2. What are the methods for reducing and paying patent fees?
If the patent applicant or patentee meets one of the following conditions, he may request China National Intellectual Property Administration to reduce or exempt part of the patent fee: 1, an individual with an average monthly income of less than 5,000 yuan (60,000 yuan per year); 2. Enterprises with taxable income of less than 6,543,800 yuan in the previous year; 3, institutions, social organizations, non-profit scientific research institutions.
Where two or more individuals or units are the same patent applicant or patentee, they shall abide by the provisions of the preceding paragraph respectively.
Patent fee reduction ratio: individuals or units can reduce 85% of the fees; Two or more individuals or units can be reduced by 70%;
The patent applicant or patentee may request to reduce the following patent fees: application fee (excluding publication and printing fee and application surcharge), substantive examination fee of an application for a patent for invention, annual fee of 10 year from the date of granting the patent right and reexamination fee.

Third, the way to pay patent fees.

2. Users who apply for registration by electronic means can log in to China Patent Electronic Application Network () and pay the patent fees by using the online payment system. Among them, individual users can use bank cards to pay, and patent agencies and enterprise users can use enterprise accounts to pay.
3. The payer can also remit the patent fee through the bank or post office. When remitting patent fees through banks or post offices, the correct application number (or patent number), fee name (or abbreviation) and amount shall be stated in the postscript column of the remittance slip.
Legal objectivity:
If it is really difficult for the patent applicant or patentee to pay the relevant patent fees, he may request China National Intellectual Property Administration to postpone the payment of the relevant fees according to the Measures for the Reduction and Exemption of Patent Fees recently promulgated and implemented by China National Intellectual Property Administration. I. It should be noted that if two or more companies apply for a patent at the same time, the patent fee will not be delayed. Third, slow down the filing cycle of applications. A patent applicant may, at the same time as filing a patent application, request a postponement of the relevant patent fees. After the Patent Office accepts a patent application, the application fee will not be slowed down. The applicant or the patentee can only request to postpone the payment of the fees that have not yet expired, and shall make a request to postpone the payment of the fees two and a half months before the expiration of the relevant fee payment period. The request for fee reduction shall be signed or sealed by all applicants or patentees. (1) Where an individual requests to slow down the patent fee, he shall truthfully fill in his annual income in the request for fee reduction, and when necessary, he shall provide a certificate of his financial difficulties issued by the patent administration department of the people's government at or above the municipal level in accordance with the requirements of the Patent Office. (2) Where two or more individuals * * * request for patent fee reduction and exemption, they shall truthfully fill in the annual income of each person in the request for fee reduction and exemption, and when necessary, they shall provide a certificate issued by the patent administration department of the people's government at or above the municipal level on their financial difficulties in accordance with the requirements of the Patent Office. (3) Where a unit requests to slow down the patent fee, it shall truthfully fill in the economic difficulties in the fee reduction request, and attach the certificate issued by the patent administration department of the people's government at or above the municipal level. The certificate issued by the administrative department for patent work of the people's government at or above the municipal level shall indicate whether the unit requesting patent fee reduction or exemption is an enterprise, institution or government organization, and explain its economic difficulties.
