It is a general trend in the field of international justice to publish the effective judgment documents of the court, especially the Supreme Court, in a timely and comprehensive manner through the Internet. Its advantages lie in its rapid release, wide coverage and easy access, which not only effectively responds to social concerns, but also helps to give full play to the legal and social effects of judicial decisions. On may 8-9, 20 13, the Supreme People's Court held a judicial public investigation meeting in Liuzhou, Guangxi Zhuang autonomous region, and the online publication of judgment documents became a hot topic of the meeting. According to the introduction of the meeting, the Supreme People's Court is starting to establish a standardized and unified network of judgment documents in courts across the country-China Judgment Document Network, to realize the comprehensive functions of complete online documents, timely updating, clear classification, scientific retrieval, convenient statistics and automatic analysis, and fully realize the online publishing function of judgment documents.
Online access to judgment documents is an important part of judicial openness. Since the 18th National Congress of the Communist Party of China, the Supreme People's Court has set an example by vigorously promoting the online work of judgment documents. On July 13 and 1 day, China judgment document network was launched, and the first batch of 50 effective judgment documents was published, which aroused widespread concern and praise from the society.
Provisions of the Supreme People's Court on the Publication of Judgment Documents by People's Courts on the Internet Article 3 The following judgment documents made by people's courts shall be published on the Internet:
(1) Criminal, civil and administrative judgments;
(2) Criminal, civil, administrative and enforcement decisions;
(3) Payment orders.
(four) criminal, civil, administrative and executive dismissal notice;
(five) the state compensation decision;
(6) a written decision on compulsory medical treatment or a written decision on rejecting an application for compulsory medical treatment;
(seven) the execution of punishment and the decision to change;
(eight) the decision of detention and fine for obstructing litigation and execution, the decision to terminate detention in advance, and the reconsideration decision made against the punishment of detention and fine;
(9) Administrative mediation and civil public interest litigation mediation;
(ten) other judgment documents that have the effect of suspending or ending litigation or have an impact on the substantive rights and interests of the parties and have a significant impact on the procedural rights and interests of the parties.
