According to the needs of work, the public security organ may, with the approval of the central competent department of civil servants or the competent departments of civil servants in provinces, autonomous regions and municipalities directly under the Central Government, implement the appointment system for highly professional positions and auxiliary positions. However, the appointment system is not implemented for public security law enforcement posts or posts involving state secrets.
