Article 1 If a citizen fails to appoint an agent ad litem for the following matters that need to be represented due to financial difficulties, he may apply to a legal aid institution for legal aid:
(1) Requesting state compensation according to law;
(2) requesting social insurance benefits or minimum living security benefits;
(3) asking for pensions and relief funds;
(4
(5) requesting the payment of pensions and relief funds;
(6) requesting a pension;
(4) requesting alimony, child care and maintenance;
(5) requesting payment of labor remuneration;
(6) claiming civil rights and interests arising from courageous acts.
the people's governments of provinces, autonomous regions and municipalities directly under the central government may make supplementary provisions on legal aid matters other than those specified in the preceding paragraph. Citizens may apply to legal aid institutions for legal advice on matters specified in the first and second paragraphs of this article.
Article 11 A citizen may apply to a legal aid institution for legal aid in criminal proceedings under any of the following circumstances:
(1) A criminal suspect fails to hire a lawyer due to financial difficulties after the first interrogation by the investigation organ or the day when compulsory measures are taken;
(2) The victim of a public prosecution case, his legal representative and his near relatives have not hired a lawyer due to financial difficulties from the date when the case is transferred for examination and prosecution to the date when the case is transferred to the investigation organ for examination and prosecution. Since the date of transfer for examination and prosecution, he has not entrusted an agent ad litem due to financial difficulties;
(3) The private prosecutor and his legal representative in a case of private prosecution have failed to appoint an agent ad litem due to financial difficulties since the case was accepted by the people's court.
