Donghai Island, where the Zhongke Refining and Chemical Project is located, is the fifth largest island in China and the largest island in Guangdong Province, with a land area of ??286 square kilometers and a current population of about 160,000. Donghai Island has abundant undeveloped land resources and is an uncultivated virgin land. It has superior conditions for building an international deep-water port and developing modern large-scale industry. According to statistics from the "China Refining and Chemical Integrated Development Model and Project Feasibility Analysis Report Prospects", the advantages of the site selection of the Zhongke Refining and Chemical Project include the following five aspects:
1. It has a location that can build a large oil tanker terminal. Deep water shoreline. Zhanjiang Port covers an area of ??269 square kilometers and currently has 38 productive berths, of which 26 are above 10,000 tons. It has the country’s first largest land-based crude oil terminal with a 300,000-ton capacity and the largest 250,000-ton iron ore terminal in South China. Terminal and the deepest 300,000-ton waterway in Asia. The project is located in the north of Zhanjiang Port, with a coastline of 3.05 kilometers and less than 500 meters from the -21.9-meter deep-water channel. It can build a 300,000-ton large oil tanker terminal.
2. The pipeline transportation network of Zhanjiang Port can be fully utilized to greatly reduce transportation costs. There are currently three systems for pipeline transportation in Zhanjiang: the first is the crude oil pipeline from Zhanjiang to Maoshi, which is 115 kilometers long and has a transportation capacity of 8 million tons/year; the second is the Zhanjiang to Southwest refined oil pipeline, which is 1,740 kilometers long and has a transportation capacity of 10 million tons/year. ; The third is the refined oil pipeline from Zhanjiang to the Pearl River Delta, which is 1,135 kilometers long and has a transportation capacity of 12 million tons per year. The site selection of the Zhongke Guangdong Refining and Chemical Integration Project only requires the laying of 42 kilometers of pipelines to connect to the Zhanjiang Port petrochemical terminal and pipeline network. Through this pipeline network, refined oil products can be directly transported to the Pearl River Delta region and the southwest region of China.
3. Donghai Island has sufficient environmental carrying capacity. Zhanjiang City has the advantages of atmospheric environment capacity and total emission control indicators. Zhanjiang is surrounded by the sea on three sides, and Donghai Island is surrounded by the sea on all four sides. The sea area is open and it is easy to exchange water with the outer sea. The East China Sea Island has a large atmospheric and coastal sea environment carrying capacity, and the regional atmospheric environment is superior; according to the State Environmental Protection Administration's September 12, 2005 " "Notice on Approving the Atmospheric Environmental Capacity of Key Cities for Air Pollution Prevention and Control" (Environmental Affairs Office [2005] No. 96), the environmental capacity of SO2 in Zhanjiang City is 102,000 tons/year, while the actual emissions of Zhanjiang City in 2008 were only 40,000 tons , with sufficient environmental carrying capacity for large-scale petrochemical projects. The regional environmental impact assessment of Donghai Island New Area, where the project is located, was approved by the Ministry of Environmental Protection on May 21, 2009, clearly stating that an integrated petroleum refining and chemical project can be constructed in this area.
4. There is ready-made industrial land available for the project. The Zhongke Refining and Chemical Project uses 12.26 square kilometers of land, including 8.7 square kilometers of land area and 3.56 square kilometers of beach backfill area. The land acquisition of the land area has basically been completed, the relocation and resettlement work is progressing smoothly, and the application for approval of sea area use has been completed. The procedures are complete and the project can be put into use immediately.
5. The traffic conditions are very superior. The site selection of the Zhongke Refining and Chemical Project is within 30 kilometers from the railway station, airport, and highway; the Donghai Island Railway under construction and the 60-meter-wide Guangdong Haida Intersection to Weilugang Shugang Highway run through the project site Donghai Island New Area, where it is located, connects Zhanjiang Shugang Highway, Yuzhan Expressway, national highways 325 and 207, and provincial highways 373 and 374, which together form a link surrounding Zhanjiang City, Zhanjiang Port Area and Donghai Island. Modern road network. On August 10, 2009, China Petrochemical Corporation announced that the China-Kuwait joint venture Guangdong refining and chemical integration project would be located on Zhanjiang Donghai Island.
On October 26, 2009, the Zhanjiang Municipal People’s Government, China Petroleum & Chemical Corporation, and Kuwait Petroleum Company signed a memorandum of understanding on the Sino-Kuwait Refining and Chemical Project in Guangzhou, announcing that the Zhanjiang Refining and Chemical Project will be located on Zhanjiang East Island , which shows the unanimous willingness of all parties to accelerate the construction of the project and marks a new stage of cooperation between all parties.
On May 13, 2010, the Zhongke Refining and Chemical Project received a "roadmap" from the National Development and Reform Commission, which agreed to move the project from Nansha, Guangzhou to Zhanjiang East Island for construction.
On September 13, 2010, the environmental impact assessment report of the Zhongke Refining and Chemical Project was approved by the Ministry of Environmental Protection.
On September 21, 2010, the sea use of the Zhongke Refining and Chemical Project was successfully approved by the State Oceanic Administration, which agreed that the project would use 510 hectares of sea, of which 283 hectares were reclaimed.
On September 30, 2010, the land pre-examination for the Zhongke Refining and Chemical Project was reviewed and approved by the Ministry of Land and Resources, which approved the project land use of 633 hectares.
On November 21, 2010, the energy conservation and emission reduction review of the Zhongke Refining and Chemical Project was approved by the National Development and Reform Commission.
On March 4, 2011, the Zhongke Refining and Chemical Project was officially approved by the National Development and Reform Commission.
