The Public Security Bureau filed a robbery case and set up a task force headed by the Director of Public Security Han, and captured the suspects Zhao, Qian, and others.

First, the decision to recuse the public security director was procedurally wrong. Paragraph 1 of Article 30 of the Criminal Procedure Law stipulates that the withdrawal of the person in charge of the public security organ shall be decided by the Procuratorial Committee of the People's Procuratorate at the same level.

Second, the presiding judge Wu Dangting rejected Zhao’s application for recusal. Article 30, Paragraph 1, of the Criminal Procedure Law stipulates that the recusal of a judge shall be decided by the president.
