Regulations of Chengdu Municipality on the Administration of Passenger Taxi

Chapter I General Provisions Article 1 In order to improve the service quality of passenger taxis, safeguard the legitimate rights and interests of passengers, operators and their drivers, and meet the needs of urban economic development and people's lives, these Regulations are formulated in accordance with relevant laws and regulations and the actual situation in Chengdu. Article 2 The term "passenger taxi" as mentioned in these Regulations refers to a commercial bus that provides passenger service according to passengers' wishes and charges by mileage and time. Article 3 Taxi operators, drivers, passengers and units and individuals related to taxi business within the administrative area of this Municipality shall abide by these regulations. Article 4 This Municipality implements the principles of overall planning, unified management, legal operation and fair competition for passenger taxis. The Municipal People's Government shall, according to the actual situation of urban construction and social and economic development, formulate the development plans and plans for passenger taxis in this Municipality, and organize their implementation. Article 5 The administrative department of public utilities of the Municipal People's Government shall be responsible for the management of passenger taxis in Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and Chengdu Shuangliu International Airport and Airport Road. The Municipal Passenger Transport Management Office is specifically responsible for the management of passenger taxis within the above scope.

The traffic administrative department of the Municipal People's Government is in charge of the management of passenger taxis in other districts (cities) and counties. The traffic administrative departments of other districts (cities) and counties shall be responsible for the management of passenger taxis within their respective jurisdictions.

The relevant administrative departments of the Municipal People's Government shall, in accordance with their respective duties, strengthen the management of passenger taxis in this Municipality according to law. Article 6 Units and individuals that have made remarkable achievements in taxi management and service shall be commended and rewarded by the Municipal People's Government or the taxi management department. Chapter II Business Qualifications and Working Conditions Article 7 This Municipality implements the paid use of the right to operate passenger taxis, and the specific administrative measures shall be formulated by the Municipal People's Government. Article 8 Units and individuals applying for taxi operation shall meet the following conditions:

(a) there are passenger vehicles and drivers that meet the requirements;

(2) Having a parking lot and business premises suitable for its business scale;

(3) Having corresponding managers and management systems. Article 9 A driver engaged in taxi service shall meet the following conditions:

(1) Having a permanent residence in the local area;

(2) Having an employment certificate issued by the labor and employment management department;

(3) The age is 18 to 55 years old;

(4) Graduated from junior high school or above;

(5) Having obtained a motor vehicle driving license for more than two years;

(six) to obtain the qualification certificate of passenger taxi vocational training. Tenth operators engaged in taxi business must meet the following requirements:

(a) to obtain the right to operate a taxi;

(two) with the license certificate issued by the municipal taxi administrative department to the relevant departments for business license, tax registration, vehicle registration, insurance and public security licensing procedures;

(3) Set up special signs such as taxi sign lamp, passenger number and vehicle identification color, as well as special facilities such as meter, empty car sign, car radio and safety guardrail. , unit name, complaint telephone number, charge price list;

(four) to obtain the qualification certificate, vehicle operation certificate and driver service certificate issued by the municipal administrative department of passenger taxi. Eleventh each passenger taxi can apply for two driver service qualification certificates. Twelfth city taxi administrative departments to deal with taxi operators for qualitative review and annual inspection, qualified rear can continue to engage in business. Chapter III Business Services Article 13 Taxi drivers shall not engage in business activities beyond the scope of business rights. Fourteenth operators shall abide by the following provisions:

(a) to strengthen the education and management of drivers' safe operation and standardized services;

(2) Signing labor contracts and contract management contracts with drivers according to law;

(three) the implementation of taxi management departments to coordinate the operation of various measures, timely dispatch vehicles to complete emergency rescue, disaster relief, foreign affairs and other special tasks;

(four) to assist the taxi management department to check and handle passenger complaints;

(five) truthfully handle the relevant operating documents and special signs;

(six) to apply for the verification of measuring instruments to the legal metrological verification institution according to law;

(seven) according to the standards approved by the price administrative department and the use of bills in accordance with the provisions;

(eight) to pay various taxes and fees according to law;

(nine) to set up advertisements with the taxi body as the carrier shall comply with the relevant provisions of safety, advertising and urban management;

(ten) other provisions of laws and regulations. Fifteenth drivers should abide by the following provisions:

(a) keep the vehicle clean and tidy, complete facilities, signs intact;

(2) Carrying and placing business certificates and using bills as required;

(3) Abide by the operation order of the service site, obey the management of the site management personnel, and care for the environmental sanitation of the site;

(four) do not use the meter and car radio in accordance with the provisions;

(5) Other provisions of laws and regulations. Sixteenth drivers shall not have the following acts:

(a) forcing joint passengers to rent a car or using others to attract passengers;

(2) Forging, altering or lending the operation certificate;

(3) defrauding, lending or forging special signs for passenger taxis or providing conditions for the above acts;

(4) handing over the vehicle to a driver other than the vehicle or driving other vehicles for operation;

(five) the use of passenger taxis for illegal and criminal activities;

(6) Refusing to carry passengers or interrupting services and driving around without justifiable reasons.
