Chapter I General Provisions Article 1 In order to strengthen the construction of social credit system, innovate social governance, improve the socialist market economic system and carry forward and practice socialist core values, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 The term "social credit" as mentioned in these Regulations refers to the state in which natural persons, legal persons and unincorporated organizations with full capacity for civil conduct (hereinafter referred to as social credit units) perform their duties, abide by legal obligations and fulfill their agreed obligations in economic and social activities.

The term "social credit information" as mentioned in these Regulations refers to the objective data and materials of social credit subjects in performing their duties, observing legal obligations and fulfilling agreed obligations, including public credit information and market credit information.

The term "public credit information" as mentioned in these Regulations refers to social credit information generated by public credit information providers such as administrative organs, judicial organs and organizations authorized by laws and regulations to manage public affairs. The term "market credit information" as mentioned in these Regulations refers to the social credit information generated by credit service institutions, trade associations, chambers of commerce and other enterprises and institutions and other market credit information providers in the process of production and business activities and social services. Article 3 These Regulations shall apply to the construction of social credit system, the management and application of social credit information, the protection of rights and interests of social credit subjects and the development of social credit industry within the administrative area of this Municipality.

Where laws and regulations provide otherwise, such provisions shall prevail. Article 4 The construction of social credit system shall follow the principles of system promotion, * * construction, * * enjoyment, enhanced application and security maintenance, give play to the guiding and exemplary role of government organizations, cultivate and apply market mechanisms, and encourage and mobilize social forces to participate. Article 5 The Municipal People's Government shall incorporate the construction of social credit system into the national economic and social development plan, establish and improve the coordination mechanism, target responsibility system and assessment system for the construction of social credit system, make overall plans to promote the construction of social credit system in this Municipality, and include the required funds in the fiscal budget.

The people's governments of all districts and the management institutions of Jiangbei New District are responsible for the construction of social credit system within their respective jurisdictions. Article 6 The social credit management department is responsible for the comprehensive coordination, supervision and management of the social credit system.

The administrative department of government data is responsible for integrating government data and social credit information.

The government service management department is responsible for regulating the application of social credit in government services.

Other relevant departments shall assist in social credit work according to their respective responsibilities. Article 7 The municipal public credit information management institution is responsible for collecting and sharing public credit information, building, operating and managing the municipal public credit information collection and service platform, and assisting the social credit supervision and management.

Municipal public credit information collection and service platform is a unified carrier for the collection, disclosure, use and enjoyment of municipal public credit information. Article 8 The collection, collection, disclosure and use of social credit information and the provision of credit products shall meet the requirements of legality, objectivity, accuracy and necessity, ensure information security and safeguard the legitimate rights and interests of social credit subjects, and shall not infringe upon state secrets, commercial secrets and personal privacy.

No organization or individual may illegally collect, collect, use, process or disseminate social credit information, nor may it tamper with, forge or illegally buy or sell the social credit information it collects, collects and stores. Article 9 The Municipal People's Government shall strengthen the construction of honesty culture and guide honesty fashion.

Television, radio, newspapers, internet and other media should strengthen the publicity of honesty culture and create a harmonious atmosphere of honesty society.

All parties in society should cultivate the awareness of rules, strengthen the spirit of contract and improve the level of self-discipline. Chapter II Construction of Social Credit System Article 10 The municipal and district people's governments, the administrative organs of Jiangbei New District and relevant departments shall make scientific, democratic and legal decisions, implement decision-making, implementation, management, service and disclosure of results, and improve the transparency of government work.

The municipal and district people's governments, the management institutions of Jiangbei New District and the relevant departments shall honor the policy commitments made according to law, and fulfill their contractual obligations in terms of investment attraction, government procurement, bidding, debt financing, and cooperation projects with social capital.

The implementation of the commitments in the national economic and social development plan and the government work report is an important content to evaluate the government's integrity level. Eleventh state organs, organizations and public officials authorized by laws and regulations to manage public affairs should act according to law, be honest and trustworthy, and set an example in the construction of social credit system.

Establish the credit files of public officials, record the performance of their duties in good faith and incorporate them into the municipal public credit information collection and service platform, and strengthen the supervision, assessment, evaluation and application of government integrity.

Civil servant management and other relevant departments should incorporate credit knowledge into the training courses of leading cadres and state staff, and strengthen honesty education. Article 12 Judicial organs shall administer justice fairly, perform their duties according to law and improve judicial credibility.

The judicial organ shall regularly publish typical cases of major dishonesty and disclose the information of the person subjected to dishonesty according to law; Prevent and investigate false litigation according to law, and purify the litigation environment.

Procuratorial organs should strengthen legal supervision of illegal and untrustworthy behaviors in key areas such as food and drug safety, ecological environment and resource protection, state-owned assets protection, transfer of state-owned land use rights, and protection of the rights and interests of heroes and martyrs.

Establish an information exchange system between judicial organs and relevant departments, and the judicial organs shall promptly inform relevant departments of matters that trigger joint credit punishment in criminal cases, so as to promote the effective implementation of joint punishment.

Establish credit files for judges, prosecutors, lawyers, notaries, judicial experts, etc. , the implementation of good faith commitment system. The credit information recorded in the archives shall be collected into the municipal public credit information collection service platform.
