The people's court shall, in accordance with legal procedures, use the state's coercive power, and specify specific implementation contents according to legally effective documents to force civil obligors to perform their obligations and ensure the realization of creditors' rights. Through the judgment, the person who needs to undertake the corresponding execution obligation can be called the executed person when entering the execution procedure, but the executed person who has broken his promise cannot take measures to execute on the basis of the executed person, so that the legitimate rights and interests of the executed person can not be guaranteed. However, the person subjected to execution actually has the ability to execute, such as maliciously concealing, transferring property, taking a hand that disappears after being hit, refusing to execute, and even obstructing execution by violent means. The person subjected to execution will be included in the credit information system. Those who shirk, refuse or obstruct the execution without reason, thus causing serious consequences, shall bear legal responsibility. The execution of the people's court shall be based on legal documents. Legal documents must have legal effect, and those without legal effect cannot be used as the basis for implementation. Legal documents should also have the content of payment. If you just confirm or change the legal relationship, you don't need to implement it.

Article 224 of the Civil Procedure Law of People's Republic of China (PRC) shall be executed by the people's court of first instance or the people's court of the place where the property is executed at the same level as the people's court of first instance. Other legal documents stipulated by law to be executed by the people's court shall be executed by the people's court in the place where the person subjected to execution has his domicile or where the property subjected to execution is located.
