Recently, China Food and Drug Administration, in the course of cracking down on illegal food addition, found that the food operated by 35 catering service units contained poppy shell components such as papaverine, morphine, codeine, narcotine and thebaine, which was suspected of illegal food addition. The investigation and handling are hereby notified as follows:
1. The five companies that have been transferred to the public security organs for prosecution are: Su Meng Road Store in Zhou Heiya, Suzhou City, Anhui Province, and Zhou Heiya Store in Peng Hui, Yongqiao District, Suzhou City; Laotie grilled fish in Huiyang District, Huizhou City, Guangdong Province; Xiaomian Town, Hechuan District, Chongqing is a famous noodle restaurant, and Xiaomian Town, Hechuan District is the best powder in the world.

4. Adding poppy shells or poppy powder to food violates the stipulation in Item 1 of Article 34 of the Food Safety Law that "it is forbidden to produce and operate food produced with non-food raw materials or food produced with chemicals other than food additives and other substances that may endanger human health". According to the Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Laws in Handling Criminal Cases Endangering Food Safety (French Interpretation [20 13]/. Of the above catering service units, 25 have been transferred to public security organs for criminal investigation.
Five, the relevant food and drug supervision departments should continue to carry out in-depth investigation and evidence collection, as soon as possible to find out the illegal facts, the existence of illegal acts, severely punished according to law, if the circumstances are serious, the license shall be revoked; Anyone suspected of committing a crime shall be transferred to the public security organ. At the same time, it is necessary to closely cooperate with the public security organs, dig deep into the source of illegally added substances, and severely punish criminals in all aspects according to law. Six, catering service units in daily business activities, we must strictly implement the food safety system of raw material procurement and incoming goods inspection, claiming certificates and tickets, to ensure the safety and reliability of the purchased food raw materials. Food and drug supervision departments should strengthen the supervision and inspection of hot pot restaurants, mala Tang shops, fried chicken shops, ramen restaurants and other catering service units, and severely punish the illegal addition of non-edible substances such as poppy shells and poppy powder according to law.
Seven, China Food and Drug Administration reminds consumers that catering service units suspected of adding poppy shells, poppy powder and other non-food raw materials to food can complain to the local food and drug regulatory authorities or call the hotline 1233 1.
