institutes, colleges, associations, and societies of the Ministry of Public Security can be reported directly to the Ministry of Science and Technology Bureau.
Article 15 The Science and Technology Bureau of the Ministry of Public Security shall classify and summarize the applied promotion projects and send them to the relevant business bureaus of the Ministry for project approval opinions, and then the Science and Technology Bureau of the Ministry of Public Security will organize or entrust the relevant business bureaus to organize a review team Conduct promotion project reviews. The review work adopts expert review method, and the review team consists of no less than 7 members. Evaluate the applied promotion projects from the aspects of completeness of relevant technical data, project applicability, effectiveness, economy, technological advancement, etc., and form expert review opinions.
Article 16 The expert evaluation opinions of the comprehensive evaluation team of the Science and Technology Bureau of the Ministry of Public Security and the promotion project grading suggestions of the relevant business bureaus of the Ministry of Public Security shall be used to determine the Ministry of Public Security's annual scientific and technological achievement promotion projects, which shall be reported to the leaders of the Ministry for approval before implementation. Non-confidential projects may be released to the public in the media.
Chapter 4 Project Implementation Management
Article 17 For projects included in the Ministry of Public Security’s annual scientific and technological achievements promotion project plan, the Science and Technology Bureau of the Ministry of Public Security shall determine the assessment objectives and projects in the form of a contract Rights and Obligations of the Parties.
Article 18 The implementation of promotion projects may take the form of organizing the construction of demonstration projects, trial trials of product equipment, holding technology application training courses, exchanges and demonstrations, exhibitions, etc.
Article 19 Project undertaking units and user units should raise promotion funds through multiple channels to ensure the smooth implementation of promotion projects. The Ministry of Public Security can provide appropriate funding based on the specific circumstances of the promotion project. Funding funds are mainly used for personnel technical training, pilot equipment purchase, demonstration project construction, scientific and technological consulting, etc. related to the promotion project. Project funds are earmarked for exclusive use and may not be misappropriated.
Article 20 An annual reporting system shall be implemented for promotion projects.
The project undertaking unit shall submit a promotion project implementation report to the Science and Technology Department of the provincial public security organ before the end of each year. After review and summary, it shall be submitted to the Science and Technology Bureau of the Ministry of Public Security before the end of January of the following year. The implementation status of promotion projects of various business bureaus, ministry-affiliated scientific research institutes, colleges, associations, and societies of the Ministry of Public Security can be reported directly to the Ministry of Science and Technology Bureau. The Science and Technology Bureau of the Ministry of Public Security should inform public security agencies nationwide about the implementation status of the promotion project.
Article 21 After completing the promotion project tasks, the project undertaking unit shall apply to the Science and Technology Bureau of the Ministry of Public Security for acceptance and shall provide the following documents and information:
(1) " "Ministry of Public Security's Scientific and Technological Achievements Promotion Project Acceptance Application" in triplicate;
(2) Promotion project approval document, "Ministry of Public Security's Scientific and Technological Achievements Promotion Project Contract";
(3) With The technology contract signed by the project implementation unit, the application status report and benefit certificate of the implementation unit;
(4) Implementation summary report, final account report and user opinions, etc.
Article 22: Guidance projects in promotion projects shall be inspected and accepted by the Science and Technology Department of the provincial public security organ where the unit responsible for the promotion project is located, entrusted by the Science and Technology Bureau of the Ministry of Public Security. Key projects and major projects shall be inspected and accepted by the Science and Technology Bureau of the Ministry of Public Security or the relevant ministry business bureaus entrusted by the Science and Technology Bureau of the Ministry of Public Security.
The guidance projects of the Ministry of Public Security’s business bureaus, ministry-affiliated scientific research institutes, colleges, associations, and societies shall be inspected and accepted by the Ministry’s Science and Technology Bureau or the relevant business bureaus entrusted by the Ministry’s Science and Technology Bureau.
Article 23 The unit in charge of acceptance shall hire representatives and experts from relevant parties to form an acceptance team to conduct acceptance. The main contents of the acceptance inspection are:
(1) Whether the assessment objectives specified in the contract are met;
(2) Whether the technical data are complete and in compliance with regulations;
( 3) Analysis of economic and social benefits;
(4) Existing problems and suggestions for improvement.
Article 24 For promotion projects that pass acceptance, the Science and Technology Bureau of the Ministry of Public Security will issue the "Ministry of Public Security Science and Technology Achievements Promotion Project Acceptance Certificate".
Article 25 The Science and Technology Bureau of the Ministry of Public Security will commend units and individuals that have made outstanding contributions in the implementation of promotion projects.
Article 26 For those who fail to fulfill the contract provisions and fail to complete the promotion tasks, the Science and Technology Bureau of the Ministry of Public Security will, depending on the specific circumstances, cancel the promotion project, recover the funding, or suspend the unit undertaking the promotion project. Chapter 5 Supplementary Provisions
Article 27 The public security departments and bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government may refer to these measures to formulate management measures for scientific and technological achievements promotion projects in their respective regions.
Article 28 The Science and Technology Bureau of the Ministry of Public Security is responsible for the interpretation of these Measures.
Article 29: The "Declaration Form for the Promotion Project of Scientific and Technological Achievements of the Ministry of Public Security", the "Contract for the Promotion Project of Scientific and Technological Achievements of the Ministry of Public Security", the "Application Form for the Acceptance of the Promotion Project of Scientific and Technological Achievements of the Ministry of Public Security" and The format of the "Acceptance Certificate for the Science and Technology Achievements Promotion Project of the Ministry of Public Security" is uniformly formulated by the Science and Technology Bureau of the Ministry of Public Security.
Article 30 These Measures shall come into effect from the date of promulgation. If previous regulations on the management of scientific and technological achievements promotion projects conflict with these Measures, these Measures shall prevail.
