January

January 1

The 12th Five-Year Plan officially begins. The policy cycle of China's 12th Five-Year Plan for National Economic and Social Development and the "Twelfth Five-Year Plan" is from 2011 to 2015. In terms of formulation procedures, in the second half of 2009, various ministries, commissions, provinces, and municipalities have initially completed the planning of their own fields and regions and unified them to the State Council to prepare the national "Twelfth Five-Year Plan", which will be finalized in the second half of 2010. The draft proposal was discussed at the Fifth Plenary Session of the 17th CPC Central Committee and then submitted to the National Two Sessions in March 2011 for review and approval and implementation. At present, research on preliminary topics of the “Twelfth Five-Year Plan” in various ministries, commissions, provinces, and municipalities has been launched.

January 2

(1) The Beijing Municipal Government issued regulations to allocate vehicle quotas through a free lottery. The total quota for small passenger cars in 2011 was 240,000 units, of which individuals accounted for 88%.

(2) Implementation of the "2011 Tariff Implementation Plan". According to the plan, a sliding tax will be implemented on a certain amount of cotton imported outside the quota. The quota tax rate for the three chemical fertilizers of urea, compound fertilizer and diammonium hydrogen phosphate shall be 1.

(3) According to the "Implementation Measures for Point-based Household Registration for Migrant Workers in Zhuhai", migrant workers with 80 points or more can apply for household registration in Zhuhai from March to May every year after 2011.

(4) Smoking will be completely prohibited in all indoor public places, indoor workplaces, public transport vehicles and other possible outdoor workplaces in mainland China.

January 11

(1) China’s new generation stealth fighter, the J-20, successfully conducted a test flight. According to statistics, the first flight of the J-20 fighter jet in January this year lasted only 20 minutes, while the second test flight on April 17 lasted about 85 minutes. The J-20 took off at 4:25 pm on the 17th and landed at 5:50 pm.

(2) Tai-Zhongyin Railway was completed and opened to traffic. The Taizhongyin Railway starts from Taiyuan City, Shanxi Province in the east, to Zhongwei City and Yinchuan City in the Ningxia Hui Autonomous Region in the west, traversing southwestern Shanxi Province, Yulin City in our province, and the central and northern parts of the Ningxia Hui Autonomous Region. The total length of the line is 944 kilometers, with a total project investment of 30.32 billion. Yuan. The Taizhongyin Railway passes through six counties in Yulin City: Wubao, Suide, Zizhou, Hengshan, Jingbian and Dingbian for 348 kilometers.

Taizhongyin Railway is a national Class 1 electrified railway with a transportation capacity of 40 pairs of passenger cars per day and 60 million tons of freight per year.

The completion and opening of the Taizhongyin Railway is of great significance for accelerating the development of resources along the line, adjusting the industrial layout, alleviating the pressure on railway trunk lines such as Longhai, and promoting the coordinated development of the regional economy and the implementation of the Western Development Strategy. With the opening of Taizhongyin Railway, Yulin will add 17 pairs of passenger trains, which can directly reach Beijing, Shanghai, Urumqi and other places. Yulin has become another important railway hub connecting the east and west and the north and south of our province.

January 12

An explosion occurred at a gas station in Langfang City, Hebei Province. Langfang City officials said that no casualties were caused by the accident. The cause of the fire was a fire and explosion caused by static sparks after the tanker unloaded oil.

Chinese President Hu Jintao will visit the United States and hold a heads-of-state summit with President Obama. The Obama administration positioned Hu's visit as a "state visit."

After Endeavor completes its last mission, all U.S. space shuttles will be retired. The Space Shuttle Endeavor (STS Endeavor OV-105) is owned by the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC). It is the fifth space shuttle to actually carry out space missions and is also the latest space shuttle. The first flight was on May 7, 1992 (mission STS-49), and a large proportion of the missions it was responsible for were in support of the International Space Station program. March 11: A 9.0-magnitude earthquake occurred off the coast of northeastern Japan, accompanied by a huge tsunami. The next day, an explosion occurred at the Fukushima Daiichi Nuclear Power Plant and radioactive material leaked. (1) The 2011 World Horticultural Exposition was held in Xi'an, China.
