The relevant matters are hereby announced as follows:
I. External plan
(1) openly select 1 external legal counsel according to the government's regulations on purchasing services.
(2) The term of office of the legal adviser is one year, and the consulting fee is calculated on an annual basis, not higher than RMB 20,000/year. Every consulting year, 60 written legal documents (including but not limited to drafting, reviewing and amending contracts, issuing lawyers' letters and legal opinions) can be issued free of charge. Entrust other litigation and arbitration cases, and calculate the remuneration separately according to the project.
Second, the object and conditions of employment
According to the Provisions on the Work of Legal Advisers of Guangdong Provincial Government (Decree No.207 of the provincial government) and the Administrative Measures for the Employment of Legal Advisers by Zhaoqing Administrative Organs (Zhao [2020]10), an external legal adviser shall meet the following basic conditions:
(a) high political quality and support the party's theory, line, principles and policies.
(2) Having good professional ethics and a sense of social responsibility.
(3) Lawyers practicing in Zhaoqing Law Firm.
(4) Having more than 5 years of lawyer's practice experience and strong professional ability.
(five) strictly abide by the law, have not been subject to criminal punishment, and the lawyers employed as legal advisers and their law firms have not been subject to administrative punishment by the judicial administrative department or industrial punishment by the lawyers' association.
(six) the law firm where the lawyer is located shall be in the warehouse of the procurement supplier designated by Guangdong Province.
(7) Those who are familiar with the Administrative Procedure Law of the People's Republic of China, the Administrative Reconsideration Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Procedures of Public Security Organs for Handling Administrative Cases are preferred.
Third, the content of legal services.
(a) to provide written legal advice for major administrative decisions, important administrative acts and important administrative measures.
(two) to participate in the drafting, revision and demonstration of normative documents.
(three) to participate in the negotiation of major projects, assist in drafting, revising and reviewing the legal documents of major projects and issue written legal opinions, review important agreements and major contracts and provide written legal opinions.
(four) to assist in handling non-litigation legal affairs such as administrative reconsideration, litigation, arbitration and enforcement.
(five) to assist in the mediation and settlement of letters and visits.
(six) to assist in handling major emergencies and mass incidents involving legal affairs.
(seven) other legal affairs that require the participation or assistance of legal advisers.
Fourth, the selection process
(1) Registration: qualified personnel shall submit registration materials within the registration time.
(2) Evaluation: The evaluation team of Duanzhou Branch of Zhaoqing Public Security Bureau will conduct qualification review and selection.
(3) Publicity: The evaluation team will publicize the selected personnel.
(4) Appointment: Duanzhou Branch of Zhaoqing Public Security Bureau signed a contract with the appointed legal adviser, and the contract was sealed by the law firm.

(1) The registration time is from March 28th to April 60th, 2022. Lawyers should submit the registration form and related materials to the Legal Brigade of Duanzhou Branch of Zhaoqing Public Security Bureau.

2. Copy of ID card, academic certificate, degree certificate and lawyer's practice certificate (check the original when registering).

5. Proof that it has not been punished by the administrative department of justice or the industry punishment of the lawyers association of the law firm.
6. Response time, work team resources, work quality, work efficiency, etc.
7. Other materials to prove personal ability and experience.
(3) The personal information provided by applicants at the time of registration must be true and accurate. Anyone who forges or alters relevant certificates, materials and information to defraud qualifications will be investigated for responsibility in accordance with relevant laws and regulations.
