Article 58 of the Civil Procedure Law stipulates that in civil litigation, the following persons may be entrusted as litigation agents of the plaintiff or the defendant: (1) lawyers and grassroots legal service workers; (2) Close relatives or staff members of the parties concerned; (three) citizens recommended by the community, units and relevant social groups where the parties are located. Therefore, a national public official who meets the circumstances in Items (2) and (3) of the above provisions may also act as an agent ad litem of the plaintiff or defendant.
National public officials refer to cadres and workers in party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs, trade unions, Communist Youth League, women's federations and other people's organizations and institutions, state-owned enterprises and state-owned financial enterprises at all levels.
