Born in a poor family in Jinyongyi, Jinhai City, Gyeongsangnam-do, his father Lu Zhuishi and his mother Li entered high school through work-study programs after graduating from junior high school, and finally passed the judicial examination to qualify as a lawyer. After becoming a lawyer, Roh Moo-hyun devoted himself to helping the grassroots fight for their rights and participated in the democratic movement, and was arrested for "illegal assembly". During the period of 1988, he was elected as a member of parliament with a high vote and entered politics. During this period, the investigation on the unconstitutional behavior of former President Quan Doo-hwan was continuously promoted.

In the 2002 presidential election, he defeated Lee Hoi chang, the Korean National Party, on behalf of the New Millennium Democratic Party and took office in 2003. Controversy continued during his tenure, and he was successfully impeached by Congress in 2004. Later, the Constitutional Court dismissed the impeachment before resuming the presidency. He stepped down as president in 2008. Shortly after leaving office, he was troubled by the scandal that his relatives and friends accepted bribes from the financial sector. On May 23rd, 2009, he committed suicide by falling off a cliff.

all one's life

Roh Moo-hyun and Liang Shu hosted the APEC Summit in 2006, next to Russian President Vladimir Putin and American President George W. Bush. Roh Moo-hyun, born in a poor peasant family in Jinhai, west of Busan, South Korea, graduated from Busan Commercial College, made fishing nets and built houses. 1975 passed the judicial examination seven times, and 1977 became the magistrate of Daejeon District Court. From 65438 to 0978, he turned to be a lawyer, participated in human rights activities, served as a defense lawyer for student organizations, set up a law firm, and provided free defense for the people. 1In the late 1980s, he began to go into politics under the impetus of the then United Democratic Party Jin Yongsan. 1988, he won a seat in the National Assembly and became a member of the United Democratic Party in the National Assembly. 1992 was defeated in the national assembly, but regained its seats in the by-election of 1998. Later, after failing to run for Congress for the third time in 2000, he became the Minister of Oceans and Fisheries. In April, 2002, he was nominated by the Democratic Party of the new millennium to participate in the presidential election, and successfully defeated Lee Hoi chang by using the theory of electronic politics and was elected president. On March 12, 2004, the National Assembly passed the impeachment bill, Roh Moo-hyun was suspended, and Premier Gao Jian assumed the presidency. After that, Congress was re-elected and the opposition party lost. 14 In May, the Constitutional Court overturned the impeachment motion of the National Assembly, and Roh Moo-hyun was immediately reinstated.

On February 28, 2007, Roh Moo-hyun withdrew from the ruling party, opened the Kuomintang, and was in power as a non-partisan until the end of his term. [2] On May 23rd, 2009, he committed suicide by falling off a cliff while climbing a mountain in the morning.

Roh Moo-hyun met with george walker bush and Japanese Prime Minister Shinzo Abe in Hanoi on June 165438+ 10/8, 2006.

[edit] strategy

Roh Moo-hyun's policy is mainly to adhere to Kim Dae-jung's sunshine policy and vigorously promote national reunification; And maintain Korea's subjectivity. He hopes to turn South Korea into a regional hub in Northeast Asia, so he has been trying to improve relations with China and encourage students to learn Chinese in order to join China-South Korea trade. However, in the last two years of his term, domestic prices soared, the unemployment rate of college graduates hit record highs, and he was also subject to various demands from North Korea, which was the biggest regret during his term.

[Editor] Bribery scandal

During Roh Moo-hyun's presidency, his younger brother Lu Jianping was involved in bribery cases twice. In September 2003, Lu Jianping accepted a bribe of 30 million won to help Nan Guo Xiang, president of Daewoo Construction Company, be re-elected. He was sentenced to one year's imprisonment, suspended for two years. South Guo Xiang committed suicide in Seoul in March 2004. In 2006, Lu Jianping received 2.9 billion won in the process of participating in the acquisition of Sejong Securities Company by the Central Committee of the National Agricultural Association of Korea; On May 4, 2009, he was sentenced to 4 years in prison and fined 570 million won. .

In 2009, Roh Moo-hyun, his wife Quan and their son Lu were involved in a bribery scandal. The prosecution believes that the US$ 6,543.8+0,000 given to Roh Moo-hyun by Park Won-ki, President of Guang Tai Industry, in June 2007 is related to his acquisition of Huchems, a subsidiary of the Agricultural Association, and his promotion of the acquisition of Gyeongnam Bank, a subsidiary of Woori Financial Holding Company. Before Roh Moo-hyun left office, Park Yuan-ji remitted the $5 million to Roh Moo-hyun's nephew Yan Zhehao in February 2008 (thanks to the active support of the government at that time). In addition, Park Yuan-ji also gave 300 million won to Zheng, former general secretary of South Cheongwadae; Zheng embezzled 654.38+0.25 billion won from the presidential special activity fee. The prosecution believes that these funds eventually flowed to Roh Moo-hyun. The prosecution also found out that Park Yuan-ji also remitted another $400,000 to Roh Moo-hyun to buy a luxury apartment in New York State at a price of $65,438+$6,000. Park Yuanji confessed that Roh Moo-hyun asked for money first. All in all, Park Yuanji gave Zheng 654.38 million US dollars (at the end of June 2007) and 300 million won in cash (in August 2006). Liang Shu seems to want to take all the responsibilities. The self-report submitted to the prosecution said, "After sending the children to the United States, as a mother, she didn't give them anything, so she always felt that she owed them and wanted to buy them a house. I am responsible for everything at home. If my child needs money, former President Lu will lose his temper, so I didn't tell him at all. " Roh Moo-hyun also admitted that Zheng was entrusted by his family (that is, Quan) to "collect money" from Park Yuanji to repay outstanding debts. In May 2009, he was prosecuted for accepting bribes. When Roh Moo-hyun was 60 years old, he received two Swiss diamond watches worth more than 200 million won from Park Won-ji. Roh Moo-hyun said that he "threw it into the rice fields", which led to the treasure hunt fever in the rice fields of Xia Feng Village. The prosecution also learned that there was a capital transaction between Quan and Lu, the youngest brother. On April 30, 2009, the prosecution summoned Roh Moo-hyun to explain the case and confronted Park Yuanji.

The prosecution also said that after investigation, Jiang Jinyuan, the patron of Roh Moo-hyun and the president of Innovation Fiber Company, provided 60 million won to the participating government evaluation forum chaired by former Cheongwadae secretary Li Binghuan, and 350 million won to the Korea Institute for Future Development chaired by former Cheongwadae secretary Jin Yuzhi. After becoming a spokesman for Cheongwadae, Jiang Jinyuan also provided 1 100 million won to Yin Taiying in June 2007. The prosecution had previously said that An Zhengqian, the highest member of the Democratic Party, and Lu Zeshou, the former chief executive of Cheongwadae, also received 654.38 billion won and more than 700 million won from Jiang Jinyuan respectively [4].

However, due to the death of Roh Moo-hyun, the prosecution can only deal with Roh Moo-hyun with "no right of public prosecution" in the "Park Won soon's second greed" to end the case [5].

[Editor] passed away.

At 6: 45 am on May 23rd, 2009 [6], Roh Moo-hyun and a secretary climbed the back hill of a residential building at an altitude of 100 meters in Xia Feng Village, Jinhai City, South Gyeongsangnam-do, which was called "Owl Rock". After falling on the way, Roh Moo-hyun was seriously injured in the head. Later, he was taken to the nearby Jinhai Shiying Hospital, and then to Busan University Hospital in Liangshan City for emergency treatment, but he eventually died. Earlier, some media reported that it was suicide [9], and a senior assistant of Roh Moo-hyun claimed that it was not an accident that Roh Moo-hyun jumped off a cliff and died [10]. Subsequently, the news was confirmed by the local Gyeongnam Police Department [1 1]. Busan University Hospital also announced that Roh Moo-hyun died of head trauma at 9: 30am Seoul time on May 23rd, 2009 [12]. After investigation, the police believe that there are still people doing morning exercises around Lion Rock in the early hours of the morning, so it is not easy to avoid residents' eyeliner, but there are very few people coming and going at Owl Rock, so Roh Moo-hyun may choose this rock to throw himself at herself [7]. According to the guard who accompanied Roh Moo-hyun, he reported to the police that he accompanied Roh Moo-hyun to climb the mountain in the early morning. Later, they went to the scene of the accident. Roh Moo-hyun asked the guard, "Do you have any cigarettes?" The guard said, "I'll get it." Roh Moo-hyun said, "Forget it, no need." Later, Roh Moo-hyun pointed to the pedestrians at the foot of the mountain and said that there were pedestrians walking there. Just as the guard turned his attention to the climber, Roh Moo-hyun jumped off the cliff [13].

Moon Jae in, former secretary of Cheongwadae, said that Roh Moo-hyun left his family a short suicide note [14], in which Roh Moo-hyun said that he was "really tired" and "there is no difference between life and death". "I want to spend the rest of my life in the countryside after leaving office, but I didn't expect that I can't. What a pity. " Roh Moo-hyun said he was "innocent" and hoped that history would give him a fair evaluation. At the same time, cremation is required in the will, and a monument is erected near the home [15]. However, the full text of Roh Moo-hyun's suicide note issued by Yonhap News Agency is slightly different. The following is the full text of the suicide note: [16][ 17]

"Thanks to many people, many people suffer because of me, and there will be endless pain in the future. The rest of my life will only be a burden to others. My health is not very good, so I can't do anything, even I can't read books or write words.

Don't be too sad, isn't life and death an image of nature?

Don't apologize and don't blame anyone. This is all fate.

Be cremated. Then it is enough to erect a monument near home. This is an idea that has been brewing for a long time

"

According to the investigation results of Gyeongnam Police Department, Roh Moo-hyun opened the computer file at around 5 am local time and began to write a suicide note. He filed it for the first time at 5: 26 in the morning, and finally kept it at 5: 44 in the morning ... After the last minute of the suicide note, Roh Moo-hyun told the guard to "go out for a walk" through the internal phone. The guards immediately greeted Roh Moo-hyun in front of the official residence and set off from the official residence at around 5: 50. The police investigated two nominal policemen on duty around Roh Moo-hyun's residence, but did not see the process of Roh Moo-hyun jumping off a cliff [6]. The suicide note was discovered by a secretary afterwards [18].

In fact, there were many signs before Roh Moo-hyun committed suicide by jumping off a cliff. For example, he often didn't eat for three days before jumping off a cliff and stayed in the office [13]. The day before he committed suicide, Roh Moo-hyun asked the staff around him to leave work early. At the same time, when chatting with friends that night, Roh Moo-hyun's eyes were full of despair. He also told his fellow villagers not to have bad intentions [19]. People around Roh Moo-hyun said that Roh Moo-hyun once said that the government had gone too far and really wanted to leave like this [13]. In addition, the last article published on the personal website blog on April 22, one month before Roh Moo-hyun committed suicide? . "[20] said" 5 million, 1 ten thousand dollars. After this statement came out, I was in a speechless position. Whether I know it or not, I just found it. As a former president, my reputation and moral trust are completely finished. " "I have no face to say anything more." "Now I have to bow to the people to apologize. When things get to a certain level, I will do it "[2 1]. These words reveal Roh Moo-hyun's sadness and despair. The article also mentioned that he had contacted the webmaster to close the website for this purpose, but the webmaster replied that he had to negotiate with the website members, so he uploaded this article.

After Koreans paid homage to Roh Moo-hyun in front of Tak Shou Palace, South Korean President Lee Myung-bak received a report during the summit meeting between South Korea and the European Union, saying that it was "unbelievable and very sad" and instructed relevant parties to hold a grand funeral according to the courtesy of the former president [22]. At the same time, Japanese Prime Minister Taro Aso, US President Barack Obama and British Prime Minister Gordon Brown all expressed their condolences [23]. And UN Secretary-General Ban Ki-moon, who served as foreign adviser and foreign minister during Roh Moo-hyun's government, also issued a statement expressing condolences [24] and sent a wreath to Roh Moo-hyun's mourning hall on the 24th [25]. It is worth noting that Kim Jong Il, chairman of the DPRK National Defense Commission, also sent a telegram expressing condolences to Roh Moo-hyun's family. It is believed that this is due to the fact that they held the North-South Summit in 2007 and jointly issued the 10.4 North-South Summit Declaration [26].

On May 24th, the South Korean government decided to hold a seven-day state funeral for Roh Moo-hyun. Flags will be flown at half mast on the day of the funeral [23][27]. State funeral refers to the funeral prepared by all in the name of people people who have made great contributions to society or the country, and the government will bear most of the funeral expenses. According to Article 5 of the current Law on the Establishment and Operation of National Cemetery in South Korea, Roh Moo-hyun may be buried in Daejeon Zhong Xian Hospital [28], but the Korean government finally cremated and buried Roh Moo-hyun in his hometown of Xia Feng Village [23] according to his wishes. Lu Jianping, Roh Moo-hyun's brother, was temporarily released for six days because of Roh Moo-hyun's death, but his activities were limited to Roh Moo-hyun's mourning hall and cemetery [29].

From 2002 to 2006, Roh Moo-hyun was included in the dictionary of "New Words Not Found in the Dictionary" compiled by Korea Institute, which means "very disappointing" [30].
