Enterprises should send personnel with high political quality and professional quality as safety cadres. Article 8 The duties of enterprise safety work are:
(a) to carry out legal publicity and education, enhance the legal concept and safety awareness of employees, and prevent and reduce illegal and criminal acts;
(two) to maintain internal order, timely discover and eliminate all kinds of unstable factors;
(3) Improve the internal public security prevention mechanism, eliminate hidden dangers of public security in time, and implement public security prevention measures such as fire prevention, theft prevention, explosion prevention, sabotage prevention, fraud prevention and leakage prevention. Important departments and parts should take safety technical precautions;
(four) to implement the policy of education, persuasion and salvation, and to help, educate and reform those who have committed minor crimes, and to do a good job in ideological reform;
(five) to assist the public security organs and state security organs to prevent and stop acts endangering state security. Article 9 Enterprises must establish and improve the following public security systems:
(a) the guard, duty, patrol system, the guard system of important parts;
(two) fire safety system, inflammable, explosive, toxic, radioactive and other dangerous goods transportation, use and storage management system;
(three) the safety management system of cash, tickets, cultural relics, valuables and vehicles;
(four) the public security management system of dormitories, guest houses, canteens, bathrooms, clubs and other places;
(5) Other public security systems that need to be formulated. Article 10 An enterprise shall ensure the materials and equipment required for security work, and may subsidize security cadres according to the post allowance standard of the people's police. Eleventh enterprises are responsible for the comprehensive management of social security, and should actively participate in the public security work of resident communities and maintain the public security order. Chapter III Responsibilities of Public Security Organizations and Management of Public Security Teams Article 12 The enterprise public security organizations are the functional departments of the units that carry out public security work, and are specifically responsible for implementing various public security measures under the guidance of public security organs. Thirteenth responsibilities of enterprise security organization:
(a) mediation and handling of internal security disputes;
(two) to investigate and deal with general and suspected sabotage accidents within the enterprise, and to participate in the investigation of major sabotage accidents;
(three) to take measures to stop the unexpected events within the enterprise, and immediately report to the public security organ;
(four) to prevent and assist in the investigation and punishment of stealing and selling state secrets and production technology secrets;
(five) supervision and inspection of criminals sentenced to public surveillance, deprivation of political rights, probation and execution outside prison, and defendants who are under residential surveillance and released on bail pending trial;
(six) to lead the economic police team, enterprise fire brigade and factory (mine) team;
(7) Under the guidance of public security organs, ordinary criminal cases occurring within enterprises can be summoned, criminals and criminal suspects can be questioned, witnesses and victims can be questioned, and stolen money and goods can be recovered according to law;
(8) Under the guidance of public security organs, the violator may be summoned to question witnesses and victims according to law, and the witnesses and victims may be questioned and investigated for evidence;
(nine) to assist the public security organs in detecting counter-revolutionary cases and major criminal cases that occur within enterprises;
(ten) to assist the public security organs in the management of temporary population and floating population;
(eleven) to complete other security tasks assigned by the public security organs. Fourteenth the establishment, merger and cancellation of enterprise security organizations, the appointment and removal of the person in charge of the security organization, should listen to the opinions of the municipal, district and county public security organs. Fifteenth enterprise security organizations should accept the business guidance of the public security organs, and regularly consult and report to the public security organs. Sixteenth enterprise security organizations shall perform their duties according to law, which constitutes a crime and violates the administration of public security, and shall be handed over to judicial organs for handling. Seventeenth public security organs should regularly conduct professional training and assessment of security cadres.
Security cadres must be trained by public security organs and put on record before taking up their posts. Eighteenth security cadres should fulfill their duties, perform their duties, abide by the law, act impartially, and shall not exceed or abuse their powers. Nineteenth security cadres are protected by law when performing official duties according to law.
