Why doesn't China participate in the International Criminal Court?

According to the Rome Statute of the International Criminal Court, the prosecutor's power to conduct investigations not only gives individuals, non-governmental organizations and various institutions the right to accuse national civil servants and military personnel. China holds a position of "serious reservation" about the prosecutor's power to carry out investigation, and thinks that prosecutors and courts may become tools to interfere in the internal affairs of a country because of their excessive power. China is worried about whether the International Criminal Court can achieve "real independence and impartiality".
