Article 18 When constructing a water conservancy project to control or divert water in a navigable river section or its upstream, the construction unit shall ensure the navigation flow required by the waterway and ship locks. Under special circumstances, when navigation is affected by water source control or large amounts of water diversion, the construction unit shall take corresponding engineering measures, and the local people's government shall organize consultations with relevant departments to reasonably allocate water volume.
Article 19 When the water conservancy and hydropower project facility management department formulates a dispatch operation plan involving navigation flow, water level and navigation safety, it shall seek the opinions of the transportation department in advance. In case of any disagreement, the decision shall be made by the people's government at or above the county level.
Article 20 In the process of flood control, drainage and drought relief, the comprehensive utilization of hinged boat water conservancy structures shall be subject to the unified arrangements of the flood control and drought relief command agency.
Article 21 Navigation aid signs installed along coasts and navigable rivers must comply with national standards.
The installation of special signs along the coast and on navigable rivers must be approved by the transportation department; the installation of fishery signs and military signs must be reported to the transportation department for filing.
Article 22 prohibits the dumping of sand, gravel, soil and waste into rivers.
Digming sand, quarrying, collecting soil and stockpiling materials in navigable rivers must not worsen navigation conditions.
After the construction project within the waterway is completed, the construction unit shall remove the remains in a timely manner.
Chapter 4 Channel Maintenance Funds
Article 24 Coastal and inland river ports that have been approved by the state to collect port fees shall pay inbound and outbound channel maintenance fees.
Article 25: The maintenance costs of special waterways shall be settled by the special departments.
Article 26 The waterway maintenance expenses allocated by the central and local finances must adhere to the principle of earmarked funds.
Chapter 5 Punishment Rules
Article 27 For units and individuals that violate the provisions of these regulations, the transportation authorities at or above the county level may give warnings and fines based on the severity of the case.
Article 28 If the party concerned is dissatisfied with the punishment imposed by the transportation department, he may appeal to the higher-level transportation department; if he is not satisfied with the handling of the higher-level transportation department, he may appeal to the People's Government within 15 days from the date of receipt of the handling decision. A lawsuit was filed in court. If neither prosecution nor performance is made within the time limit, the transportation department may apply to the People's Court for compulsory enforcement.
Article 29 Violations of the provisions of these regulations that should be punished by public security administration shall be handled by the public security organs; if a crime is constituted, criminal liability shall be investigated by the judicial organs in accordance with the law.
