Chapter 1 General Provisions Article 1 In order to maintain social order and public security, protect the legitimate rights and interests of citizens, provide relief services to citizens, and ensure that the people's police perform their duties in accordance with the law, in accordance with the "People's Police Law of the People's Republic of China" and the "Public Security Administration of the People's Republic of China" "Penalty Regulations" and relevant laws and regulations, and based on the actual situation of this city, these regulations are formulated. Article 2 These regulations shall apply to the patrol work of the people's police within the administrative area of ??this city. Article 3 The term "people's police patrol work" as mentioned in these regulations refers to the patrol prevention and public security management work carried out by the patrol department of the Municipal Public Security Bureau on urban roads, squares, stations and other places. Article 4 The Municipal Public Security Bureau is the competent authority for the patrol work of the people's police of this city and is responsible for the leadership, organization and supervision of patrol work; the patrol detachment of the Municipal Public Security Bureau is specifically responsible for the work of the people's police. Article 5 Audit work must follow the purpose of serving the people wholeheartedly, adhere to the principles of combining management with services, and combining education with punishment, strictly enforce the law, and accept supervision. Article 6 The patrol police department mainly focuses on preventing and stopping illegal activities and maintaining public security management order, and at the same time cooperates with relevant departments to maintain urban management order. Article 7 Patrol officers shall perform patrol duties in accordance with regulations, wear standard uniforms, wear patrol signs, have strict appearance, behave in a standardized manner, be loyal to their duties, enforce the law impartially, perform duties in a civilized manner, and treat others politely. Article 8 The patrol police shall perform their duties in accordance with the law and shall be protected by law; agencies, groups, enterprises, institutions and citizens shall support and assist the patrol police in carrying out patrol work. Chapter 2 Responsibilities and Authority Article 9 The inspection department shall perform the following duties in accordance with the law:

(1) Maintain social order and public security, prevent and suppress illegal and criminal activities;

(2) Accept Citizens call the police and deal with them promptly;

(3) Participate in handling public security emergencies and illegal assemblies, processions, and demonstrations;

(4) Persuade and stop civil disputes in public places, Stop accidents involving mentally ill and drunk people;

(5) Assist the public security and traffic management departments to maintain traffic order;

(6) Assist the public security and fire departments to rescue the wounded, maintain fire order, and clear traffic flow Fire exits;

(7) Participate in the rescue work of sudden disasters and accidents, rescue people who are suddenly injured, sick and in distress, guide pedestrians, and accept lost items;

( 8) According to the instructions and arrangements of the competent departments, set up checkpoints at major traffic arteries to intercept criminal suspects and inspect suspect vehicles;

(9) Stop violations of urban appearance and environmental sanitation management found during inspections and other violations of urban management order;

(10) Other duties performed by the inspection department as stipulated by laws and regulations. Article 10 The inspection department shall exercise the following powers during inspection work:

(1) Check resident identity cards and other documents;

(2) Investigate persons suspected of illegal crimes, Check suspected vehicles and items;

(3) When investigating criminal suspects or fugitives, they may first detain or take other compulsory measures in accordance with the law;

(4) When there is no traffic In the presence of the police, stop and correct traffic violations;

(5) Violations of public security management shall be punished in accordance with the "Public Security Management Punishment Regulations of the People's Republic of China" and these regulations;

(6) In emergencies such as hunting, rescue, and rescue, upon presentation of certificates, priority can be given to the use of transportation and communication tools of agencies, groups, enterprises, institutions, and individual citizens. It must be returned promptly after use and appropriate fees must be paid, and any damage caused must be compensated;

(7) Other powers exercised by the inspection department as stipulated by laws and regulations. Chapter 3 Illegal Acts and Punishments Article 11 If the inspection department, when conducting inspections within the premises specified in Article 3 of these Regulations, discovers that it disrupts social order and is not serious enough for criminal punishment, it has the right to impose penalties in accordance with these Regulations.

If the inspection department performs inspection duties outside the scope of places specified in Article 3 of these Regulations in accordance with the law, it shall be carried out in accordance with the provisions of relevant laws and regulations.

Article 12 Disturbing public order, endangering public security, infringing on the personal rights of citizens, infringing or damaging public and private property, hindering social management order, engaging in gambling or providing conditions for gambling, selling, renting or disseminating obscene books, pornographic pictures, obscene videos or Other obscene materials will be punished in accordance with the "Public Security Administration Punishment Regulations of the People's Republic of China". Article 13 Anyone who takes or injects drugs, engages in prostitution, introduces prostitution or stays with others for prostitution shall be punished in accordance with the "Decision of the Standing Committee of the National People's Congress on Drug Control" and the "Decision on Prohibition of Prostitution and Whoring" respectively. Article 14 Anyone who illegally transports, sells or sets off fireworks and firecrackers shall be punished in accordance with the "Urumqi Fireworks and Firecrackers Management Regulations". Article 15 When the traffic police are not present at the scene, anyone who commits any of the following violations of traffic management and refuses to listen to dissuasion shall be given a warning or fined in accordance with the relevant laws and regulations on road traffic management:

(1) Parking vehicles in places where parking is prohibited;

(2) Violating traffic signals, traffic signs and traffic instructions by running red lights or boating;

(3) Non-motorized vehicles failing to obey the rules Parking is required;

(4) Non-motorized vehicles driving on motor lanes or sidewalks;

(5) Riding bicycles in violation of regulations;

( 6) Non-motorized vehicles violate other traffic rules;
