Chapter I General Principles
Article 1 In order to strengthen the supervision of the people's courts, maintain the discipline of the people's courts, promote the building of a clean government and safeguard judicial justice, these Regulations are formulated in accordance with the Civil Service Law of People's Republic of China (PRC), the Judges Law of People's Republic of China (PRC) and other laws, with reference to the Administrative Supervision Law of the People's Republic of China.
Article 2 The supervisory organs of the people's courts are specialized organs that exercise the supervisory functions of the people's courts, and supervise the people's courts, judges and other staff members in accordance with the law and these Regulations.
Article 3 The supervisory departments of the people's courts shall exercise their functions and powers in accordance with the law and these Regulations, and shall not be interfered by administrative organs, social organizations, individuals or other departments established by the people's courts. Article 4 The supervision work of the people's courts must adhere to the principles of seeking truth from facts, emphasizing evidence and investigation and study, and everyone is equal in the application of laws and disciplines.
Article 5 The supervision work of the people's courts shall adhere to the combination of education and punishment, the combination of strict discipline and safeguarding the legitimate rights and interests of judges and other staff members, and the combination of supervision and inspection with the improvement of systems and work.
Article 6 The supervision work of the people's courts shall adhere to relying on the masses, and the supervision department shall establish a reporting system. Citizens, legal persons and other organizations have the right to complain or report violations of discipline and law by the people's courts and their judges and other staff members to the supervision department.
