Article 2 Natural persons, legal persons and other organizations within the administrative region of this city shall abide by these regulations.
Article 3: Municipal, county, and district public security departments and their dispatched agencies are responsible for the management of restricted dog breeding in urban areas of this city.
Relevant administrative departments such as agriculture and animal husbandry, health, urban construction, industry and commerce, environmental protection, city appearance and environmental sanitation, township people's governments, and sub-district offices should cooperate with the public security departments within their respective scopes of authority to do a good job in urban areas. Dog management work.
All agencies, groups, enterprises and institutions, the military, residents' (villages) committees, community organizations and property management agencies should actively cooperate with the public security department in the implementation of these regulations.
The fourth Chengguan, Qilihe, Xigu and Anning urban built-up areas are key areas where dog breeding is restricted.
Yongdeng County, Yuzhong County, Gaolan County, Honggu District People’s Government seat, Gaolanshan Township and Qingbaishi Township in Chengguan District are generally restricted dog-raising areas.
The municipal public security department shall, based on the actual needs of urban construction and management, work with relevant departments to propose an adjustment plan for restricted dog-raising areas in a timely manner, and submit it to the Municipal People's Government for approval before implementation.
Article 5 prohibits dog breeding, sales and other business activities in restricted areas, and prohibits individuals from raising aggressive dogs and large dogs.
Units and individuals in the restricted breeding area can keep small ornamental dogs with approval, but each individual dog is allowed to keep one dog; if the unit has a special purpose, it can also keep aggressive dogs and large dogs with approval.
The classification of aggressive dogs, large dogs and small ornamental dogs shall be determined and announced by the municipal public security department in conjunction with the agriculture and animal husbandry administrative department.
Article 6 Individuals who apply to raise dogs in restricted areas must meet the following conditions:
(1) Have a permanent residence or temporary residence permit in this city;
( 2) Have the capacity for civil conduct;
(3) Have an independent house or a single family.
Units within Article 7 restricted areas that apply to raise dogs must meet the following purposes:
(1) Scientific research and medical experiments;
(2) Security Personnel;
(3) Professional performances, zoo viewing;
(4) Other special purposes.
Units and individuals within the restricted area of ??Article 8 who apply for dog breeding shall go through the relevant procedures in accordance with the following procedures:
(1) The applicant holds a certificate issued by the township or town people’s government or sub-district where the applicant is located. If the unit applies for the certificate issued by the office, it should also submit a written application to the local public security police station with a letter of introduction from the unit;
(2) The public security police station shall sign its opinions within 7 days from the date of receipt of the application, Report to the county or district public security department for review and approval;
(3) The county or district public security department shall make a decision of approval or disapproval within 15 days from the date of receipt of the verification application from the public security station. If not, a written explanation shall be given. Reasons;
(4) With the approval of the public security department, bring the dog to the animal epidemic prevention supervision agency affiliated to the municipal agricultural and animal husbandry administrative department or the local county or district agricultural and animal husbandry administrative department for quarantine and injection of the dog Rabies vaccine and obtain a dog immunity certificate;
(5) Bring the dog with the "Canine Immunization Certificate" to the public security department originally approved to raise dogs for dog registration, and receive the "Dog Registration Certificate" and the dog Card.
Article 9 The "Dog Immunization Certificate" and "Dog Registration Certificate" shall implement an annual review system, and the original issuing authority shall be responsible for the annual review work.
Dog owners should, in accordance with the relevant regulations of the agricultural and animal husbandry administrative department, take their dogs to the local municipal agricultural and animal husbandry administrative department or the animal epidemic prevention supervision agency affiliated to the county or district agricultural and animal husbandry administrative department for quarantine. and immunization; the animal epidemic prevention supervision agency responsible for quarantine and immunization shall record the quarantine and immunization status of the dog on the dog immunity certificate.
If dogs are quarantined and immunized, the dog owner shall pay quarantine and immunization fees in accordance with relevant national regulations.
Article 10 Those who are approved to raise dogs shall pay registration fees according to the following standards:
(1) Those who raise dogs in key restricted areas shall pay a registration fee of 1,200 yuan per dog. The annual audit fee is 600 yuan per dog;
(2) In the general restricted dog breeding area, each dog has to pay a registration fee of 600 yuan, and the annual audit fee is 300 yuan each time.
The limited maintenance registration fee and annual review fee will be turned over to the finance department in full, and two lines of revenue and expenditure management will be implemented; specific management measures will be formulated separately by the municipal finance department and the municipal public security department.
Article 11 With the approval of the county or district public security department, the following dogs are exempt from registration fees and annual review fees:
(1) Dogs for medical and scientific research experiments;

(2) Zoo dogs;
(3) Dogs used for professional group performances;
(4) Guide dogs for the blind.
Article 12 County and district public security departments shall register dogs within their jurisdiction, and dog tags issued in key restricted areas shall be significantly different from those in general restricted areas.
Dogs in non-prohibited areas are not allowed to enter prohibited areas for breeding; dogs in general restricted areas are not allowed to enter, and dogs in key restricted areas are not allowed to be raised.
Article 13 If an approved dog dies, is lost, or transferred, or the dog owner moves, the dog owner shall go to the original approval and registration department to handle cancellation or change procedures.
Article 14 If a dog has been raised in a restricted dog-raising area before the promulgation of these regulations, the dog owner shall apply for raising a dog in accordance with these regulations within 60 days from the date of promulgation of these regulations.
Article 15 Those who are approved to keep dogs shall abide by the following regulations:
(1) They shall not harm the public interests or interfere with the normal life and work of others;
(2) Dogs are not allowed to enter markets, shops, restaurants, parks, schools, hospitals, theaters, stadiums, stations, docks, airports and other public places where government regulations prohibit dogs from entering, except for military and police dogs performing tasks Except for dog performances with professional groups;
(3) Dogs are not allowed to take public transportation;
(4) Violent dogs and large dogs are tethered or kept in captivity, and kept in Warning signs must be hung at the entrance of dog breeding units and breeding places;
(5) Small ornamental dogs must hang dog tags and be leashed when going out, and must be led by an adult;
(6) Promptly Clean up the dog's excrement outdoors;
(7) Send the dog for quarantine and vaccination on schedule.
Article 16: Holding dog shows, opening dog diagnosis and treatment institutions, or carrying out commercial dog diagnosis and treatment activities in restricted areas must be reviewed by the local county and district public security departments and agriculture and animal husbandry administrative departments. Municipal Public Security Bureau It shall be approved by the Ministry of Agriculture and Animal Husbandry and the administrative department of agriculture and animal husbandry, and relevant industrial and commercial, taxation and other relevant procedures shall be handled in accordance with the law.
Article 17 If a dog injures another person, the dog owner shall immediately send the victim to a medical institution for treatment, and bear civil liability in accordance with the law; promptly send the injured dog to the animal husbandry department under the administrative department of agriculture and animal husbandry The epidemic prevention supervision agency shall inspect and handle the case and bear the necessary expenses.
Article 18 Any unit or individual who discovers rabies or a rabies epidemic shall immediately report it to the administrative departments of agriculture, animal husbandry, public security, and health. The department that receives the report shall immediately notify the relevant departments and organize efforts to carry out the investigation. Prevention and treatment.
Article 19 If abandoned, lost or confiscated by the administrative department in accordance with the law, the public security department in conjunction with the agricultural and animal husbandry administrative department shall be responsible for the collection and disposal.
Article 20 Anyone who violates these regulations and commits any of the following acts shall be ordered to make corrections by the public security department and the dog owner shall be fined 200 yuan:
(1) Failure to comply with the regulations It stipulates the payment of annual audit fees;
(2) The "Dog Registration Certificate" is not subject to annual review;
(3) Dogs in general restricted areas enter key restricted areas or Raised in key restricted areas;
(4) The approved dog is lost, dies, transferred, or the dog owner fails to complete the cancellation or change procedures;

(6) Raising aggressive dogs or large dogs and failing to hang warning signs in accordance with regulations.
Article 21 Anyone who violates these regulations and commits any of the following acts shall be ordered by the public security department to make corrections and the dog owner shall be fined not less than RMB 200 but not more than RMB 1,000:
(1) Raising dogs that interferes with the normal life and work of others;
(2) Bringing dogs into public places or taking public transportation;
(3) Violent dogs and large dogs Dogs are not kept on leashes or in pens.
If the behavior listed in the preceding paragraph causes injury to others or property damage, the dog owner shall bear corresponding responsibilities according to law.
Article 22. Anyone who violates these regulations and raises dogs in restricted areas without approval shall be fined by the public security department between RMB 2,000 and RMB 65,438 and ordered to make corrections within a time limit; If the dog is not corrected, the public security department together with the agriculture and animal husbandry department will handle the matter on its behalf, and the cost of handling the dog will be borne by the dog owner.
Article 23 Violates the provisions of these regulations and engages in dog breeding, sales and other business activities in restricted areas without approval, holds dog exhibitions, opens dog diagnosis and treatment institutions, or conducts commercial dog breeding Those who engage in similar diagnosis and treatment activities will be ordered to make corrections by the public security department and fined not less than 3,000 yuan but not more than 10,000 yuan.
Article 24: Anyone who violates these regulations and commits any of the following acts shall be fined 200 yuan by the agricultural and animal husbandry administrative department, and the animal epidemic prevention supervision agency affiliated to the agricultural and animal husbandry administrative department shall impose a fine of 200 yuan on the dog owner. Dogs are subject to compulsory quarantine and vaccination, and the costs required are borne by the dog owners:
(1) The "Dog Immunization Certificate" is not subject to annual review.
(2) Failure to quarantine and immunize dogs as required.
Article 25 Violations of these regulations, failure to promptly clean up dog excrement outdoors, and other behaviors that affect city appearance and environmental sanitation due to dog breeding will be punished by the city appearance and environmental sanitation administrative department in accordance with relevant laws and regulations. stipulations to impose penalties.
Article 26 If any staff member of the public security, agriculture and animal husbandry and other administrative departments neglects their duties, abuses their power, or engages in malpractice for personal gain in the management of urban dog breeding, they shall be given administrative sanctions by their unit or the superior authority; If the circumstances are serious enough to constitute a crime, they shall be submitted to the judicial authorities for criminal liability in accordance with the law.
Article 27 If the parties concerned are dissatisfied with the administrative penalties imposed by the public security department and the agricultural and animal husbandry administrative department in accordance with these regulations, they may apply for administrative reconsideration or file an administrative lawsuit in accordance with the law.
Article 28 Military dogs and police dogs in restricted areas shall be managed in accordance with relevant national regulations.
Article 29 The Municipal Public Security Bureau is responsible for interpreting specific application issues in the implementation of these regulations.
Article 30 These regulations will come into effect on June 1, 2002.
